STATEMENT OF WORK

DECC Ogden Bldg 891 Electrical Upgrade

Hill AFB, UT

1. OBJECTIVE

In support of the Defense Information Systems Agency (DISA) mission, Defense Enterprise Computing Center (DECC) Ogden requires an upgrade to the electrical distribution system.

DISA Enterprise Standards divide electrical distribution into two major categories; critical and essential electrical distribution. Critical distribution serves mission loads on the raised floor.

Essential distribution serves Heating, Ventilation and Air Conditioning (HVAC) and house loads.

Both categories require redundant power sources consistent with DISA DECC architectures conforming to a Tier III datacenter configuration. This project will provide the second, required essential power source, ensuring continuity of operations at DECC Ogden.

This Statement of Work (SOW) outlines the design-build requirements for the necessary electrical system upgrades to DECC Ogden Building 891 on Hill Air Force Base, Utah. This SOW directs a design-build contract be established to cover all necessary analysis, design, coordination, permitting, field verifications, installation and commissioning activities to achieve that objective.

The implementing agency for this effort is the US Army Corps of Engineers (UASCE) who is responsible for contract administration, quality assurance and project management. The DISA component responsible for ensuring the customer’s needs are met is DISA Facilities Engineering, MPE-2. The outcome of this design/build project will provide DISA with a complete design installation package (design, timelines, SOW, specifications, technical studies, design calculations, drawings, permits and approvals).

Contractor shall refer to Section 01 10 10 of the project Specifications for more details regarding administrative and technical requirements.

2. SCOPE OF WORK

Refer to the RFP Concept document entitled “Project Scope Diagram”. This project shall establish a new, redundant, essential electrical distribution system (D Bus) to Bldg. 891 at Hill AFB, new distribution equipment, and migrating circuits from the existing C Bus to the new D Bus distribution. Contractor shall also replace the old essential C Bus electrical distribution system and providing new feeds to equipment. Contractor shall design and install the necessary equipment, infrastructure, and accomplish the minor construction as defined in this Statement of Work (SOW), including all referenced documents. All work shall be accomplished in such a manner as to keep facility systems operational 100% of the time. Sequence the work so that the existing systems remain operational while the new systems are installed and operational. There will be cases requiring de-energization of portions of the electrical systems. In these cases, prior approval must be requested and granted per the RFP documents. All equipment shall be installed in accordance with the requirements in this RFP and the approved design. The contractor shall provide equipment inventory updates in accordance with the RFP. The contractor shall label all new Systems, Equipment, and Components (SEC) installed under this contract in accordance with the RFP. The contractor shall insure proper phasing of installed equipment is consistent with the facility architecture. Additionally, phase rotation shall be clockwise. In the case where documents may conflict specifying the requirements of this contract, the order of precedence shall be the RFP, DISA standards, the Unified Facilities Criteria, the Unified Facilities Guide Specifications, and then industry standards. The authority having jurisdiction on this project is DISA Facilities Engineering who shall interpret the standards and guidelines applicable to this contract. In the event of conflicting requirements in the contract documents, the more stringent shall apply.

Contractor shall be responsible for the professional quality, technical accuracy and coordination of all designs, drawings, specifications and other documents or publications upon which construction is based. The design of architectural, mechanical, electrical, civil, and other engineering features of the work shall be accomplished, reviewed, approved and sealed by engineers and architects who are licensed professionals with a minimum of six years experience to practice in their respective professional field in a state or possession of the United States.

Design and construction of this project shall conform to the Hill Air Force Base Facility Design Standard and the requirements contained in this solicitation. Features differing from the Hill Air Force Base Facility Design Standard and the requirements in this RFP may be allowed if said changes otherwise provide the same level of function, quality and performance established in Solicitation. Changes shall be submitted to the Government for review and approval. The Government will be the sole authority in determining if changes are acceptable.

Contractor is responsible and liable for the complete design and shall not assume that the provided design criteria and drawings in this solicitation will alleviate him from performing any additional design as required to produce a complete set of construction documents. The following provisions shall be maintained in the Contractor’s design:

Contractor’s design shall provide the functional arrangement of rooms and electrical equipment as shown in the RFP Concept Drawings with location of new 3000 amp ATS and routing of feeders to be determined after careful field verification of existing conditions.

Contractor’s design shall be limited to the general extents of the Project areas represented in the RFP Concept Drawings to include areas requiring new electrical feeders to/from new electrical equipment, new feeders to existing electrical loads as indicated in One Line Concept Diagrams, or involvement of any supporting systems such as Building Automation System (BAS).

The Government’s conceptual design provided in the RFP documents illustrates intent and functional relationships and does not indicate all necessary construction requirements or components such as location of exterior electrical equipment (new 3000 amp Automatic Transfer Switch) and routing of electrical feeders between electrical equipment and to electrical loads. The written RFP describes associated technical, performance and systems requirements. The Contractor is responsible for the complete Project design, shall retain all responsibilities, and be recognized as the Designer of Record.
