BIDDER INQUIRIES
BIDDER INQUIRIES & ANSWERS SUBMITTED VIA ProjNet
Bidder Inquiry 6803329: Paragraph 1.4.6-Work Area Access- Are there any known private reefs or grounds leases/owners adjacent to or in the immediate vicinity of the project
GOVERNMENT RESPONSE
There are private ground leases/owners in the vicinity. The known reef locations have been added to the plan drawings, but the contractor is advised to contact VMRC for the latest info.
Bidder Inquiry 6803338: Measurement and Payment-Stone material will not be delivered by truck but by barge. We assume that standard barge displacement / tonnage calculations on a Bill of Lading from the quarry is satisfactory
GOVERNMENT RESPONSE
Yes, standard barge displacement / tonnage calculations on a Bill of Lading form the quarry is acceptable.
Bidder Inquiry 6803347: Paragraph 3.1.3-Protection - If damage to constructed areas is not the fault of the contractor (storm damage for example) will contractor be compensated for repair?
We do not know the answer to this.
GOVERNMENT RESPONSE
We have revised this language. The Government's intention with this language is that the contractor be responsible for damage to constructed habitat resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work.
Bidder Inquiry 6803354 General Drawing HH-104: Note 6 states that stone thickness is to be greater than 12" but not to exceed 18". The cubic yard calculations in the Table for Stone Quantity is based on 1 foot thickness. Is the constructed stone thickness to be a uniform 1 foot thick subject to the vertical tolerances noted in the specifications?
GOVERNMENT RESPONSE
Yes. Class A1 is 12 to 18 inches in diameter. However stone size may be slightly larger or smaller (in inches). There will be one layer of stone.
Bidder Inquiry 6803359 General Sheets HH-202 & 203: These drawings do not correspond to the noted scale on the sheet
HH-202 will be revised to remove the scale. The scale on HH-203 is correct.
Bidder Inquiry 6803411 General Drawing Sheet HH-204: The Construction Detail indicates vertical walls on the constructed reef segments. There will be some sloping of the material as it is placed making the bottom width wider than the top. Is the reef to be constructed with a maximum width of 30' on the bottom or 30' on the top & a little wider on the bottom.
Class A1 is 12 to 18 inches in diameter. There will be one layer of stone.
Bidder Inquiry 6803437 General N/A: Based on information provided, the TIME OF YEAR restriction for construction is June 15 thru February 15 each year. It is also noted that the annual oyster spat set further restricts construction by stating no construction later than September 30 each year. Does the oyster spat set restriction apply for this project?
GOVERNMENT RESPONSE
There are no longer any biological time of year restrictions on this project for the protection of endangered species. They were removed through coordination with the Virginia Department of Environmental Quality and the Virginia Department of Game and Inland Fisheries after completion of the Biological Assessment. The Biological Assessment in the specs has been updated to remove these references and a memorandum supporting the removal of all time of year restrictions has been added to the specs. However, the terms of this solicitation require that all work be completed by 31 July 2017.
Bidder Inquiry 6803471 Other 5, 6 and 11 Solicitation Page 5 - CLIN 0004 stone quantity placement quantity is noted as 22,500 but should be 20,000 Page 6 CLIN 0006 & 0007 - The items which are excluded from the cost of these CLIN are misstated Page 11, Paragraph 3 - Notes contract duration of 120 days. Will time be added if options are awarded?
GOVERNMENT RESPONSE
CLIN 0004 will be revised to 20,500.
CLIN 0006 will be revised to “exclusive of items 0001 thru 0005 and 0007 thru 0010.”
CLIN 0007 will be revised to “exclusive of items 0001 thru 0006 and 0008 thru 0010.”
The contract duration of 120 days includes the base and any/all options that are awarded.
Bidder Inquiry 6814161 Survey 01 14 00: Spec Section 01 14 00, paragraph 1.5.5 states, "At least one (1) check survey as specified below shall be made for every 100 feet of stone placed.
Approval of stone placement based upon check surveys shall not constitute final acceptance of the work." Question: What will constitute final acceptance of the work and what frequency of interim surveys will be accepted to constitute final acceptance (in that particular area of the interim survey)?
GOVERNMENT RESPONSE
Although we do not anticipate acceptance of the work until the project in its entirety is successfully constructed, this is a question that can be discussed between the awarded contractor and the government.
Bidder Inquiry 6815071 Other HH-104 note Section 35 20 10:
Page 10 of the Project Description states "The material shall be placed using a hydraulic excavator...
Drawing HH-104 Note 7 states "... with an excavator or clam-shell bucket..."
Section 35 20 10 Reef Habitat Construction Section 2.1 Plant Does not specify a hydraulic excavator.
Is placement limited to a hydraulic excavator is clam-shell bucket placement by crane barge an acceptable plant?
Placement by either hydraulic excavator, clam-shell bucket or orange peel is acceptable.
