CHANNEL TO NEWPORT NEWS AND NORFOLK
HARBOR INNER CHANNEL DEEPENING
GEOTECHNICAL CONSIDERATIONS
SUMMARY OF AVAILABLE SUBSURFACE DATA
CHANNEL TO NEWPORT NEWS
In general, sandy material is between stations 86+00 and 324+00. Higher sand concentrations are located between stations 150+00 and 250+00.
SUMMARY OF AVAILABLE SUBSURFACE DATA
NORFOLK HARBOR INNER CHANNELS
Norfolk Harbor and Channels Navigation Improvement Project General Reevaluation Report (2018)
• Summarized and evaluated geotechnical information for the entire Norfolk Harbor Improvements project.
• Subsurface data obtained between 1981 and 2009
• Exploration methods: Vibracores, Gravity cores, Grab samples, Boreholes, and
Cone Penetration Test (CPT) probes.
• Material encountered in Norfolk Harbor Inner Channels: fat clays (CH) and elastic silts (MH) with isolated pockets of sands and silty sands.
PROJECT CONSTRAINTS
UTILITIES
36-inch Water Main Mitigation Measures
• A technical report titled “Norfolk Harbor and
Channels Deepening PED City of Norfolk Water Line Verification” by Moffat & Nichol
• No spud, No anchor zone
• Max allowable dredging depth is -57 feet
MLLW
• Communication and monitoring plan for dredging over the designated “No spud, No anchor” area. This plan shall be developed in close coordination with USACE, VPA and the City of Norfolk.
• Emergency Response Plan Submittal
36-inch Water Main (continued)
Virginia Natural Gas Pipeline Crossing
• Within the vicinity of Channel to Newport
News, top of pipeline elevation for the 24-inch pipeline is a minimum -83 feet MLLW.
• Several stitch points exist throughout the pipeline with a minimum of 10 feet of cover.
• Contractor to verify with Virginia Natural Gas exact locations.
Craney Island
• Intent is to capture sandy material in a confined location for immediate use through separate earthwork contract.
• General location for placement of dredged material from CNN.
• Fine grain material may be directed for placement outside of this confined area (likely North cell).
• Maximum daily production rate in a 24-hour period per cell is 22,500 cubic yards.
Craney Island
• Confined placement cell shall be constructed prior to CNN dredging operations commencing.
• Confined placement cell may be constructed by Dredging Contractor or through separate contract (TBD).
• Earthwork Contractor will be working in previously filled sub-cells concurrent with ongoing dredging operations.
• For CNN, dredged material placement will occur from east to west. Once a sub-cell is filled, a training dike will be created to prevent backwash of outfall pipe dredged material slurry.
Miscellaneous Constraints
• Mechanical Dredging
• Only allowed for CLEAN UP activities
• Material Placement in Craney Island Rehandling Basin (CIRB)
• Input limited to 150,000 CY for entire project
• Contractor is responsible for tolls at $5.43 per CY
• Cell Rotation Requirements at CIDMMA
• Not to exceed 22,500 CY of placed material in a 24-hour period per cell
• Government’s intent to limit the use of facility to one cell at a time
• NAVY Silencing Range (Norfolk Harbor Entrance Reach)
• Sta. 419+00 to 423+00
• Not included in the contract, no dredging
ENVIRONMENTAL CONSIDERATIONS
WATER QUALITY MONITORING
• Comply with requirements for Section 404 of the
Clean Water Act for discharges associated with confined disposal facilities.
• Manage spillboxes to ensure adequate ponding depth for effective sedimentation & to maximize use of the available effective weir length ensuring that only the clarified supernatant flows over the weir crest.
• The Contractor must maintain a daily average TSS concentration of less than 500 mg/l. The "less than" 500 mg/l TSS concentration is a threshold limit and is not a TSS target or goal.
WATER QUALITY MONITORING
• Environmental Testing and Upland Effluent
• TSS samples
• collected every 12 hours at the weird crest of each operating spillbox
• Hach 850/DR Colorimeter model #48450-00, program 94
"Suspended Solids", or approved equal
• 1000 ml wide mouth polyethylene bottle (Nalgene 2104-
0032 or equal)
• Logged digitally in Water Quality Database
• Visual inspection for clarified water required every 4 hours at each operating spillbox
• Spillboxes shall be maintained and weir boards adjusted so that only clarified water is released
PROTECTED SPECIES
• Native habitat for eagles, hawks, egrets, herons, pelicans, terns, plovers, dolphins, manatees, whales, sturgeon, & other wildlife protected by federal law or species of special concern for Virginia agencies
• Nesting birds may cause delays if found in placement/work area
• May 15 – August 30: Least Tern and Black Necked Stilt nesting season
• January – May: 1st Bald Eagle Nest in 2020
• The Contractor shall monitor the pond area in the active containment cell to ensure pond backwaters do not flood nesting areas
ENDANGERED SPECIES MONITORING
• Endangered Species Training provided by USACE
• Designate a look out to monitor visible action area from dredge plant:
• Look for parts/pieces of Atlantic sturgeon entrained in the cutterhead, floating around the dredge or collected in the inflow inside the upland placement area
• Document observations & notify COR ASAP
• Follow “Sturgeon Incidental Take Procedures”
• Fin clips
• Measurements, photos, specimen preservation
ENVIRONMENTAL PROTECTION PLAN (E.P.P.)
• Contractor must submit E.P.P. that includes:
• Spill Control Plan
• Hazardous Waste Controls
• Non-Hazardous Solid Waste
Disposal Plan
• Recycling & Solid Waste Disposal
Plan
• Contaminant Prevention Plan
• Historical, Archaeological, Cultural, Biological, & Wetland Resources Plan
CONTRACTING REQUIREMENTS
ACQUISITION STRATEGY
• Dredging contract will most likely be full and open Sealed Bid.
• Sources Sought issued in October 2021.
• Magnitude $25 - $100 M anticipated.
• C type contract will be awarded.
• Contract will be advertised as early as Spring 2021 following:
• Federal funding decision
• Execution of a Project Partnership Agreement between the
Department of the Army and Virginia Port Authority to start the Federal Construction Phase of the Project.
