(Sol No.W9124718R0012)
Question Number Solicitation Reference Submitted Question Government Response
1 N/A Can you please tell me if this is a new requirement? If not, who is the incumbent, and what is the contract number?
This is a follow-on to a
Pilot Program.
However, the scope of the requirement was increased to 30 different
Battalions. Reef Systems is the Incumbent
Contractor; W91247-17-
C-0061.
2 N/A When does the Government plan to release and award this contract?
Final solicitation released 9 August 2018;
Proposal submission date 17 August 2018; &
Award NLT 5
September 2018.
3 Section I, Clauses;
Solicitation pages 46 and 47
Does the Army intend to compete this requirement between qualified 8a firms, direct award under the 8a program, or limit competition to 8(a) firms with approved business plan is on the file and serviced by The SBA North
Carolina District Office, Charlotte, NC?
The acquisition is set-aside for all qualified
8(a) Small Business
Vendors and will be solicited on a competitive basis. The
8(a) firm does not have to be serviced by SBA
NC District Office. The
KO will confirm that the correct 8(a) DFARS clauses are included in the Solicitation and correct via an
Amendment, if needed.
4 Section M With this program being a follow-up of a successful Pilot program and the services to be provided are very specific to scope. We highly recommend that the government incorporate in the RFP a requirement for Past
Performance with a relevancy and recency requirement.
Past performance will not be included as an evaluation factor under
Section M, Basis for
Award and Evaluation
Factors. The
Contracting Officer will assess an Offeror’s past performance via
Government data bases or other means IAW
FAR 9.1 – Responsible
Prospective Contractors.

(Sol No.W9124718R0012) Personnel as PM, APM, Lead
SCS at each battalion.
In Tab A: Subfactor 1 paragraph 1. (b) it requires submittal of Key Personnel qualifications with the response to RFP. Given that there is approximate 10 day period to respond to the RFP and the
Key Personnel would equate to
XX (number omitted) personnel, would the
Government consider changing this requirement for the RFP response to be only the
Program Manager (PM) and the Alternate Program Manager
(APM)?
Key Personnel listed at
PWS paragraph 1.23.7
(and subparagraphs) include Program
Manager, Alternate
Program Manager and
Lead Strength and
Conditioning Coaches
(SCC).
The Offeror shall submit their proposal IAW
Section L.
6 Section L Based on the current requirement we will need to submit around XX (number omitted) resumes. We are asking for a modification to submit only Project Manager &
Alternate Project Manager resumes.
Resumes are not required for Key
Personnel and should
NOT be submitted. The offeror shall submit a narrative description (or table format) that provides the Key
Personnel qualifications
IAW the requirements of the PWS. At a minimum, the Offeror shall address the sub-paragraphs at Evaluation
Factor 1, Tab A, paragraph b for the positions that are designated as key personnel.
