CONTRACTOR Q&A
Q1. I am the Modernfold representative and have looked through the drawings for the operable partitions and could not find any. Could you tell me if there are any on this project?
A1. There are no operable partitions in this project.
Q2. Reflected Ceiling pages do not specifically spell out which ceiling detail is to be used at which location. Simple deduction works, but is open to interpretation. I believe the basic premise is that the metal stud framing and insulation go to the deck and the gypsum board goes to 6” above the ACT ceiling or to the deck in areas without a drop ceiling. Is this correct?
A2. See the amended drawings.
Q3. Is the finish on the drywall smooth or orange peel? The specification does not specifically spell out either way, but makes reference to both.
A3. Texture shall be a light orange peel.
Q4. Drawings call out an 8” split face CMU block, but no color selected. What is color? And what is color of expansion joint/grout? Specs call out Acme brick. Existing buildings are identical 8” split face so we are assuming that there is not brick on the project but 8” split face. Need color, grout color, and manufacturer.
A4. Submit colors that closely match existing buildings, colors to be selected by Government. There is no brick on this project.
Q5. By using wood trusses the attic area requires a sprinkler system. If metal trusses are used the attic sprinkler requirement would be eliminated and a cost savings would occur. Would you consider metal trusses?
A5. Bid the project as designed.
Q6. The site appears to have a fair amount of standing water but no Specification for dewatering, has the design taken into account any need for dewatering?
A6. Sections 02315 & 02324 both mention dewatering. Standing water does not necessarily indicate a high ground water issue, it might just indicate poor grading/drainage of the site. The attached map (Attachment 11 Drawings Groundwater) is from an on-going study and it is the best approximation of ground water levels that we have. It shows the approximate depth to ground water level (by contour lines) at the time of the study, Fall 2018. Each bidder needs to weigh the date of when this ground water data was taken along with the weather we have had to date. Each bidder should determine the risk of this issue based on their experience and their planned construction methods.
Q7. The site appears to have a water line that may be impacted during build….would you consider adding additional site prep work/additional backfill to bring the site up to level site conditions?
A7. Bid the project as designed.
Q8. Would you consider substituting molded polystyrene (MPS) for the extruded polystyrene (XPS) board insulation?
A8. Bids shall be submitted meeting specifications. Substitution requests shall be considered with the awardee after contract award. That being said, per this question, the use of molded polystyrene (MPS) is acceptable, the product must meet all of the requirements of specification section 07212 BOARD INSULATION paragraph 2.01A.
Q9. Would you consider substituting roofing for Metal roofing and Soffit Panels?
A9. Bids shall be submitted meeting specifications. Substitution requests shall be considered with the awardee after contract award. That being said, per this question, the metal roofing substitution is denied, we want a Fluoropolymer Coating System.
Q10. During the review of the specifications, spec section 01031 speaks of demolition and disposal of hazardous material. In review of all of the plans, there is no demolition, as all of the buildings are new, besides the minor site demo. Please confirm that there will be no asbestos report required for submission nor hazardous material remediation?
A10. There is no asbestos report required for submission nor hazardous material remediation.
Q11. Please advise if there are any cabinet elevations that can be released?
A11. See attached drawings
Q12. Reference 03150-2, 2.07 VAPOR BARRIER. Currently, a 10mil is specified. I would like to ask if the project will have moisture sensitive flooring. If there will be, a 15mil vapor barrier with a permeance of less than 0.01 is recommended by the American Concrete Institute (ACI), as well as industry experts. ACI 302.2R-06 defines moisture sensitive flooring as: sheet rubber, epoxy coatings, vinyl composite tile, sheet vinyl, carpet, athletic flooring, laminates and hardwood.
Whether a 10mil or 15 mil, selecting a barrier that can withstand the rigors of the construction site is highly recommended. The current spec ‘conforming to E1745’ allows Class A, B and C, with Class C having the lowest strength characteristics. Depending on the job-site, Class C if often damaged and can require additional labor and materials to patch and seal.
To give the barrier the best survivability before the pour, I would recommend including ASTM E1745 Class A. Currently, to get both ‘less than 0.01 perms and Class A Strength, it will come in a minimum of 15mil.
A12. Bids shall be submitted meeting specifications. Substitution requests shall be considered with the awardee after contract award. That being said, per this question/recommendation, the request to substitute 15 mil vapor barrier for 10 mil vapor for this project is rejected, as the flooring will be concrete. We will be updating our specifications regarding vapor barriers and will be looking into the ACI and the flooring industries recommendations.
Q13. Can the engineer clarify for all if the data cable shall be Cat 6, Cat 5e, or Cat 5. All 3 are referenced on the plan notes?
A13. All data cable shall be Cat 6.
Q14. Is there a reason why some data locations are on the Communication drawing and some are on the power plan? Are the locations on the power plan duplicate to the location on the Comm. Plan?
A14. A mistake was not caught during the review. The locations are not duplicated.
Q15. Using Sheet B233-E1.1 and B233-E1.2 as an example are the locations designated with a “N” and the locations with no designation going back to the cabinet in the mechanical room? If so how are you going to differentiate between Nipper Net jacks and Regular data jacks when they are all specked out as an Orange jack?
A15. Jacks with an “N” go to the Mechanical Room the other jacks are for the sim network which is in rm 114. The Nipper network shall be labeled at each Comm. Outlet.
Q16. Do the Nipper net locations get only one data cable per location? Per the detail 2 E1.2 communication outlets get 4 cables…..
A16. Nipper net locations have 4 cables at each location as per detail 2/E1.2.
Q17. We request clarification on the lighting spec. it calls out for florescent lights and LED lights. What does the Army want for a finished product?
A17. Bid light fixtures as per the Lighting Fixture Schedule.
Q18. Need model numbers for all toilet accessories.

Q19. SHEET A6.1 TOILET ACCESSORY SCHEDULE. Keynote J is not included in secs. Need model number for paper towel dispenser with combination waste receptacle. Keynote D 18" Metal Shelf. This is not included in 10280 Specs. Is by another spec section or by owner. If not, need model number

Q20. The following toilet accessories are included in SPECS 10280. Please provide locations and model numbers for the following 3 items.
PTD surface mount paper towel dispenser with 400 towels 18" x 36" mirror with shelf Fold Down Shelf 15" x 5-1/2"
A20. The Government is not indicating a manufacturer for the project, salient features have been used in our specifications. See section 10280, Paragraph. 2.01, C. Locations to be determined. The fold down shelf is to be eliminated.
Q21. There is no 18" vertical grab bar found in ADA toilet stall on plan or in elevations. Is this needed?
A21. Bid the project to meet current Architectural Barrier Act (ABA) standards.
Q22. See BUILDING 229. There is a Shower room 112. Are any 10280 Toilet accessories needed for this room?
A22. Mirror and shelf to be installed, paragraph 2.01, C.
Q23. There is a conflict for the mirror. Specs call for an 18" x 36" mirror with shelf. But Keynote G on Sheet A6.1 calls for a 24" x 36" Mirror with no shelf. Please clarify specs for the mirrors for this job.
Two different sizes? With shelves in some locations, without shelves in other locations?
A23. Mirror shall be 18”x36” with shelf.
Q24. There is a conflict between elevations and plans sheets for Women’s restroom Keynote K soap dispenser. Plan notes 2 soap dispensers. Elevation notes only 1 soap dispenser. Which is correct?
A24. Two soap dispensers are required, enlarged restroom plan is correct.
Q25. See Elevation 1/A1.2 for Building 224 (also occurs in some of other Buildings). Who provides these coat hooks? Is this by 10280 or by others. Is this coat hook Keynote N on A6.1 which is noted as a door mount double hook. These are not on doors. They are on walls in rooms or in halls. If by 10280 provide model number for hook on 1/A1.2. And provide model number for Sheet A6.1 Keynote N hook for doors.

Q26. Section 10522 Fire Protection. Are all walls NON RATED. There is no way to tell what wall are fire rated or Non rated. We need this info to bid the correct cabinet.
A26. See sheet A5.4 for wall types.
Q27. Do the electrical panels need to be outdoor rated? They are in the mechanical room and can be NEMA 1.
A27. Bid as per plans and specifications. NEMA 12 enclosures are intended mainly for indoor industrial, manufacturing, and machining applications.
Q28. The recent changes in the UFC call for significant changes in the Fire Alarm systems. It is unclear whether a QFPE will be required to be physically on site, or if their “stamped” / approved drawings and design will be acceptable. What level of involvement is DPW expecting in this regard?
A28. Bid the project as designed, this project was designed prior to the changes to the UFC.

A site visit is scheduled for June 17, 2019 at 10:00 AM Local time. Interested attendees are asked to meet at the Contracting Office; Bldg. 1108. South R Street, Fort McCoy, Wisconsin. The POC for the project is Eve Day at (608) 388-2263. See Site Visit in Section 00100. This will be the only site visit conducted, requests for additional site visits will be denied.
For Site Visit information, see Site Visit clause 52.236-27, Alternate 1 in Section 00100. Unless you already have a permanent vehicle pass, you will be required to obtain a one-day vehicle pass. You will be required to present the following information at the Visitor’s Center: (1) vehicle registration, (2) valid driver’s license, (3) or car rental agreement (if applicable). It is highly recommended that bidders plan to arrive at the Visitor’s Center at least an hour prior to the scheduled time for the site visit. The conference will begin promptly without considerations for late or lost bidders; no subsequent site visits will be considered. Remarks, explanations and answers provided by Government representatives before, during and after the site visit shall not change or qualify any of the terms or conditions of the solicitation. The solicitation can only be changed by a formal written amendment issued by the Fort McCoy Contracting Office.
Any questions concerns, verification or clarification of information of the documents included in the solicitation package shall be submitted in writing and submitted to the Contract Specialist identified herein no later than 4:00 PM, local time on June 19, 2019. Include in the subject line of the email the Government’s solicitation number; failure to do so will lessen the Government’s ability to ensure all questions are considered during the bidding process. Provide your company name, POC and contact information in the body of the email.

PROJECT MAGNITUDE
The magnitude of this project is between $5,000,000.00 and $10,000,000.00.
EVALUATION FACTORS
The Government will evaluate bids received in response to this solicitation solely on the basis of price and price related factors. Bidders shall submit a price for each item specified in the solicitation. No bid for a quantity less than that specified in the solicitation will be accepted. Bids shall be evaluated using the quantities set forth in the solicitation. All prices bid in response to this solicitation must include all costs associated with work elements, applicable State sales taxes, permits, and licensure. And the overall project management, superintendence and quality control necessary for the planning and execution of multiple work requirements conducted simultaneously throughout the performance period.
BID GUARANTEE
A Bid Bond/Guarantee is required for this contract if it exceeds $150,000. The Bid Bond amount shall be twenty percent (20%) of the bid price or $3 Million, whichever is less.
Bidders must use the Standard Form (SF) 24 if providing a bid bond as the bid guarantee.
