SPECIFICATION CHANGES
The specification is being replaced with an amended version that reflects all amendments and revisions. In the amended version, the specification has been changed as follows:
1. SECTION 01 14 00, Paragraph 1.5.5 Check Surveys, REWORD last sentence to read “At least one(1) check survey as specified below shall be made for every 2 rows of stone placed”. Paragraph is now 1.5.6, in latest version of specifications.
2. SECTION 01 14 00, ADDED Paragraph 1.5.3 titled “Order of Work”. Wording is “The Contractor shall perform all required construction operations, as shown on the drawings, commencing from the North side to the South side of the proposed reef.”
3. SECTION 35 20 05, Paragraph 2.2.1 Evaluation Testing of Stone, third paragraph titled Unit Weight and Absorption, DELETE the first paragraph and REPLACE with “VDOT Class A1 stone shall be used for this project. Refer to the Bidding Schedule for quantities”.
4. SECTION 01 22 00 – Section revised. Combined CLINS 2 and 3 (Purchase/Load/Transport), combine CLINS 5 and 6, combine CLINS 8 and 9. DELETED wording in regards to 0.1 ton and REPLACED with whole ton.

BIDDER INQUIRIES & ANSWERS SUBMITTED VIA ProjNet 6828587 - When do you intend to post answers to the questions?
The responses to all inquiries will be posted in Projnet and a solicitation amendment this week. Upon posting the amendment, Projnet will be reopened for inquiries until 2pm Monday, February 27, 2017.
Responses to any additional inquiries received will be posted in Projnet and FedBizOps by close of business Thursday March 2, 2017. The bid opening is extended to Wednesday, March 8, 2017.
6834648 – Page 5 of the above referenced Spec. Section - Unit Weight and Absorption- states that the Stone shall weigh more than 155 pounds per cubic foot. Page HH-104 of the drawings the Reef #2 Stone Quantities schedule, the cubic yardage to tons ratio is 1.82 tons per cubic yard. This would make the weight of a cubic foot of stone 134.81lbs per cu ft. Even though the stone weight of 155lbs is still too light compared to the actual stone being supplied, the ratio of Cubic Yards to Tons using 155lbs/cu ft. would make the tonnage quantity 33,689 ton required for the entire project. Based on the design of area for all of reef #2, the quantity estimated will not cover the intended design area. Also, if the stone placed is cross sectioned for final payment, the in place cubic yardage will not equal the actual tonnage placed, because the factor of tons per cubic yard being used by the Corps is much to light.
1- There is a discrepancy between the spec's minimum weight required per cubic foot and the factor used in the drawings and on the bid sheet. Will the Corps adjust the quantity of stone required, based on the actual specific gravity of the stone provided?
2- How does the Corps intend to make the actual weight per cubic foot of stone provided and the weight per cubic yard cross sectioned in place equal. If we are providing stone that weighs 2.23 ton per cu yd.
and the corps uses 1.80 ton per cu yd. for determining in place quantity and final payment, the contractor would have to include the difference in his bid. Wouldn't this become a matter of anyone's guess as to what the corps requires? The bid contest should be one of means and methods, not guessing what weight each of us should use.
3- Given this scenario, the tonnage required will have to much greater in order to cover the designed acreage of stone placement. Will the Corps concede that the weight (density) of the provided stone is greater than estimated and compensate the contractor for the greater quantity required?
The quantities of stone to be purchased, transported, and placed will not exceed those stated in the bid schedule. The Government acknowledges that the stated quantities may not be sufficient to cover the entire area indicated on the plans. The contractor will be held responsible for constructing the reefs in the locations indicated and to the dimensions described and indicated. However, the Government will not pay for the purchase, transport, or placement of stone exceeding the quantities shown in the bid schedule, and the contractor will not be held responsible for placing any stone beyond these quantities.
The specifications have been revised to better explain the stone weight and payment methodology for purchase of stone (See specs Section 01 22 00, Part 1.3 and Section 35 20 05, Paragraph titled Unit Weight and Absorption). We have also added language to the solicitation acknowledging that, because the purchase of stone is based on tonnage, there may be some variance in the acreage covered by the stone. As described above, this language indicates that the contractor will not be held responsible for that variance.
6834672 – Resistance to Freezing and Thawing - The testing of this condition on the stone takes 6 months. Will the Corps accept a Freezing and Thawing test that has been recently performed on stone from the producing quarry, but not specifically on the stone to be used for this project?
Answer to the question is ‘Yes’.
