Questions and Answers
Updated on 16 November 2011
1. QUESTION: Should the client submit the NAVFAC/USACE Past Performance
Questionnaire (Form PPQ-0) in Exhibit C directly to the Detroit District, U.S. Army Corps of Engineers or to the offeror to then submit?
ANSWER: The client must submit the Past Performance Questionnaire (PPQ-0) directly to the Detroit District U.S. Army Corps of Engineers’ Contracting office. The client may e-mail the completed questionnaire to LRE-Quotes@usace.army.mil, fax the questionnaire to (313) 226-2209, Attn: Ashley Kuwik, or mail the questionnaire to the following address:
USACE Detroit District Contracting Office Attn: Ashley Kuwik 477 Michigan Ave., 7th floor Detroit, MI 48226-4523
Questionnaires that are submitted directly from the offeror will NOT be accepted.
Amendment 0001 was issued on 9 November 2011 to clarify this requirement.
2. QUESTION: Is this a “real job” bid, or just for information gathering?
ANSWER: This is an official Request for Proposals for the FY12 Maintenance Dredging MATOC. There is no actual dredging project being awarded as a result of this RFP, however. The projects listed under bid schedule 2 are “prototype projects” used for price evaluation purposes and will not require any actual work to be completed. These projects are typical dredging requirements of the Great Lakes Districts.
3. QUESTION: What is the reason for using “Prototype” projects in Bid Schedule 2?
ANSWER: The prototype projects represent the typical projects that will be performed under this contract. The prices that offerors propose for these projects will undergo price/cost evaluation in order to determine price reasonableness and realism as defined in the RFP.
4. QUESTION: Can costs such as fuel costs be adjusted throughout the life of the base contract and option years?
ANSWER: Yes, costs such as fuel can be adjusted per task order. Only the items identified in Bid Schedule 1 will be binding throughout the life of the contract.
5. QUESTION: What do the labor wage rates in Bid Schedule 1 consist of? Does this also include cost of living, travel, etc?
mailto:LRE-Quotes@usace.army.mil
FY12 Great Lakes Maintenance Dredging MATOC
W911XK-11-R-0018
ANSWER: Offers should propose their company’s burdened labor rates for the Project
Manager, Quality Control Manager, and Field Engineer line items. Other costs/fees, such as profit, cost of living and travel should not be added onto this rate. Those costs would be accounted for in proposals for individual task orders and the prototype project prices in Bid Schedule 2, because they vary per project.
6. QUESTION: Will USACE accept proposals via e-mail?
ANSWER: USACE will not be accepting proposals via e-mail or fax. If you are hand delivering your proposal, please be sure to allow plenty of time to get through security as it may take an hour or more to get into the building. Proposals received after the due date/time specified on the RFP will not be accepted.
7. QUESTION: Is the tipping fee for Brown County added to the dredging cost in BID
SCHEDULE CLIN 0002 Green Bay Harbor Dredging?
ANSWER: For the purpose of this proposal the tipping fee required at Brown County
SHALL NOT be included in CLIN 0002 Green Bay Harbor Dredging.
