SCOPE OF WORK
1.0 PROJECT DESCRIPTION:
The work includes a variety of electrical, mechanical, and window upgrades selected for their projected energy conservation potential. The primary objective of this project is to reduce energy consumption via natural gas and electricity through the execution of the improvements described below. The scope of work requires the contractor to provide all labor, materials, equipment, and all other items and services necessary to complete the work.
The base work includes, but is not limited to, removal and replacement of single pane windows with energy efficient double-pane windows and replacement of exterior HID fixtures with LED fixtures.
Optional bid items include but are not limited to, the replacement of water heaters and the replacement of interior lighting fixtures with more energy efficient selections. The interior lighting options are split up between the Visitor Center, Area Office second floor, and the basement and first floor of the Area Office.
The buildings will be occupied during performance of work under this contract. The portions of the contract most likely to affect occupants are the window replacement on the second floor and the interior lighting upgrades. In order to minimize impacts to the occupants, rooms shall be vacated of occupant(s) as follows: For the second floor window replacement, relocate half the floor at a time, separating rooms 206, 208, and 209 as one half and the remainder of the rooms as the second half. For interior lighting upgrades the contractor can move occupants on a one or two room basis as coordinated with the COR. All occupants will relocate to the third floor conference area in accordance the contractors proposed schedule. The Government will relocate computers and personal materials; however, relocation of office furniture will be the responsibility of the contractor. It shall be the Contractors responsibility to protect all property from damage, including dust and debris. All required work in a room, including final cleaning of the entire room, must be completed with no deficiencies prior to commencing work of any kind in another room. Before work is started, and as part of the Contractor's Work Plan submittal, the Contractor shall outline a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
All work in areas open to the public inside the Lake Superior Maritime Visistor Center, must be performed and cleaned up for the day prior to 10:00 a.m. Work in areas not open to the visiting public may be performed during normal visitation hours provided construction noise generating activities are kept to an absolute minimum. If noise levels due to the Contractors operations become a distraction to the visiting public, the Contracting Officer reserves the right to have the Contractor modify their operations, at no additional expense to the Government.
Location- All work is located at the Duluth Area Office, Lake Superior Maritime Visitor Center, and Vessel Yard Warehouses, all of which are U.S. Army Corps of Engineers facilities.
Duluth Area Office & Lake Superior Maritime Visitor Center, 600 S. Lake Ave., Duluth, MN 55802-2310 Duluth Area Office Vessel Yard, 901 Minnesota Ave, Duluth, MN 55802-2310.
Background-
Duluth Area Office- The Duluth Area Office is part of the US Army Corps of Engineers Detroit District. The Area Office and Visitor Center are separate from each other and were constructed in different time frames, however are connected with a vestibule and atrium area, which houses some museum items. The office area was constructed in two parts; the original office building, which was constructed in the early 1900's and an addition to the office that was constructed in the 1940's. The office building is three stories plus the lower level or basement, each of which is approximately 3000 square feet. Therefore, the total square footage of the office area is 12,000 square feet. The office building houses not only the Corps of Engineers on the lower level and first floor, but also other government personnel on the second and third floors. The building is primarily constructed of concrete and brick with concrete floors and a flat roof system.
Lake Superior Maritime Visitor Center- The Visitor Center was also constructed in two parts, with the original construction in 1972 and an expansion in 1978. The expansion consisted of adding wings onto each side and connecting the visitor center and office area with an atrium. The Visitor Center (10,640 sq. ft.) is a two-story building with displays, a gift shop, meeting rooms, and visitor’s restrooms. It is constructed of metal panels, double-pane glass windows and door lites, and steel doors.
Vessel Yard- The Vessel Yard serves the Duluth Area Office floating plant and survey crew. Facilities at the vessel yard include a garage (3600 sq ft), an office/storage building (3,600 sq ft), a warehouse (5,000 sq ft), a machine shop (2000 sq ft), and a welding shop 2,400 sq ft).
Historical Preservation- The Duluth Area Office has been determined eligible for listing on the National Register of Historic Places (NRHP) and the Vessel Yard is listed on the NRHP and therefore requires coordination with the Minnesota State Historic Preservation Office (SHPO). This coordination will be performed by the government upon receiving submittals from the contractor. No work shall start until the SHPO has concurred with government’s determination under Section 106 of the National Historic Preservation Act. This design is focused on maintaining the historical integrity of the facility while meeting the energy efficiency goals. It is expected that product selections will be with this goal in mind. The Secretary of Interior’s Standards for Rehabilitation shall be followed for guidance on preservation of historic buildings.
1.1 Remove and Replace Windows (Base Item):
The existing windows in the 2nd floor Area Office are single pain windows that have reached the end of their useful life. They are wood-trimmed with steel frames. The aged window frames do not provide a tight seal between the occupant and the exterior and allow significant infiltration year-round.
The Contractor shall remove and replace all thirteen (13) exterior windows located on the 2nd floor of the Area Office, as indicated on the project drawings. New windows shall be double-pane heavy duty windows with insulated, thermally broken aluminum frames. The glass shall be low-e coated in order to reduce solar heat gain, see section 2.1.11 Insulating Glass Unit for required U-factor and SHGC. Install fragment retention film on No. 4 surface (innermost, room side) to meet DoD minimum antiterrorism standard for buildings, see section 2.1.13 – 18 for details on required film.
Fig. 1 Construction Details of Typical Double-Glazing Unit
