15. Will the government provide current employee's hours for the past year since the CBA requires us to pay Ratification bonus based upon the number of hours each employee worked during the year? Since the current contract is cost-plus, this data was provided to the government.
A: The Ratification bonus is the responsibility of the current contractor, and will not be the responsibility of the new contract awardee.
16. Please provide time periods (ie: 1 Oct - 30 Sep, etc) for the base year and each option year as there could be an hourly rate increase IAW the CBA not aligning with the government's CLIN periods of performance. This is needed for accurate pricing.

21. How many Food Service Workers have been with the contract for more than one year? (Cost/wage is significantly higher after one year) A: Ninety-two food service workers have been with current contract for more than one year.
22. TE 7-1, discusses condiment room operation needed daily, quantified by 350 x per year. However performance standard states: "Set up completed 30 minutes before start time. Final inventory completed after service within 30 minutes." This sound like it is needed 3x per day which would change the unit of measure to 1050. Does Technical Exhibit 7 require coverage for each meal period? Or will once a day suffice?
A: Empty condiments need to be replaced each meal. The contractor shall determine how to complete this task. Condiment room operation is a daily task.
23. During the school year, estimated weekly work load data is listed on pg 72. What is the estimated weekly work load during summer months?

Note CS=café FS=Family style meals can be served. MRE’s can be served for lunch.
MM= mermite meals are for Cadets out in the field and Camp Buckner. Number change daily. We have about 2000 cadets away during training so estimate 2500 for the summer.
24. Please clarify typo on Pg. 72-Estimated Work Load Data. Under Thursday, it appears that either a F or S is missing. On Thursday is every single meal mandatory for all cadets?

25. Under TE 16-14-it shows breakfast M-F has optional yet on page 72 it shows Mandatory or FS.
A: Estimated Weekly Work Load Data on pg 72 is the current data to be utilized.
26. RFP page 70, The response to question 40, stating that the Proposal Adequacy Checklist was to be submitted in Volume I, it appears that much of the Proposal Adequacy Checklist (pages 163 - 168) does not apply to the solicitation submission requirements that are asked for as outlined in Section L for Volumes I - IV. If the checklist is required it appears that many responses will be "Not Applicable" N/A.. Please clarify.
A: If it is not a submission requirement for the proposal, N/A is an acceptable response on the DFARS provision 252.215-7009 checklist.
27. We request clarification on what paper, plastic, disposals that are required to be provided by the contractor and for what services?
PWS 3.1.3.2 states that the Government will provide items not listed in Section 4. PWS 3.1.3.5 is very clear on the contractor providing paper napkins for daily meal service, then 3.1.3.7 states that the contractor will furnish plastic tableware items and paper plates for use in the dining room service to include plastic forks, knives and spoons. Does this include foam clamshell containers for carry out?
EXCEPT that Government will provide such for "field, picnics, BBQ and ODIA sports requirements and mermites". Then in PWS 4.2.12 it states that disposable wear is contractor provided for "field feedings". However, in PWS 5.8, contractor is to provide Condiment Boxes (and some of the items placed in the boxes?). At the end of that paragraph, it states that any cafeteria service that needs plastic table wear, the contractor shall provide. Picnics and USCC BBQ are exempt. The issue seems to be "field feedings" as the primary issue of who provides what?
A: The Contractor shall provide all materials listed under their control. The government will provide material under their control (example DCA would provide paper goods for their picnics, LRC would provide for their picnics for cadets, Contractor provides material tableware paper goods items for dining room service and condiment boxes that are ordered. If LRC orders a Corp Picnic they would provide the items. [Example ODIA may order paper goods and condiment from the cadet mess warehouse]. The contractor would provide paper goods to football on the dining room floor of if a condiment box was ordered for them.
Clamshell for take-out would only be used if take-out service was ordered for a dining room service. The contractor shall determine stock and type of paper good to serve to best meet the mission requirements.
28. PWS 5.3.7 note states: Contractor shall provide total number of staff used to provide the service on the hole count sheet as indicated. We believe our staffing approach is proprietary information. Please clarify that this information will remain confidential.
A: This is a requirement of the contract for meal/patron counts during contract performance. If necessary, a determination of confidentiality would be made if necessary.
29. Throughout the PWS, all submittals of plans (QC, Safety, Security, Key Control, Sanitation, Cleaning, Adverse Weather, Strike, etc.) require submission to the COR "no later than fourteen (14) days after award of this contract." However, TE 16-9 calls for submission 14 days prior to contract start date (20 days for Management Plan). Please clarify which is correct?
A: Corrections: all submittal 14 days prior to full performance start date. Delete any reference to “after” and “20 days”

A: We base the workload on 68,000 square feet. The total complex on the dining room floor is 60,000 square ft. basement is 78,000 square feet. Since the entire basement is not the contractor responsibility. For Bid purpose use (68,000 square feet).

A: Correction 350 time should be defined as 350 days per year. 3x per day. (3x=meals periods per day). Please refer to the PWS which explains the required tasks.
32. The estimated workload on page 114 states that the Ice Machines will be cleaned 350 times per year or once a day. TE-10-1 Ice Machines state the contractor will clean 3x per day. Please confirm which one is correct and update corresponding document.
A: Correction 350 time should be defined as 350 days per year. 3x per day. (3x=meals periods per day). Please refer to the PWS which explains the required tasks.
33. The estimated workload on page 114 states that the Compactors will be maintained 350 times per year or once a day. TE-13-1, Compactor Operation, state the contractor will perform 3x per day. Please confirm which one is correct and update corresponding document.
A: Compactor operation is a daily requirement (3x per day refers to meal periods breakfast lunch and dinner). The contractor shall meet the requirement stated in the PWS to cover all 3 meal period daily for and estimate yearly work load of 350 days.
34. The estimated workload on page 114 states that the Housekeeping will be performed 350 times per year or once a day. TE-15-1, Housekeeping, state the contractor will perform 3x per day. Please confirm which one is correct and update corresponding document.
A: Housekeeping is a daily service from the start of the day to close of business.
To Clarify 3x=three meal periods B, L, D. 350 QTY= Days. (Example the contractor shall provide daily housekeeping service for an estimated work load of 350 days. 3x daily is define as a requirement that shall cover 3x meal periods). The require service refers to Daily meals services.

[the contractor is providing the government the information on one form daily to cover the 3 meals service provided]. The government is requiring the contractor to provide the head count of the cadets being served/hole count as defined. And the staffing count=how many personnel are on duty for each meal to provide the service.
36. In TE 16-14 Current Meal Times, it states that Saturday Breakfast is mandatory from 0705-0720 and optional from 0630—0800. Mandatory would lead one to believe that 4500 Family Style breakfast would be needed, optional would fall in line with the weekly work load provided on page 126 of the solicitation. Please confirm if Saturday breakfast is optional or mandatory.
A: All time are based on the Academic Schedules. Breakfast is optional except for a dean or special event service which requires mandatory attendance.
37. On page 126 of the solicitation the weekly work load shows Dinner being served on Saturday night, however, in TE 16-14 Current Meal Times, no schedule is provided for dinner/supper on Saturdays. Please provide times that dinner will be served on Saturday.
