01 Feb, 2017 Question 1: Please provide details on sizes of spill buckets to be provided in item # 0005 (i.e. 5 gal, 7gal,15 gal) Is it possible to provide separate line items for spill buckets that are be installed on AST or UST's?.
Answer 1: Spill buckets are to be 5 gallons. Spill buckets are for AST only. All USTs have spill bucket already.
Question 2: Please provide details on type of float gauge to be installed per bid item #0001.Is it possible to provide separate bid line items for AST and UST gauge installation?
Answer 2: Float gauge to be installed need to be solid glass top gauge, similar as Krueger Sentry Gauge Solid Glass Top gauge
Question 3: Please provide details on type of interstitial gauges to be installed per bid item# 0002. Is it possible to provide separate bid line items for AST and UST gauge installation?
Answer 3: Interstitial gauge to be installed need to be solid glass top gauge, similar as Krueger Sentry Gauge Solid Glass Top gauge
Question 4: Please provide details on overfill valves to be installed per bid item #0003.
Answer 4: Overfill valves need to be automatic shutoff valves.
Question 5: Are these valves to be installed in both AST and UST tanks? If so is it possible to provide separate bid line items for valves to be installed on each of the separate tanks?
Answer 5: For the UST shutoff valve, it need to be compatible with gravity fill to the tank. Quantity of shutoff valves for UST is 5, for AST is 25.
Question 6: Please provide details on leak detection monitors listed in bid item#0006 to be replaced (i.e. 1 or 2 tank system) and are monitors to include liquid level monitoring/inventory controls?
Answer 6: Leak detection monitors are for liquid level monitoring. Veeder-Root or OMNTEC are required for leak detection monitors.
Question 7: For installation of new leak detection monitoring system listed in bid item # 0006 is the contractor required to install new conduits? In all new leak detection installation locations does required conduit exist?
Answer 7: No new conduit is required to be installed for new leak detection monitoring system. Yes. For all new leak detection installation location, the required conduit exist.
Question 8: Can you please let me know if we are permitted to have a general contractor that we performed work as a sub for at a federal project submit a past performance questionnaire to you on our behalf. We were not clear as to whether questionnaire could only be submitted by a government representative. If you have any questions or need any additional information please feel free to contact me.
Answer 8: The past performance can be filled out by any prior customer, civilian or government or a prime that you subbed for. You send them the information, they fill it out and send it the email on the form. We should have them here to evaluate along with your offer.
Question 9: In PWS Section 5. Maintenance and Inspection Items. General: Please confirm that "10-year re-certifications" are excluded from this solicitation. There is not enough information available to provide this cost. Pricing can be provided as the need arises through the contract performance.
Answer 9: Believe the 10-year re-certification referred to here is for propane tanks, not related to this contract. (and not to be confused with the 10-year inspections, which are a separate line item).
Question 10: PWS Section 5.1.2 Snow and Debris Cleanup. Please confirm that the snow & debris removal is intended to facilitate the outlined inspections only and there is no intent to have the snow & debris cleared as its own stand-alone activity.
Answer 10: Yes, snow and debris removal is for tank inspection purpose only.
Question 11: PWS Section 6.Indefinite Quantity Services Tasks (Type II). 6.1 Troubleshoot and repair Electronic Monitors and Alarms. Requirements allude to a "trip charge". Should this just be included in the unit cost and eliminated from separate charge?
Answer 11: Yes, this should be included in the total charge of parts, labor and overhead + profit. Trip charge should be eliminated.
Question 12: PWS Section 6.Indefinite Quantity Services Tasks (Type II). Please confirm that the limit of this activity is at the equipment only and does not include electrical diagnosis and/or repairs.
Answer 12: Yes, this activity is for diagnosing and repairing monitoring equipment only.
Question 13: PWS Section 6.Indefinite Quantity Services Tasks (Type II). Please define "contractor's invoice". Are we to not include the cost for parts?
Answer 13: The contractor's invoice should include the charge of parts, labor and overhead + profit.
Question 14: PWS Section 6.2 Replace Electronic Leak Detection Monitors. Please confirm that the limit of this activity is at the equipment only and does not include electrical diagnosis and/or repairs. IPT has this capability if the need arises.
Answer 14: Yes, this activity is for replacing electronic leak detection monitoring equipment only.
Question 15: PWS Section 6.7 Install or Replace Spill Buckets. Please confirm that this scope is for ASTs, USTs or both.
Answer 15: Install or replace spill buckets in this scope is for ASTs only.
Question 16: PWS Section 6.8 Spot Painting. Replace defective parts cannot be returned to COR, please confirm.
Answer 16: Yes, for spot painting, defective parts are not to be returned to COR. However, the removed old paint need to be properly disposed.
Question 17: PWS Section 6.9 Minor Plumbing. Please confirm that this scope will include / exclude various valves.
Answer 17: For minor plumbing, the various valves are included in this scope.
Question 18: PWS Section 6.13 Replace Defective Tank Gauges. Requirements allude to a "trip charge". Should this just be included in the unit cost and eliminated from separate charge?
Answer 18: Yes, this should be included in the total charge of parts, labor and overhead + profit. Trip charge should be eliminated.
Question 19: Please define "contractor's invoice". Are we to not include the cost for parts?
Answer 19: The contractor's invoice should include the charge of parts, labor and overhead + profit.
