Government Response: Yes, Military and/or Government service will suffice.
23. Would the government clarify the differentiating rational between the "Shall" and "Criteria" statements made within PWS section 1.6.8.2 and 1.6.8.2.1? Are the criteria listed under 1.6.8.2.1 requirements? If so, must each candidate meet 100% of these requirements or is it acceptable to have a balanced team that meets these requirements? Are the criteria listed under 1.6.8.2.1 quantifiable criteria that will be used to measure instructor/writer's areas of expertise?
Government Response: Yes, the criteria and the requirements are one in the same and all contract personnel shall meet 100% of the requirements/criteria at contract start date. Yes, the criteria listed under 1.6.8.2.1 is quantifiable criteria and will be used to measure instructor/writer's areas of expertise. PWS 1.6.8.2 and 1.6.8.2.1
24. Is it the government's intention that all personnel be in-place by contract start date? If so, would the government be willing to waive this requirement, so long as performance is being achieved IAW PWS requirements? Requested as, within the professional Cyber Tool development community, in which most hires will come from Virginia and Texas vice locally, employees will need time to move from out of state. Based on historical award timelines/analysis, if the contract award is announced on 28 August and the start date is 31 August, it is unprofessional /unacceptable to have potential employees provide their current employer a 10 business day notice until post-award. Under previous contracts the government had an expectation that employees would be present on day 1, when the contract was awarded two-three days earlier.
Government Response: The requirement is for TS/SCI at the contract start date, however, Government will consider someone with a “SECRET” clearance at start of contract as long as they are eligible for TS with SCI eligibility and the Contractor pays for it and handled all paperwork associated with it.
25. Would the government clarify which certifications would be turned into the COR at the start of employment, as none are specified within sections 1.6.8.2?
Government Response: Government requires all personnel performing on this contract to turn in training certification located at 1.6.7.3; 1.6.7.4, 1.6.7.5; 1.6.7.6; 1.67.7; 1.6.7.8.
26. Will the government provide an example of a scenario or a list of when it would be, "deemed necessary" to determine technical capability of a contractor? If deemed "unacceptable" what are the government's next logical steps to ensure quality instructors?
Government Response: All instructor/writer personnel will be evaluated as part of the TRADOC Instructor Certification requirement. Personnel performing on this contractor who lacks the technical expertise to perform tasks as stated in PWS will be identified in writing by the COR.
27. Are sections 1.6.4 through 5.8 a listing of the requirements to be met by every individual employee must be w/exception of the PM?
Government Response: All requirements must be met by all personnel working on this contract.
28. Will the government clarify whether the proposal volumes include 11 or 12 pitch type font?
Government Response: 11 pitch per instructions in Addendum 52.212-1
29. Will the government waive the requirement for personnel names, certificates, security clearances and qualifications, as this is new work and new employees will not be hired until the date of award?
Government Response: The requirement is for TS/SCI at the contract start date, however, Government will consider someone with a “SECRET” clearance at start of contract as long as they are eligible for TS with SCI eligibility and the Contractor pays for it and handled all paperwork associated with it.
30. Request the government explain the rationale to use a Lowest Price Technically Acceptable criteria IAW FAR 15.101-2, when IAW Section 813 of the 2017, 2018, and 2019 National Defense Authorization Act (NDAA) requires a change to the Defense Federal Acquisition Regulation Supplement to state that LPTA source selection criteria be used only in situations in which the following six factors are satisfied:
1) DoD is able to comprehensively and clearly describe the minimum requirements expressed in terms of performance objectives, measures, and standards that will be used to determine acceptability of offers; As these courses have not been accepted by TRADOC and will be potentially written by the contract employees, is would be challenging for the SSA to determine performance objectives, measures and standards to determine acceptability.
DoD would realize no, or minimal, value from a contract proposal exceeding the minimum technical or performance requirements set forth in the request for proposal; As the 170D and 17D courses would be written at the college undergraduate and post-graduate level, it is clear that the government would realize a significant loss in value from a contract proposal that exceeds the minimum technical or performance requirements set forth in the request for proposal. Until TRADOC and other entities validate the curriculum, the work described within the PWS would be concentrated around significant development work versus facilitation.
2) The proposed technical approaches will require no, or minimal, subjective judgment by the source selection authority (SSA) as to the desirability of one offeror’s proposal versus a competing proposal; As the requested services are highly technical in nature, and the first of its kind, the government would realize a significant loss in value misunderstanding a contract proposal that exceeds the minimum technical or performance requirements set forth in the request for proposal; as the work described contains significant development work and no set POI is available.
3) The SSA has a high degree of confidence that a review of technical proposals of offerors other than the lowest bidder would not result in the identification of factors that could provide value or benefit to the DoD; history has shown that a review of technical proposals of offerors other than the lowest bidder would likely result in the identification of factors will provide significant value or benefit to the DoD to include: familiarity with utilization of the Adult Learning Model, reach-back capability to develop Interactive Learning Material, and other items necessary to accurately reflect full lifecycle costs, including operations and support.
4) The contracting officer has included a justification for the use LPTA evaluation methodology in the contract file; and
5) DOD has determined that the lowest price reflects full lifecycle costs, including for operations and support. If it is the government's intention that the courses identified within the PWS are to be taught primarily via hands-on methodology, the PWS does not accurately reflect those costs or proficiencies necessary to complete the contract.
6) Additionally, to the maximum extent practicable, the use of LPTA source selection criteria shall be avoided in the case of a procurement that is predominately for the acquisition of— “information technology services, cybersecurity services, systems engineering and technical assistance services, advanced electronic testing, audit or audit readiness services, or other knowledge-based professional services;’
Government Response: The Government has deemed LPTA as the appropriate best value continuum for this requirement based on regulatory guidance and expects to achieve the best value from selecting a proposal that is technically acceptable and offers the lowest evaluated price.
31. Request the government list specific courses to be developed on in addition to the courses specified within PWS sections 1.4 along with projected hours of development work to be completed.
Government Response: Per sections 1.4 in the PWS, in times of manpower shortage, instructors may be asked to support other courses, such as, but not limited to, 1-2 week python scripting in 17A BOLC or 17C AIT, at the discretion of the government.
32. Request the government list course durations, topic rigor levels and general topics to be taught, to support facilitator levels of knowledge necessary to support the contract.
Government Response: 17D BOLC is 47 weeks long, but is modular; the technical portion is 37 weeks. 17D CCC technical portion is approximately 10 weeks. As an example of rigor, per the PWS in 1.6.8.2.1, instructors “must be able to take an RFC for any protocol and creating a compliant implementation from scratch in C or Python.” Comparable rigor will be required of instructors to instruct/write/grade POI and activities for students. Instructors will need to have experience in all assembly languages listed, and experience in at least one language such that they could write a buffer overflow without modern CPU protections such as ASLR and NX. Likewise, instructors will be expected to understand, instruct, perform, and grade simple ROP exploits in exercises designed and developed by the 17D BOLC course manager. (See 1.6.8.2.1, “Possess 3 years’ experience in writing x86, ARM, MIPS, or PPC assembly. “and 5.4: “Exploitation techniques and practices”)
33. Request whether the government intends for a sponsor college to provide credit for the courses identified within the PWS. If so, are there specific guidelines outside of the PWS that must be met to maintain certification?
Government Response: No, this course will be accessed by ACE once completed.
34. Request the government cite the reference that expounds upon the 3:1 time ratio "industry standard" for Training Development; so we may better understand how to best serve the customer. It is Higher Echelon's experience that Training Development for Cyber School related courses are handled via another contract. Is it the government's intention to double-up the work with contract: Cyber Center of Excellence, Training Development Support (W91249-18-C-0018)?
Government Response: Instructor/Writers provide subject matter expertise on technical concepts to support training developers. In this context, Instructor/Writers will write/manage/maintain material in GitLab and GitLab CI pipelines will build websites that Training Developers can use to reference to build their lesson plans.
35. What is the expected lead time between date of award and contract start date?
Government Response: 5-7 days
36. Our understanding is that the Contractor is supposed to provide performance based curriculum, rather than proficiency based curriculum. Is this correct? If so, what is the Government's passing standard? …e.g. 80% of all assigned performance tasks? Does the Government have an acceptable attrition rate associated to each course?
Government Response: Yes, students pass rate is 70%. There is no attrition data; courses are new.
37. RE Technical Exhibit #2, on which deliverables and at what point will the Government provide feedback? What level of feedback will the Government provide? What will the turnaround time be from the Government to the Contractor to receive the feedback? What is the expected return from the Contractor to the Government on said feedback?
Government Response: Provide Lesson Plans / Training Materials and Updates. The Contractor shall provide a deliverable schedule which will break down the dates of training material. The Training Development Team and/or Subject Matter Expert will give thorough and immediate feedback upon reviewing the deliverables. Timeframe may vary depending upon amount of training materials submitted on designated delivery dates.
38. To what granularity does the Government intend to allow for creation of curricula components (this is different than Training Development, as defined per TRADOC 350-70 series)? How much flexibility of control does the Government intend to give the Contractor, TPOC and/or Government Program managers?
Government Response: There will not be any flexibility and all training material developed shall be IAW TRADOC 350-70.
39. How often does the Government anticipate updating or modifying content? When making changes, what documentation will be provided to the Contractor describing the changes necessary? What timeline will be provided for the Contractor to update the materials, assuming the update may cross industry lines of performance...i.e. Curriculum Development to IMI development.
Government Response: The Government will update and modify content when deemed necessary. Various methods used by the Training Development Team and SME may be used to document changes e.g. email, edits of the actual lesson plans, training materials. Contractor should have updated material submitted by the next deliverables date or within a timeframe worked out with the Training Development Team, SME and COR.
40. It there a specific tool suite or software suite to be utilized by the contractor to facilitate training? If not, would the contractor be able to research a solution that best meets the government's intent, for presentation to the Government for the purposes of a follow-on contract?
Government Response: 17D BOLC, 17D CCC, and 170D WOAC will use the school’s Virtual Training Area for its virtualized labs and environments. Likewise, all curriculum will be tracked, managed, and maintained in GitLab in accordance with the Government’s business practices within the Cyber School. Students will use the School’s deployment of GitLab, GitLab Pages, and the Virtual Training Area for all course requirements.
41. As per the PWS, specific learning objectives, as well as the scope and sequence, are not mentioned for any of the three classes noted. Is the Contractor correct to assume these will be provided upon award? Or does the Government expect the Contractor to develop the specific learning objectives, and scope and sequence? If the scope and sequence is provided by the government, is this a general scope and sequence, or a skills specific scope?
Government Response: Yes, upon contract award, specific learning objectives, as well as the scope and sequence will be provided for the 17D BOLC Course, 17D Captains Career Course and the 170D Warrant Officer Advanced Course.
42. As per the PWS, the terms "Evaluation" and "Assessment" are both used. Can the Government please provide the intended definition for Assessment? Can the Government provide the intended definition for Evaluation?
Government Response: The Government intended definition for assessments is providing feedback on performance and areas of improvement. The Government intended definition for evaluation is to determine which objectives are achieved, based on the level of quality as per set standard.
43. Can the Government provide a total, per class, of Assessments and Evaluations to be created? Weekly? Monthly? Summitive?
Government Response: The maximum class size is 20 students, six classes are tentatively scheduled. Assessments and evaluations are being developed, however, anticipate during the 47 week course, students will be assessed and or evaluated 6-12 times on course subjects.
44. Re PWS 1.6.13 Data Rights: Does the Contractor need to get copyright clearance for materials used in the curriculum? Re Subfactor 1B: "The Offeror shall provide letters of intent (signed within 60 days of proposal submission) and resumes for key personnel.” Does the Government want resume submission for all proposed personnel positions? Can any one individual serve as an Instructor Writer and Key Personnel role?
Government Response: No, Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.
45. Will Government operational SME's be available for curriculum content? If so, how many Cyber School/ARCYBER SMEs and what percentage of time will they be available for curriculum development.
Government Response: Yes, there will be at least two (2) Cyber School SMEs available for curriculum content varying from 75-80% of the time.
46. Per PWS 1.6.8-5.8: The list of Instructor Writer requirements are particularly challenging to meet as the list incorporates a varied skillset not typically found within any one person or industry. As this is a performance-based contract, would the Government accept an Instructor Writer cadre, whom have a cumulative proficiency in all required areas?
Government Response: Yes, as long as the requirements in 1.6.8.2 are met. Refer to government’s response to Question 1 regarding security requirements.
47. Is it the intent of the Government that the classroom instruction be delivered as a blended solution to include computer-based training solutions incorporated into the instructor-led classroom environment? If true, is the government willing to accept additional costs associated with IMI development as part of the proposal?
Government Response: No
48. Will the Government provide additional information related to Government acceptance procedures of POIs, exercises, Lessons Plans, IMI and other curricula-related products?
Government Response: Yes
49. Army Cyber (ARCYBER) and the Cyber Center of Excellence are the proponents for Cyber Tool Development for the U.S. Army. Will ARCYBER/CCoE be supporting the Cyber School's curriculum development project? Will ARCYBER provide the winning contractor with ARCYBER/CCoE guidance for Tool Development templates and assessment guidelines?
Government Response: Yes
50. Will the government provide a timeframe for when all development work must be completed and convenes begin? Depending on the scope or development necessary, would the Government be willing to extend the contract or accept additional personnel necessary for three simultaneous projects?
Government Response: Yes a timeline will be developed. We are not anticipating the ability to add additional personnel to this contract. This contract is a base of 12-months and three (3) one-year options.
51. Is it the Government's intention to provide all courses and convenes via Distance Learning and in-resident? If so, is there a location requirement for the contractor, or can the assembled staff be located anywhere?
Government Response: This course is scheduled as resident training. Due to health and safety issue, this course may be changed to Distance learning.
52. The key personnel listed in the PWS does not include any IT or IMI distance learning personnel? Was this an oversight given the Government's requirement for hands-on training requirement? Given the nature of LPTA acquisitions, would the Government consider adding these LCATS?
Government Response: No this is not an oversight, this requirement does not require IT or IMI distance learning personnel. As an exception, and on case by case basis, personnel serving on this contract may be approved to work remotely during the COVID-19 pandemic. This is a resident course and the Cyber School is continuing with in-person learning.
53. Per PWS Section 1.6.1 Quality Control: As no graphic design, Instructional Design or Instructional Media Interactive (IMI) expertise is noted within the PWS, and 75% of the course-time is described as hands-on, what outside IMI and computer based instruction services must be approved by the government and purchased by the contractor?
Government Response: Contract personnel must have access to Fort Gordon classrooms to instruct from the Cyber School Training Network.
