About this file
The document is a Performance Requirements Summary (PRS) for a Refuse & Recycling Services contract (Solicitation W911SA25QA074) covering multiple Army Reserve facilities in Minnesota. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and includes six facility locations in cities such as Arden Hills, Buffalo, Mankato, St. Joseph, Fort Snelling, and Wabasha. The contract period runs from 1 June 2025 to 31 May 2026, with four option periods and a six-month extension option.
The PRS outlines specific performance requirements, including mandates for employee identification badges, proper management of solid waste dumpsters/containers, and monthly solid waste disposal reporting. Key performance standards require 100% compliance, with incentives including positive Contractor Performance Assessment Reporting System (CPARS) narratives and full payment, while non-compliance may result in corrective action requests, potential payment reductions, and negative CPARS ratings. A mandatory site visit is scheduled for 10 April 2025, with written questions due by 2:00 PM CDT on 11 April 2025. The contract will be administered by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort McCoy.
