RESPONSES TO QUESTIONS
1. Can a Woman-Owned Business prime this effort if they partner with a SDVOSB?
A: No. The Prime entity must be SDVOSB
2. Is there an existing training entity offering this program to the Army now?
A: Yes
3. If this is not a new requirement, who is the incumbent?
A: Strategic Learning Consultants, LLC.
4. Is there a deadline for questions?
A: Questions will be accepted until Close of Business Thursday, 16 February 2017
5. This RFP states that this is a Service-Disabled Veteran-Owned Small Business set-aside. Do you think that there could be a revision on that requirement to a Small Business set aside?
A: No
6. Does USACE desire personal relief breaks during instruction, and if so, then what is the desired frequency and duration of the breaks (e.g. a 10-minute break after every 50 minutes of instruction)? Does the Government desire such breaks to be identified on the schedule?
A: There are breaks, but we don't schedule them on paper in the agenda. Generally there is a morning and afternoon break 10-15 minutes. There is also a 30 minute lunch break.
7. The Performance Work Statement (on Page 30) states that the Contractor will schedule one hour in the third and fourth sessions to work on the class project, but Attachment C identifies one hour of class project work in Session 4, and not in Session 3. Is the fourth session mentioned on Page 20 expected to be the same as; or in addition to the one hour identified in Attachment C, Session 4?
A: Revised Attachments B and C are posted with this amendment.
8. Should the training schedule included in the technical proposal include Week 9 even though the Contractor is not participating?
A: No the contractor does not need to include the 9th session.
9. The Performance Work Statement, on Page 17, Paragraph II, identifies the Period of Performance as being from the award date thru November 2017; but earlier on Page 7 of the solicitation, it states that the Base Year Period of Performance will be through 30 September 2017 with all option years also ending on 30 September of each following year. Please clarify what is the period of performance.
A: Revised Attachments B and C are posted with this amendment along with the corrected Period of Performance dates.
10. Will the Contractor complete an After Action Review after Session 9 if the Contractor is not participating in that session? The Performance Work Statement, on Page 20, under Partnering Plan requires the contractor to provide the Cadre with consolidated results of the Participant evaluation forms and copies of the individual evaluation forms within one week after completion of a training session.
A: No AAR is required for Session 9
11. There are discrepancies between locations in Attachment B and Attachment C. Attachment B identifies the location of Session 1, Day One and Two, will be the Pittsburgh District Office in Pittsburgh, PA, but Attachment C identifies the location of Session 2 District-provided training as being at the L/D Training Room which otherwise appears to be located at the L/D Branch Office in Neville Island, PA. Is this an error, or will it be expected that the location will change for those periods of instruction?
A: Revised Attachments B and C are posted with this amendment.
12. Attachment B identifies the location of Session 2, Day One and Two, will be the L/D Branch Office in Neville Island, PA, but Attachment C identifies the location of Session 2 Districtprovided training as being on the 12th Floor of the Federal Building which is in Pittsburgh, PA.
Is this an error, or will it be expected that the location will change for those periods of instruction?
A: Revised Attachments B and C are posted with this amendment.
13. Attachment B identifies the location of Session 7, Day One and Two, will be the L/D Branch Office in Neville Island, PA, but Attachment C identifies the location of Session 2, Day One District-provided training as being on the 12th Floor of the Federal Building which is in Pittsburgh, PA. Will it be expected that the location will change for those periods of instruction on Day One?
A: Revised Attachments B and C are posted with this amendment.
14. There is a discrepancy between the start time for Session 6, Day One in Attachment B and the start of District-provided training in Attachment C. Attachment B identifies that Session 6, Day One begins at 10:00am, but Attachment C identifies that the first District-provided instruction begins at 9:00am. What is the correct start time of Session 6, Day One and the District-provided instruction on that day?
A: Revised Attachments B and C are posted with this amendment.
15. Will the Participants have systems and internet access during the sessions in order to access online assessment tools?
A: The students do not normally have internet and computers during class.
