Answer 1: Spill buckets are to be 5 gallons. Spill buckets are for AST only. All USTs have spill bucket already.
Question 2: Please provide details on type of float gauge to be installed per bid item #0001.Is it possible to provide separate bid line items for AST and UST gauge installation?
Answer 2: Float gauge to be installed need to be solid glass top gauge, similar as Krueger Sentry Gauge Solid Glass Top gauge
Question 3: Please provide details on type of interstitial gauges to be installed per bid item# 0002. Is it possible to provide separate bid line items for AST and UST gauge installation?

Question 4: Please provide details on overfill valves to be installed per bid item #0003.
Answer 4: Overfill valves need to be automatic shutoff valves.
Question 5: Are these valves to be installed in both AST and UST tanks? If so is it possible to provide separate bid line items for valves to be installed on each of the separate tanks?
Answer 5: For the UST shutoff valve, it need to be compatible with gravity fill to the tank. Quantity of shutoff valves for UST is 5, for AST is 25.
Question 6: Please provide details on leak detection monitors listed in bid item#0006 to be replaced (i.e. 1 or 2 tank system) and are monitors to include liquid level monitoring/inventory controls?
Answer 6: Leak detection monitors are for liquid level monitoring. Veeder-Root or OMNTEC are required for leak detection monitors.
Question 7: For installation of new leak detection monitoring system listed in bid item # 0006 is the contractor required to install new conduits? In all new leak detection installation locations does required conduit exist?
Answer 7: No new conduit is required to be installed for new leak detection monitoring system. Yes. For all new leak detection installation location, the required conduit exist.
Question 8: Can you please let me know if we are permitted to have a general contractor that we performed work as a sub for at a federal project submit a past performance questionnaire to you on our behalf. We were not clear as to whether questionnaire could only be submitted by a government representative. If you have any questions or need any additional information please feel free to contact me.
Answer 8: The past performance can be filled out by any prior customer, civilian or government or a prime that you subbed for. You send them the information, they fill it out and send it the email on the form. We should have them here to evaluate along with your offer.
Question 9: In PWS Section 5. Maintenance and Inspection Items. General: Please confirm that "10-year re-certifications" are excluded from this solicitation. There is not enough information available to provide this cost. Pricing can be provided as the need arises through the contract performance.
Answer 9: Believe the 10-year re-certification referred to here is for propane tanks, not related to this contract. (and not to be confused with the 10-year inspections, which are a separate line item).
Question 10: PWS Section 5.1.2 Snow and Debris Cleanup. Please confirm that the snow & debris removal is intended to facilitate the outlined inspections only and there is no intent to have the snow & debris cleared as its own stand-alone activity.
Answer 10: Yes, snow and debris removal is for tank inspection purpose only.
Question 11: PWS Section 6.Indefinite Quantity Services Tasks (Type II). 6.1 Troubleshoot and repair Electronic Monitors and Alarms. Requirements allude to a "trip charge". Should this just be included in the unit cost and eliminated from separate charge?
Answer 11: Yes, this should be included in the total charge of parts, labor and overhead + profit. Trip charge should be eliminated.
Question 12: PWS Section 6.Indefinite Quantity Services Tasks (Type II). Please confirm that the limit of this activity is at the equipment only and does not include electrical diagnosis and/or repairs.
Answer 12: Yes, this activity is for diagnosing and repairing monitoring equipment only.
Question 13: PWS Section 6.Indefinite Quantity Services Tasks (Type II). Please define "contractor's invoice". Are we to not include the cost for parts?

Question 1: In reference to "6.1 Troubleshoot and Repair Electronic Monitors and Alarms. Contractor will be paid at the hourly rate plus trip charge. Parts will be reimbursed per contractor's invoice plus reasonable profit. Replaced defective parts will be returned to COR." However CLIN 0016 is just a line item. Do you want a trip charge plus hourly rate? Or Do you want an estimate for what we think MICC - West Point might need for the year, similar for all repair CLINS?
Answer 1: Use trip charge plus hourly rate for these line items.
Question 2: The Solicitation calls for part 613 and 614, but it looks like there is only a part 613 now. Based on this revision, please verify that the Performance Work Statement will be performed under part 613.

Question 3: Reference to January 24, 2017 Pre-Bid Walk-Though: Is attendance at site visit mandatory for SDVOSB firms who intend to submit bid for this project?

Question 4: Reference FAR 52.212-2 Evaluation – Commercial Items: Bidders Qualifications:
Referenced cite notes that, to receive an “acceptable rating”, quoter must show “proof” that they:
· Are authorized” by OMINTEK, as well as VEEDER ROOT, to service their monitoring systems
· Have a current inspection certificate of American Petroleum Institute API 653 or STI SP001 AST systems inspection certificate
· Possess current New York State UST Class A operator’s certificate for all inspectors
· Are certified by the Society of Protective Coating in tank surface preparation, protective coating and painting.
Please confirm that such “proofs” are required to confirm that the “quoter” itself possesses these qualifications, and not a third party and that evidence of same is to be submitted with the bid.
Answer 4: The holder of these qualifications should be whoever is actually performing the work.
Follow-on to #4: If the quoter does not have a current/active certification the proof of previous certification and evidence of recertification scheduled will be sufficient.
Question 5: Reference Bid Sheets ITEM NO 001 Through 006 (and related subsequent year items)- Gages, Valves, Spill Buckets, Alarms and Monitors: Please provide manufacturer & model # of typical device to be used as a standard for bid purposes, with assumption that significantly less or greater costing devices would be subject to negotiation for credit or extra at conclusion of each contract year.
Answer 5: Everything is to be replaced in kind and must meet the tank requirements. A set amount is now identified for line item referenced and this amounts can used for the offer.
Question 6: Reference to Bid Sheets 007 & 008 and Table 1. “Tanks to be inspected”:
a. If available, please provide site tank location plan.
b. Please provide size (gallons) of each AST.
c. Table 1. count appears to show 15 UST’s and 137 AST’s which equates to 180 and 1,644 total yearly inspections at one each per month, whereas Bid Items 007 &008 (and related subsequent year items) list a total of 168 UST and 1,680 AST inspections. Please Clarify
d. Table 1. Lists tank #’s 912A, B & C and 1950A, B & C, which all have a “TMP” location. Please confirm there are a total of six tanks to be inspected.
Answer 6: a. Maps w/locations will be provided with award. b. – d. This information is now available on the updated list of tanks.
Question 7: Reference to section 5 Maintenance and Inspection Items; 5.1.2 Snow and Debris Cleanup:
Referenced subparagraph notes requirement to clear tank, manhole, vents, etc., as well as surrounding area within 5’ radius of same of snow, leaves, etc. Please confirm that such “clearing” of is only as necessary for inspection purposes at the time of the inspection and does not include clearing of normal vehicle and/or pedestrian access.
Answer 7: Clean-up/snow removal should be during the time of inspection only and not for the general public or anytime outside of their inspection. But note that snow and or debris will/may not normally be cleaned away by any other identity prior to their inspection so the snow, ice and debris may be there for days when they arrive.
Question 8: Is key access required to access any of the tank locations? If so, who will provide?
Answer 8: Yes and the keys will be made available, from the COR, after award.
Question 9: Are escorts required to access any tank locations?
Answer 9: No.
Question 10: Do any of the tanks require a 10-year inspection?
Answer 10: Yes, a new line item has been added to include potential need for 10-year inspections.
Question 11. What type of tanks are located at Camp Buckner?
Answer 11: Only small tanks and generator tanks, all are above ground storage tanks.
Question 12: Do you have to be a U.S. Citizen to work on the Garrison grounds?
Answer 12: No, anyone that is legally authorized to work in the United States can work on the United States Army Garrison – West Point.
Question 13: Are any of the underground tanks co-located?
Answer 13: No, not for the tanks to be inspected for this requirement.
Question 14: Are work hours limited in anyway?
Answer 14: As stated in the PWS 1.4 Contractor shall perform all services during normal duty hours (8:00 a.m.- 4:00 p.m.), Monday through Friday, excluding Federal Holidays. Note: Under severe weather conditions (Code Red/White) civilian employees may not be available. (i.e. COR)
Question 15: Is OSHA training required?
Answer 15: Not specifically for this requirement.
Question 16: Is a Quality Control required to be submitted with the offer?
Answer 16: A basic outline of the plan is required with the offer. The full plan will be required AFTER award.
Question 17: Can a copy of the current Spill Prevention, Control & Countermeasures (SPCC) plan be provided?
Answer 17: A copy of the SPCC plans will be made available to the awarded company.
Question 18 - in the Performance Work Statement, under 1.5 PERSONNEL, 1.5.5 "Personnel shall be certified by the Society of Protective Coasting - sspc.org (SSPC) in tank surface preparation, protective coating and painting." *Are personnel certified by NACE International Institute (formerly National Association of Corrosion Engineers), acceptable? Copies of certifications would be included for review and authentication.
Answer 18: Yes the NACE is an acceptable alternative to SSPC. (Please reference this in the cover sheet)

All parties will meet at 681 Hardee Place, in the 1st floor Lobby, West Point, NY.
