About this file
This document is an amendment to a solicitation providing answers to contractor questions regarding a federal contract opportunity to repair and replace playground fences at Fort McCoy for the Department of the Army Materiel Command Mission and Installation Contracting Command. The amendment specifies that fence replacement will be done in phases with closed playground areas, and that temporary fencing must follow specifications. It addresses questions on disposal of safety caps, repainting versus replacing posts, and acceptable options for sleeving or replacing posts with vinyl-coated posts secured by concrete bases rather than repainting original wood posts. The contracting officer approves sleeving or replacing posts with factory painted posts but not using vinyl coatings. The amendment clarifies that gate frames will be painted but chain link fencing will be vinyl-coated.

SUMMARY OF CHANGES
SECTION 00700 - CONTRACT CLAUSES
The following have been added by full text:
ANSWER CONTRACTOR'S QUESTION
Q.- Will temp fencing be required when replacing/repairing the fences? Will the fenced in areas be occupied?
A. – Fence replacement will be done in phase at each building, the actual playground being worked on will be closed to children until completed.
Q. - Would a snow fence be acceptable as temp fencing?
A. – Follow specification 01 10 10, 1.04, G.
Q. -Some of the current fencing has yellow corrugated safety top cap. Is this to be reinstalled or disposed of as part of the contract?
A. – Dispose as part of project.
Q. -Removing the current peeling paint and repainting the posts will not guarantee that the poles will not begin to peel again soon. There are other options for the posts that would include a 15-year warranty to ensure the owners investment in a new fence would not have peeling paint.
Option 1: Cut current posts off at the concrete and mount new vinyl coated posts with galvanized plates in the current locations. (see attached plated post details) A.- This will not be acceptable. No vinyl coat post and rails, no exposed threads on children side of fence.
Option 2: Cut mow strips back on each side of posts and replace the current posts with new vinyl coated posts secured with new concrete and new concrete mow strips placed around the new posts.
A.- This would be an acceptable option, except no coating vinyl on post, factory paint only. Bid accordingly.
Option 3: Sleeve the current posts with new vinyl coated posts. This would be placing a slightly larger post down over the current posts.
A.- This would be an acceptable option, except no coating vinyl on post, factory paint only. Bid accordingly.
-There is a discrepancy on the fence gates.
Spec 01 10 10 C. New Work 5 states:
‘Gates can be existing prepped and painted black or be replaced with new factory painted black’ Spec 32 31 13 1.01 A states:
‘Remove and install new vinyl coated chain link fabric, hardware, and gates as shown and specified’
Q.- Are the gates to be prepped and painted? Or are they to be replaced with new vinyl coated gates to ensure the paint will not peel in the future.
A.- The gate frames are to be painted, not vinyl. The Chain Link is to be vinyl coated.
Q.- Could I possibly suggest doing a sleeve post and then paint them
A- This would be an acceptable option, except no coating vinyl on post, factory paint only. Bid accordingly.
- I am getting quit high numbers for stripping and repainting the original posts for the fencing project at the Child development centers there on Ft. McCoy
The links below are suggestions to consider if you are able too.
W911SA23B2020
The original posts would be cut off at ground height and a base plate anchored into the existing concrete and then a vinyl coated post installed. The SOW now calls for the posts to be stripped and painted, I think the vinyl coated posts with ground plate anchors would last the longest.

These are 3 options I think you’ll find to be better for the longevity of the fencing there.
Q.- Please advise if this could be changed in the SOW or could be permitted to do instead of stripping and painting all the original posts.
A.- This will not be acceptable. No vinyl coat post and rails, no exposed threads on children side of fence.
