The following items are applicable to this modification:

QUESTIONS & ANSWERS

Q1. I am requesting to receive the current/incumbent contract number, identification of the contractor, the total value of the contract, and the value of the last option year.

A1. The services in this solicitation have previously been performed for this location under contract number is W9124D21C0008 by Gemini Tech Services. Any additional information may be requested under the Freedom of Information Act (FOIA) in writing to usarmy.jbsa.acc-micc.mbx.foia@mail.mil.

Q2. Can the Government please clarify the PWS sections that map to each row of the Technical Exhibit C workload table? For example, which PWS paragraphs are covered by the 48,778 manhours for “Soldier Actions & Reassignments”? Which PWS paragraphs make up the 3,520 manhours under “Contract Management and Support Services”? Please provide a list of PWS paragraphs for each row of the TE C table so that offerors can match the proper occupations to the workload.

A2. See Technical Exhibit G for workload/production numbers.

Q3. Can the Government please verify the manhour totals in Technical Exhibit C are accurate and only cover one year? They appear to be twice as large as would be expected.

A3. See Technical Exhibit G. Manhours are augmented with actual production numbers to reflect what was performed/produced during one (1) year.

Q4. Does paragraph 6 of Technical Exhibit E only apply to the managers listed in paragraphs 1- 5?

A4. No, it also applies to all Branch/Division Manager positions.

Q5. Can the Government please provide an organizational structure for the Fort Knox DHR offices to be supported?

A5. Provided only to reflect the basic structure not specific manning.

Q6. Does paragraph 6 of Technical Exhibit E mean that the Government expects offerors to propose additional managers beyond what is listed in paragraphs 1-5?

A6. Yes, paragraph 6 applies to all functional area managers along with any specific details listed in paragraphs 1-5

Q7. Would the Government consider a tradeoffs evaluation methodology? LPTA does not enable offerors to propose more efficient and/or effective solutions.

A7. No, the Government does not see any benefit from a tradeoff environment.

Q8. Are any services expected and/or required to be emergency essential or weather essential under this solicitation?

A8. Yes, the Casualty “On-Call” employee mentioned in section 1.5.6 and 5.2.3.1 of the PWS.

Q9. Will the government provide a copy of the Quality Assurance Surveillance Plan (QASP) mentioned in PWS 1.5.2?

A9. No, the QASP is a Government use document.

Q10. How do contractors provide proof of favorable Tier 1 background investigations for employees with proposal submission (PWS 1.6.1)?

A10. Evidence of favorable Tier 1 background investigation is not required with proposal submission. All employees are required to be screened by the Fort Knox Security Office for Tier 1 eligibility prior to on-boarding.

Q11. Will the government provide position descriptions for each functional area?

A11. No

Q12. Are there any requirements for Key Personnel to have any specific Integrated Personnel and Pay System - Army (IPPS-A) experience, training, etc?

A12. See PWS paragraph 1.10.

Q13. Will the government provide a list of measurable tasks to be included in the monthly status report listed in PWS 5.4.4?

A13. Technical Exhibit H added to PWS. Technical Exhibit will continue to be refined based on system and regulatory updates.

Q14. Volume III - Does the government require offerors to submit full cost proposals with unsealed pricing showing how prices contained within Section B of the SF1449 were developed? Or is a completed Section B of the SF1449 sufficient for the government’s use in evaluating offers? Additionally, is the government looking for offerors to provide written cost narratives that detail the elements of the rates and pricing methodologies used in developing offers?

A14. No, completed SF1449 pricing is sufficient.

Q15. Will the Government please review the selected NAICS code (561110) this is an office support based NAICS code and does not appear appropriate for the Human Resources based tasks/subtasks that are being solicited under this acquisition. We would submit that NAICS code 541612 (Human Resources Consulting Services) is more appropriate.

A15. In accordance with U.S. Small Business Administration Office of Hearings and Appeals final decision SBA No. NAICS-6237, NAICS code 561110 remains effective for this requirement.

Q16. Is it required to include letters of commitment for key personnel?

A16. No

Q17. Is it required to include resumes for key personnel?

A17. Yes

Q18. Will contact information for incumbent key personnel be provided prior to the RFP suspense?

A18. No

Q19. What level of facility security clearance is required to bid on this contract?

A19. The contract is Unclassified.

Q20. Will the government provide additional information regarding the historical staffing levels and labor hours over the entire duration of the incumbent contract?

A20. No historical staffing levels will be provided. See Technical Exhibit G for FY22 workload data provided.

Q21. In the instructions, it states that “Sub-Factor 1: Management Plan. Offerors shall provide a management plan to demonstrate an understanding of the requirement and the ability to successfully perform the required services. The offeror shall provide a narrative addressing specifically how the requirement of each and every part of the PWS will be met.” Based on our initial review and outline, it seems 35 pages will be insufficient for addressing each and every part of the PWS. Will the government accept summary explanations from offerors in order to maintain the 35 page limit for Subfactor 1? Or will the government do away with the 35 page limit for Subfactor 1 and allow offers to address “each and every part”? For context, our draft outline for this section is already over 100 pages (not including Subfactors 2 and 3).

A21. The Government will accept summary explanations in the Management Plan provided sufficient detail is provided in the staffing plan to demonstrate vendor understanding of all requirements. Submission will maintain the 35-page limit.

Q22. Regarding the Wage Determination roles, the RFP lists different wages on pages 44-45 from the wages for the corresponding roles in the Wage Determination document on Page 177.

Can the government explain this discrepancy?

A22. Wages listed on pages 44-45 under FAR 52.222-42, Statement of Equivalent Rate for Federal Hires (MAY 2019), are wage and fringe benefit rates the Government would pay if hiring non-supervisory Civil Service employees to perform the required tasks.

Wages listed on the Service Contract Act Wage Determination 2015-4681 starting on page 176 are prevailing wages in the local area and represent minimum wages federal contractors are required to pay non-exempt employees under a given occupation code performing the contract. These minimum wages are subject to application of other Executive Orders establishing minimum wages (E.O. 14026).

Q23. In reference to the paragraph below we have done this similar scope but it has been 3 years and 6 months is there a waiver for this?

“Sub-Factor 3: Experience. In evaluating this sub-factor, the Government will assess the offeror’s relevant contracts and subcontracts – a minimum of two (2) but no more than three

(3) - within the last three years similar in size, scope, and complexity. Projects will be evaluated for relevancy of experience as identified in proposal submission requirements in Addendum to 52.212-1 above. Projects shall be evaluated to determine if relevant experience exists.”

“Factor 2. Past Performance. Contractors’ past performance reports, for any and all contracts within the past three (3) years, from CPARS.gov will be reviewed. Satisfactory or high ratings will receive acceptable rating. Marginal or lower ratings will receive unacceptable rating.

Contractors with no CPARS experience will be rated acceptable” A23. No, there is no waiver for experience. As stated in the paragraph for Factor 2; Contractors with no CPARS evaluations will be rated acceptable for Past Performance.

Q24. 1. Requiring Key Personnel qualifications and letters of commitment requirements is in conflict with FAR 52.222-41 Service Contract Labor Standards and Executive Order 14055 that requires successor contractors under federal government service contracts to offer employment to certain employees of the predecessor contractor whose employment would otherwise be terminated as a result of the predecessor’s loss of the contract. Since this contract would be subject to EO 14055, would the government allow contractors to provide only representative resumes to demonstrate we understand the requirements of the task with the expectation to utilize predecessor contractor staff?

A24. In accordance with FAR 52.222-41(a), “any person employed in a bona fide executive, administrative, or professional capacity” is not considered a service employee.

Q25. Are the key personnel positions considered part of the SCLS and subject to FAR 52.222-41?

A25. In accordance with FAR 52.222-41(a), “any person employed in a bona fide executive, administrative, or professional capacity” is not considered a service employee.

Q26. The Key Personnel qualifications are very specific and unfairly favor the incumbent personnel, restricting fair competition. Would the government consider easing the qualifications to perhaps include this experience with other Federal Agencies or other similar systems to allow for greater competition?

A26. No

Q27. Sub-Factor 2, Staffing unfairly favors the incumbent with their historical knowledge of staffing. Because this opportunity is subject to FAR 52.222-41 Service Contract Labor Standards and EO 14055 requiring right of first refusal to incumbent staff, proposing a different solution would cause displacement of these service employees. Would the government consider providing historical staffing categories, levels and hours to ensure its bid is IAW EO14055?

A27. No

Q28. Technical Exhibit C, Historical Workload Data provides broad hour breakdowns, but a more detailed breakdown would allow for retention of more staff IAW EO14055. Would the government provide a more detailed breakdown?

A28. See Technical Exhibit G for FY22 production numbers provided.

Q29. Can the government provide the number of FTEs on this program?

A29. No, as this is a Non-Personal Services Contract.

Q30. Is this contract combining multiple efforts? If so, who are the incumbents and subsequent contract numbers on those efforts?

A30. This contract does not combine multiple efforts and only includes those services previously provided by Gemini Tech Services under contract W9124D21C0008.

Q31. Are there currently incumbents filling all positions? Can the government provide a list of open positions?

A31. The incumbent contractor currently provides all services outlined in the PWS.

Q32. Is there a phase in period for new contractors? If yes, what is the phase in period?

A32. As per CLIN 0001, Phase in period is currently scheduled for 16 January to 14 February 2024.

Q33. Has there been an increase in tasking from previous contracts?

A33. The current contract includes all services outlined in the PWS.

Q34. Technical Exhibit C (Historical Workload Data) states there are an estimated total of 207,862 manhours over the past twelve (12) months, which indicates a need for 108 FTE (207,862/1920) to 111 FTE (207,862/1864), depending on the exempt/SCA labor mixture.

1. Since the government isn’t providing actual workload and only historical manhours, can the government confirm that any proposed staffing level below these levels will be deemed unacceptable?

2. Technical Exhibit D indicates there are 85 government-provided workstations (54 laptop computers + 24 desktop computers + 5 Rapids Workstations + 2 Rapids deployable workstations). Is the successful offeror expected to provide any additional computers, since the workload data indicates a minimum of 108 FTE are required for this effort?

3. Can the government revise Technical Exhibit C to indicate the minimum level of effort in terms of FTE as opposed to manhours, since workload is not being provided?

4. Can the government provide the current staffing model being provided by the incumbent for each section listed in Technical Exhibit C?

5. Can the government provide the actual manhours instead of estimated manhours provided by the incumbent over the last twelve (12) months?

6. Is the Independent Government Cost Estimate (IGCE) based on 207,862 manhours?

A34 1. See Technical Exhibit G. Workload is now being provided.

A34 2. No additional computers are required from the vendor.

A34 3. Workload is being provided.

A34 4. No staffing models will be provided, just a basic organizational chart.

A34 5. Workload for FY 22 is being provided.

A34 6. No

Q35. Technical Exhibit C indicates roughly 14 FTE are required to perform tasks associated with DEERS Rapids ID Services (26,724 manhours / 1920). Technical Exhibit D indicates there are a maximum of seven (7) RAPIDS Workstations, including the deployable workstations.

1. There appears to be roughly seven (7) FTE or more needed that are not issuing government ID cards. Can the government please explain the discrepancy between the two (2) Technical Exhibits?

2. If the government determines there is a significant discrepancy between the number of FTE needed (manhours) in Technical Exhibit C and what is plausible from Technical Exhibit D, can the government please validate the other manhour requirements in Technical Exhibit C as well?

A35 1. There is additional workload within the RAPIDS section not requiring terminal usage.

A35 2. See Technical Exhibit G. FY22 workload is provided for reference.

Q36. 252.215-7012 REQUIREMENTS FOR SUBMISSION OF PROPOSALS VIA ELECTRONIC MEDIA

(JAN 2018) on page 49 of the solicitation says, “The Offeror shall submit the cost portion of the proposal via the following electronic media: Microsoft Excel Spreadsheet (fully editable).” Can the government confirm that offerors may use their own templates and the government will not be providing a standard template for this requirement?

A36. The Government will not provide a standard template for the cost portion of the proposal.

Q37. PWS 1.20 states, “The Contractor shall have personnel on board, during the 80-hour phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.” Can offerors propose only the Project Manager during the phase-in period?

A37. Yes, however all Phase-in requirements must be satisfactorily completed.

Q38. Technical Exhibit D indicated there are 78 computers issued to the contractor by Fort Knox DHR. Can the government please indicate how many computers are being used in each of the following sections: Casualty Assistance Center, DEERS/RAPIDS ID Services, Soldier Actions & Reassignments, Soldier Readiness & In/Out-Processing, Personnel Automation, Transition Center & Retirement Services, and Contract Management Support Services.

A38. No

Q39. 52.222-42, Statement of Equivalent Rates for Federal Hires only lists three (3) labor categories. Can the government please provide the equivalencies for the rest of the labor categories performing services on this contract?

A39. FAR 52.222-42 only provides non-supervisory Civil Service equivalents for labor categories subject to the Service Contract Labor Standards statute.

Q40. Technical Exhibit D indicates there are two (2) RAPIDS Deployable Workstations. Are these being used during the course of everyday business?

A40. Yes

Q41. How many individuals received services under the existing contract each year?

A41. See Technical Exhibit G. Workload data provided shows the numbers for the customers supported and items produced in FY 22

Q42. Please provide a historical annual summary itemizing CLIN caseload.

A42. See Technical Exhibit G. FY22 workload provided.

Q43. What is the size of the government's AG services team requiring support by the contractor?

A43. The only government personnel are the DHR Director, MPD Chief (COR), and appointed ACORs.

Q44. How many staff person perform services under the existing contract?

A44. This information will not be provided.

Q45. TC is omitted from the Definitions & Acronyms - Part 2. Please define.

A45. TC – Transition Center. See PWS 2.2.

Q46. What supplies and materials are required by the contractor? Please Specify.

A46. Necessary expendable and durable supplies will be purchased utilizing the government purchase card. The contractor will be responsible for providing any necessary contractor specific identification badges.

Q47. Sub-Factor 1: Management Plan: States the following, “Offerors shall provide a management plan to demonstrate an understanding of the requirement and the ability to successfully perform the required services. The offeror shall provide a narrative addressing specifically how the requirement of each and every part of the PWS will be met.”

Question 1: Based on our initial review and outline, it seems 35 pages will be insufficient for addressing each and every part of the PWS. Will the government accept summary explanations from offerors in order to maintain the 35-page limit for Subfactor 1?

Question 2: Will the government do away with the 35-page limit for Subfactor 1 to allow offerors to address “each and every part”?

A47 1. See question 21.

A47 2. See question 21.

Q48. [PWS] 1.20 Phase In /Phase Out Period: States the following, “To minimize decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the 80-hour phase in/ phase out periods.”

Question: Would the Government consider a 30-day Phase In/Phase out period instead of the 80-hour (2-week) transition? This would give the contractor more time to onboard (interviews, hiring, security clearance, CAC) any vacant positions at the time of award, allowing for a more successful contract start and fulfill the requirements of this section.

A48. Period of performance for all CLINs modified to allow for 30-day phase-in period.

Q49. Will the government provide a copy of the Quality Assurance Surveillance Plan (QASP) mentioned in PWS 1.5.2?

A49. See Question 9.

Q50. How do contractors provide proof of favorable Tier 1 background investigations for employees with proposal submission (PWS 1.6.1)?

A50. See Question 10

Q51. Will the government provide position descriptions for each functional area?

A51. No

Q52. Are there any requirements for Key Personnel to have any specific Integrated Personnel and Pay System - Army (IPPS-A) experience, training, etc?

A52. See Question 12

Q53. Will the government provide a list of measurable tasks to be included in the monthly status report listed in PWS 5.4.4?

A53. See question 13.

A54. See Question 14.

Q55. PWS 1.10.1 states Minimum Employee Qualifications: Contract employees at a minimum shall be able to perform a variety of general personnel and clerical tasks in such areas as employee records, benefits, education, training, employment/staffing, compensation, personnel automation, and reassignment processing. Employees may be required to conduct briefings, update manual and automated personnel records, operate Army Human Resource systems of record. At the higher levels, assistants perform limited aspects of personnel professionals’ work such as interviewing candidates, recommending placements, performing compensation or benefit support activities involving contacts throughout the company, and preparing communications to various third-party personnel. When we review the SCA Directory of Occupations the labor category that maps directly to the above PWS requirement is 01260 PERSONNEL ASSISTANT.

The SCA WD states “01260 PERSONNEL ASSISTANT This position performs a variety of general personnel clerical tasks in such areas as employee records, benefits, education, training, employment/staffing, compensation, employee labor relations, and equal employment opportunity/affirmative action. The Personnel Assistant may conduct surveys and update manual and automated personnel records. At the higher levels, assistants perform limited aspects of personnel professionals’ work such as interviewing candidates, recommending placements, performing compensation or benefit support activities involving contacts throughout the company, and preparing communications to various third party benefit vendors. Excluded are workers who primarily compute and process payrolls.”

Does the Government require (based on the PWS language and SCA WD job category language) that ALL bidders propose Personnel Assistant classifications for the staffing solution and NOT General Clerk job categories?

A55. The government is not mandating the specific SCA Labor category, however the government is mandating specific minimum qualifications for all SCA employees.

Q56. Did the Government provide Technical Exhibit C (Historical workload hours) as a guide for bidders to construct their manning solution?

A56. Yes, however it is being supplemented with actual production numbers to provide a more accurate picture.

Q57. Will the government please consider expanding the qualifications and experience of the following Key Personnel to include years and experience to include 5 years of experience and 10 within DoD to provide greater access to qualified personnel. Expansion of these qualifying Key Personnel parameters will provide greater depth within recruiting pools and promote competition.

Elevated User Access Manager (PAS Chief) Transition Center Manager Elevated User Access Manager (PAS Chief.

Retirement Services Officer A57. No

Q58. The RFP reads: "The Offeror shall provide current and relevant supporting documentation IAW the Department of Labor categories and descriptions to validate compliance with minimum DOL regulatory standards."

It is not clear what the Govt is asking bidders to provide. Can the Government provide specific examples of what qualifies as "current and relevant supporting documentation IAW the Department of Labor categories/?

A58. There is no specific submission. Individual Offerors shall exercise discretion on submission of supporting documentation documenting compliance with minimum DOL regulatory standards.

Q59. In reference to the original solicitation, Page 60 , Section 1.10 mentions key personnel. Of these, Functional Area Managers and Elevated User Access Manager are mentioned as key personnel. However, on Page 172, Exhibit E, those two positions are not mentioned at all.

Should they be considered key personnel ? If so, what are the requirements for those positions?

A59. PWS has been updated to correct position titles.

Q60. The terms Project Manager, Program Manager and Contract Manager are used. Are they 3 distinct and separate positions?

A60. They are the same position, the PWS has been updated to reflect the correct terms throughout the document.

Q61. In reference to Page 61, Section F and Page 173, Number 6, both write-ups describe 'Managers'. Are these sections describing Managers as a separate and distinct position to be filled, or are they describing the qualifications of all managers mentioned/ required for the project?

A61. All key personnel in a management position must meet the requirements of Technical Exhibit 6. Including those who are specifically named such as the Transition Center Manger and Customer Relations Manager.

Q62. The solicitation mentions that an alternate program manager must be available to take the place of the program manager when required. Can any of the key personnel positions also act as the alternate program manager, or is this expected to be a separate, full-time position?

A62. All alternates must meet the same qualifications, criteria, and standards Project Manager IAW Technical Exhibit E Para 1.

Q63. The solicitation mentions that CONUS and OCONUS locations may be required for travel -what CONUS and OCONUS locations specifically may be required for travel?

A63. Currently unknown, however there has been no OCONUS travel requirement for the current requirement. CONUS travel has included multiple installations inside CONUS for training attendance.

Q64. Is there an incumbent contractor or contractors for this effort?

a) If so, what is the name of the incumbent?

b) If there is an incumbent, what is the contract number for the incumbent?

c) If there is an incumbent, has the scope of this solicitation changed significantly from that of the incumbent contract?

d) If there is no incumbent contractor(s), then is this work being done today, and if so, who is performing the work today? Government employees?

e) If there is an incumbent, then will there be a transition period for the new contractor?

f) If there is a transition period, then how long will that be and when will the transition start?

g) If there is a transition period, who will be formally responsible for performance during the transition -- the incumbent contractor or the new contractor?

PERFORMANCE WORK STATEMENT (PWS)

United States Army Garrison Fort Knox, Military Personnel Division (MPD), Transition Center (TC), and Retirement Services Office (RSO) Fort Knox, Kentucky

XX January 202X

Part 1

General Information

1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.

1.1 Description of Services/Introduction: This is a non-personal services contract to provide Military Personnel Division services support, Transition Center, Retirement Services Office support for Soldiers, Family Members, DoD Civilians, and Retirees assigned to or supported by Fort Knox.

These services are also provided to all Soldiers assigned to U.S. Army Cadet Command (USACC) and U.S. Army Recruiting Command (USAREC) that are geographically dispersed. Fort Knox will experience a workload surge for Soldier Readiness Processing (SRP) throughout the year and an influx in services during deployment and redeployment to support rear detachment Soldiers and Family members.

1.3 Scope: The Contractor shall provide non-personal services necessary to perform military HR required for MPD, TC, RSO, and Non-PSDR S1 services for Soldiers.

For Soldiers, accurate information impacts their careers, retention, compensation, promotions, and general well-being. For Family members, accuracy of information is critical for next of kin (NOK) notification if a Soldier becomes a casualty. HR providers must understand the dynamic nature of the Army’s Human Resources Information System (HRIS) architecture and the fact that data input at the lowest level has direct impact on decisions being made at the highest level.

Timeliness: Timeliness ensures decision makers have access to relevant HR information and analysis that supports current and future operations. It also supports a near real-time common operational picture across all echelons of HR support.

Responsiveness: Responsiveness is providing the right support to the right place at the right time. It is the ability to meet ever-changing requirements on short notice and to apply HR support to meet changing circumstances during current and future operations. It involves identifying, accumulating, and maintaining sufficient resources, capabilities, and relevant information to enable commanders to make rapid decisions.

Integration: Maximize effectiveness by joining all elements of HR support (tasks, functions, systems, processes, and organizations) with operations ensuring unity of purpose and effort to accomplish the mission. Innovation and technology play a tremendous role in these objectives since only throughout innovation HR professional can keep remain relevant and provide the most effective ways for mission accomplishment.
