20. Bagging Area - Reference: RFP Attach 3, Section J, TE 3-1 and TE 3-2 Comment: The Bagging Area “A” acreage at TE 3-1 and the Improved Grounds “A” acreage at TE 3-2 do not match. For example, the stated bagging acreage for Soldier On Field and the New Chapel is 13.8 while the TE 3-2 total is 10.3 acres; the stated bagging acreage for CDC and Chapel complex is 14.0 while the TE 3-2 states 10.1 acres. Question: Can you please clarify the total acreage for the bagging areas listed at TE 3-1?
ANSWER 20
Please provide answer to the disparity in the listing of quantity/acreage?
Recalculated areas to be bagged:
Parade Field = 18.7 +/- Acres CDC/Chapel = 6.5 +/- Acres Soldier-On Field and New Chapel = 7.3 +/- Acres Vet Park and Museum = 12.5 +/- Acres.
21. Improved Grounds C – Edging - Reference: CLIN 0003AC and RFP Attach 3, Section J, TE 3-64 Comment/Question: The Improved Grounds C frequencies chart indicates edging is required yet there is no linear footage listed. What is the LF for Improved Grounds C edging?

| The perimeter fence behind the Museum was observed to have very thick Kudzu vines. Is a one-time chemical treatment allowed in the base year to kill the vine, and then the Contractor can come in and clear the dead vine off the fence much easier? |
The Government will spray the section in questions and some other areas with herbicide to kill the Kudzu. Government will not clean the dead vegetation from the fence at these locations. That requirement will still remain with the contractor.
It is customary / normal practice throughout contracting (government agencies’) that at award any area not in compliance standards at time of award of a new contract and new contractor. That any efforts to bring the said areas into compliance by the contractor for which those efforts bring them back into standards, that contractor is to be compensated. As this is a maintenance contract to maintain standards, not to refurbish area into standards.
Please provide clarification that areas not into compliance standards at award will either be in standards or the new contractor will be compensated?
** In reviewing past history of Fort Rucker awards and payment history, it is difficult to determine just how a company should bid your project, and stay profitably viable. What we are seeing is you have 3 / 4 companies since 2011 to present that have provided proposals/bids for mowing grounds Improved, Semi-improved, Un-improved grounds, and Landscaping work.
These proposals/bids show $X,XXX,XXX.oo dollars, and payments history shows payments of less than 50% on the original bids awarded amounts. Our analysis shows so many change orders were issued, the best we can determine is cancellation of funds, which results in lack of funds for a company to profitably operate and meet financial obligations for this projects.
The 1449 bid schedule does not provide information nor is there a excel work sheet, that could allow prospective bidders an idea as your intentions in issuing workloads.
Our question / concern is this contract performance based, or is IDIQ work order issuance?
Answer 16b Performance Based
