SCOPE OF WORK
AR002-CONSTRUCT MAINTENANCE FACILITY
BG WILLIAM O’DARBY, USARC
101 Fort Street, Barling, AR, 72923-2646
1. GENERAL PRE-AWARD:
1.1 The intent of this project is to provide the Government with a complete and usable product at the completion.
1.2 The Contractor shall furnish and install all plant, labor, materials; tools, equipment, and supervision necessary to provide a complete and usable project per the Scope of Work (SOW), Plans, Specifications and manufacturers recommendations. All work shall be free from defects.
1.3 The Plans and Specifications are to prescribe the details for the construction and completion of the SOW, which the Contractor undertakes to perform in accordance with the terms of the contract.
1.4 The Contractor shall visit the work site to verify the site condition. If the Contractor discovers any errors or omissions in the SOW, Plans or Specifications, the Contractor shall immediately call it to the attention of the Contracting Officer (KO) and the Contracting Officer’s Representative (COR).
1.5 Where the Specifications and Plans describe portions of the work in general terms, but not in complete detail, it is understood that all work and materials will be of the highest standard using generally accepted industry practices.
1.6 The Contractor shall not interrupt the service function or disturb the support of any utilities without prior coordination with the COR/Area Facility Operations Specialist (AFOS). If any utilities are disturbed or damaged, the Contractor shall bear costs of repair or replacement.
1.7 The Contractor shall be responsible for and repair any damage to the grounds and structures caused by the Contractor or his/her sub-contractors during the performance of this project.
1.8 Any said work in the Plans and Specifications and not in the written SOW or in the SOW and not in the Plans or Specifications shall be as though shown or mentioned in both.
1.9 The Contractor shall verify all dimensions, site conditions, and any other items required to install a complete and ready to use product, prior to submitting a bid proposal for construction.
1.10 Prior to bidding, the Contractor shall provide to the KO and COR a written list of all exclusions, omissions, and any other work that he/she considers not in the scope of work that would prevent this from being a complete and ready-to-use product. If the Contractor does not provide a list of exclusions or omissions, it will be considered that all work is be completed to provide a complete and ready to use product.
1.11 The Contractor shall provide a project manager and alternate that is able to read, write, speak, and understand English.
1.12 The Contractor shall perform all the services of this contract during the normal operating hours of 7:30 A.M. to 4:30 P.M. (0730 to 1630) Monday-Friday. Facilities will be closed on all Federal Holidays.
1.12.1 Federal Holidays are as follows;
New Year’s Day – January 1 Martin Luther King Jr. Birthday – third Monday of January Washington’s Birthday – third Monday of February Memorial Day – final Monday of May Independence Day – July 4 Labor Day – first Monday of September Columbus Day – second Monday of October Veterans Day – November 12 Thanksgiving Day – fourth Thursday of November Christmas Day – December 25
1.12.2 Actual day observed for the following holidays is subject to change when the holiday date falls on a weekend; New Year’s Day, Independence Day, Veterans Day and Christmas Day.
1.13 The Contractor shall provide signs, barriers, and barricades to provide a safe working area.
Requirements of Occupational Safety and Health Act, latest edition and U.S. Army Corps of Engineers "Safety and Health Requirements Manual", latest edition, shall be strictly enforced and adhered to at all times at the job site.
1.14 The Contractor shall comply with Army Regulation (AR) 600-63, Army Health Promotion, for controlling smoking in Government buildings and facilities. In general NO SMOKING is allowed within building or within 50’ of any exit or door. Facility personnel can direct personnel to authorized smoking areas.
1.15 The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State, and municipal laws, codes, and regulations applicable to the performance of the work. This can include storm water permits, US Army Corps of Engineers permits, state water resources permits, US Fish and Wildlife permits, etc.
1.16 Antiterrorism (AT) Level I Training. All contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer, if a COR is not assigned, within 30 calendar days of contract award or prior to submission of final invoice and within 45 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil.
1.17 iWATCH Training. The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training standards provided by the requiring activity Antiterrorism Officer. This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR.
This training shall be completed within 30 calendar days of contract award or prior to submission of final invoice and within 30 calendar days of new employees commencing performance with the results reported to the COR no later than 45 calendar days after contract award.
1.18 Access and general protection/security policy and procedures. Contractor and all associated sub-contractors employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy.
In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
1.18.1 Contractors requiring Common Access Card (CAC). Before CAC issuance, the contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. The contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a Department of Defense (DoD) facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of 6 months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management.
1.18.2 For contractors that are not eligible for CAC, but require access to a DOD facility or installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.19 The contractor employees must be adequately trained in the handling and disposal of hazardous waste, in particular, lead paint and asbestos. Hazardous materials must be handled and disposed of appropriately by the contractor. Disposal is at contractor’s expense. The contractor must comply with all local, state, and federal environmental laws, regulations, and policies prior to final approval of work completed. National Environmental Policy Act (NEPA) documents must be completed prior to award of the contract or notice to proceed.
2. GENERAL POST AWARD:
2.1 Where any conflict occurs between the requirements of federal, state, and local laws, codes, ordinances, rules and regulations, the most stringent shall govern.
2.2 The Contractor shall, at all times, keep the premises free from accumulation of waste material and rubbish caused by his work, or his subcontractors. At the completion of work, the Contractor shall thoroughly clean the work site. All debris, rubbish, and waste material shall be removed from the property at the Contractor’s expense and disposed of in an official disposal site.
2.3 The Contractor shall make no changes or deviate from the approved design of this project without written permission from the KO. In the case where a change is required, the Contractor will notify the COR of the requirement and shall not proceed with the change until such time as a modification to the contract is issued by the KO.
2.4 Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals on all new items being installed on this project. Submittal may be shop drawings, diagrams, catalog cut-sheets, samples, and any other related material.
2.5 The Contractor shall submit a written construction schedule of work for this project to the KO and COR prior to the start of the project.
2.6 The Contractor shall be responsible for the conditions of the job site, including safety of all persons, and property during performance of the work. Safety shall conform to all applicable Federal, State, local laws, codes and regulations established by the State of Arkansas Division of Safety.
2.7 All work shall be in compliance with the current applicable federal, state and city codes.
2.8 All work shall be completed within 180 days upon receipt of Notice To Proceed (NTP).
3. SUBMITTALS:
Prior to ordering any materials, the Contractor shall submit to the COR for approval submittals for all new items being installed. Submittals may be cut sheets, samples, spec sheet, so long as it is clear and easily readable. Submittals must be e-mailed, faxed or sent directly to the office of the COR using Engineer Form 4025-R, dated March 2012, as the coversheet.

4. SITE WORK:
4.1 OVERVIEW AND INSTRUCTIONS
4.1.1 The contractor shall construct a new steel maintenance training building in the MEP area of the William O Darby USARC facility. The new building shall include a maintenance training bay and an unheated dry storage bay.
4.1.2 The contractor shall coordinate with the COR for approval of the building location before MEP demolition can begin.
4.1.3 The contractor shall be responsible for coordinating with the COR, for a project “laydown” or “staging” area.
4.1.4 The POV and MEP access cannot be blocked at any time during the construction process unless it has been previously coordinated with the COR.
4.1.5 The provided drawings are for reference and clarification purposes. They are not drawn to scale. The contractor shall visit the work site to verify all dimensions, site conditions, and any other items required to install a complete and ready to use product.
4.1.6 The contractor shall be responsible for, and repair all, damage to the grounds and structures caused by the contractor and/or any sub-contractors during the performance of this project.
4.1.7 The contractor shall be responsible for removing all construction debris to an offsite location during construction, and at final clean up.
4.2 DEMOLITION
4.2.1 The contractor shall saw cut and remove an area in the existing MEP large enough to accommodate a new slab, footings, bollards, electrical supply, and approach ramps for the new building.
4.3 MAINTENANCE TRAINING AND DRY STORAGE BUILDING
4.3.1 The contractor shall construct a new metal building in the existing MEP area with an external dimension of 90’x40’x16’. It shall have gabled ends, a 4/12 pitch standing seam roof, R6 exterior wall panels, a gutter and downspout system, and a dividing wall between the storage and the maintenance training bays. The dry storage bay shall be approximately 30’x40’x16’, and located on the East end. The maintenance training bay shall be approximately 60’x40’x16’, and located on the West end. The entire building shall be insulated, but only the maintenance training bay shall be heated.
4.3.2 The contractor shall finish all of the interior walls with R6 panels to a height of 8’. The R6 wall panels shall be capped and trimmed at the top to create a finished look. None of the exterior walls, on the interior side, shall have gypsum board above the 8’ R6 panels.
4.3.3 The contractor shall construct a dividing wall between the storage and the maintenance training bays. The wall shall extend from the floor to the roofline. The wall shall be steel stud construction with 5/8” gypsum board on each side and insulated. The wall shall be finished on both sides with R6 panels to a height of 8’. The R6 wall panels shall be capped/trimmed at the top to create a finished look. Behind the 8’ wall panels the contractor shall only finish the gypsum board. Above the 8’ wall panels, the contractor shall finish and paint the 5/8” gypsum board. The dividing wall shall meet the 4/12 roofline in a manner that presents a finished look.
The paint color shall be coordinated with the COR.
4.3.4 The contractor shall install a double 3/0-7/0 half glass door in the center of the new wall.
The double door shall have tempered glass, non-rising hinge pins, hold open closures, and ADA lever/locksets.
4.3.5 The contractor shall install a new addressable fire alarm system complete with pulls, strobes, heat detects, annunciators, and battery back-up, in the new building.
4.4 SLAB, APPROACH RAMPS, BOLLARDS
4.4.1 The contractor shall construct a new raised concrete slab, on grade, to prevent surface drainage from entering the new building. The new slab shall be reinforced, have footings, panel notches, ¼”drainage slope at each overhead door, approach ramps, and bollards.
4.4.2 The concrete shall be rated at 4000 psi and reinforced with #4 rebar on 18” centers. The contractor shall utilize rebar chairs, wherever necessary, to assure the location of the rebar within the new concrete slab. The contractor shall coordinate with the concrete supply plant being utilized to achieve the correct air entrainment for this project.
4.4.3 The contractor shall install concrete approach ramps on the North and South sides of the new building. The approach ramps shall have footings at the leading edges to minimize the possibility of break up caused by the weight of vehicle traffic. The approach ramps shall have horizontal dowels at the intersection to the building slab. The approach ramps shall each have safety railings on the East side. The safety railings shall be painted safety yellow.
4.4.4 Each concrete batch shall undergo a slump test to maintain consistency. The maximum allowable slump shall be 4”. If a pump truck is used the maximum slump shall be 5”. The contractor shall record the results of each slump test, and the results shall be available for the COR if requested.
4.4.5 The contractor shall install bollards located at the corner of each overhead door, one inside and one outside, and also on the East end between the new building/slab and the existing MEP area. The bollards shall be 8” steel pipe, filled with concrete, domed at the top, and painted safety yellow. Reference the provided drawings for the required intent.
4.4.6 The contractor shall seal the cold joint around the exterior of the new slab and approach ramps where they meet the existing MEP concrete. The contractor shall seal the cold joint between the approach ramps and the new building slab. The contractor shall seal around the circumference of the new bollards where they penetrate the concrete, if the concrete is core drilled for the bollard installation. The contractor shall seal these joints using a two part elastomeric sealer with foam baker rods.
4.4.7 The contractor shall install a lightning protection system on the new building complete with roof spikes, cabling, and grounding rods.
4.5 UTILITIES; ELECTRIC & GAS
4.5.1 The contractor shall access the existing exterior electrical panel to supply electricity to the new building. The new electrical panel shall locate on the new buildings interior. The new electrical supply shall be run in a saw cut trench, which shall finish with new concrete to match the existing MEP grade.
4.5.2 The contractor shall access the existing natural gas supply that is located on the West side of the existing training building. The contractor shall run a new gas line through the existing training building, overhead, to the grassy area indicated on the drawings, penetrate the exterior wall, and run the gas line down the exposed wall face to an underground line that feeds to the new maintenance training building.
4.5.3 The contractor shall bore the new gas line from the grassy area on the East side of the existing training facility, to the area exposed during demolition for the new slab. The bore line shall run under the existing POV and MEP lots until it reaches the exposed area.
4.5.4 Where the new gas line penetrates the East wall of the existing facility, it shall not pass across any windows on the exposed vertical decent, but shall be run as inconspicuously as possible. At the wall penetration, the contractor shall utilize a PVC sleeve, shall seal the penetration making it weather tight, and shall finish the exposed length of gas line by cleaning and painting the pipe. The paint color shall conform to the ANSI color code for gas line identification.
4.6 MAINTENANCE TRAINING BAY
4.6.1 The contractor shall install two overhead doors on the North side and two overhead doors on the South side of the maintenance training bay. The North and South doors shall be aligned with one another to facilitate vehicle “drive through” access. The overhead doors shall be located in the North and South walls so as to provide 10’ minimum clearance between the overhead doors and walls on both the East and West ends of the training bay.
4.6.2 The overhead doors shall be 16’x14’ powered roll-up style doors. The overhead door controls shall be located in the North and South walls, in the area between the overhead doors.
The overhead doors shall be insulated.
4.6.3 The overhead doors shall be protected by interior and exterior located bollards, located on each corner of the doors.
4.6.4 The contractor shall install two pedestrian doors, one on the North side and one on the South side of the maintenance training bay. The North and South doors shall be aligned with one another and be centerline in the 10’ space on the West end of the maintenance training bay.
4.6.5 The pedestrian doors shall be 3/0-7/0 half glass doors with tempered glass, non-rising hinge pins, hold open closures, and ADA lever/locksets. The pedestrian doors shall be clearly marked with LED exit signs.
4.6.6 The contractor shall finish the maintenance training bay floors with a gray epoxy coating.
The ¼”drainage slope at each overhead door shall be finished with a gray epoxy non-skid coating.
4.6.7 The contractor shall install four 125VAC 250AMP single gang receptacles in the maintenance training bay, to be located two on the West wall and two on the East wall.
4.6.8 The contractor shall install two 220VAC 30AMP single receptacles in the maintenance training bay, to be located one on the West wall and one on the East wall.
4.6.9 The contractor shall install two 50’ 12/3 electrical cord reels, two 50’ drop light cord reels, and two 50’ air hose reels in the maintenance training bay. The reels shall be located, one of each, on the North and South walls, in the area between the overhead doors.
4.6.10 The contractor shall install two air drops, complete with shut off valve, quick connector, and drip leg in the maintenance training bay. The air drops shall locate one each on the East and West maintenance bay walls, and shall pipe from the compressor location.
4.6.11 The contractor shall install approximately 12 pendant style LED lights in the maintenance training bay. The maintenance training bay lighting shall be controlled by two 3-way switches located one at each pedestrian door.
4.6.12 The contractor shall install a 48” thru-wall exhaust fan with motorized damper in the West wall of the maintenance bay. The fan assembly shall be located center line in the gable, approximately 19’ AFF.
4.6.13 The contractor shall install two overhead exhaust reels in the maintenance training bay.
The exhaust reels shall duct to a common exhaust fan, which shall terminate through the West wall. The exhaust fan motor starter shall be controlled by two 3-way switches. The 3-way switches shall locate on the North and South walls, one each in the area between the overhead doors
4.6.14 The contractor shall install a minimum of two overhead radiant tube style heaters in the maintenance training bay. The heaters shall be natural gas, two stage type, and shall vent through an exterior wall, not the roof. The controls shall be located per OEM recommendation.
4.6.15 The contractor shall provide/assemble a commercial application rated portable eye wash station for the maintenance training bay.
4.7 UNHEATED STORAGE AREA
4.7.1 The contractor shall install one overhead door on the North side of the unheated storage area.
4.7.2 The overhead door shall be a 12’x14’ powered roll-up style door. The overhead door control shall be located in the North wall of the unheated storage area, next to the pedestrian door. The overhead door shall be insulated.
4.7.3 The overhead door shall be protected by interior and exterior located bollards, located on each corner of the door.
4.7.4 The contractor shall install one pedestrian door in the North wall between the overhead door and the West wall of the unheated storage bay.
4.7.5 The pedestrian door shall be a 3/0-7/0 half glass door with tempered glass, non-rising hinge pins, a hold open closure, and ADA lever/lockset. The pedestrian doors shall be clearly marked with an LED exit sign.
4.7.6 The unheated storage area shall have no access on the South side of the new building,
4.7.7 The contractor shall finish the unheated storage bay floor by sealing the finished concrete.
4.7.8 The contractor shall install three 125VAC 250AMP single gang receptacles in the unheated storage bay, to be located two on the East wall and one on the West wall.
4.7.9 The contractor shall install one air drop, complete with shut off valve, quick connector, and drip leg in the unheated storage bay. The air drop shall locate on the West wall of the unheated storage bay, and shall pipe from the compressor location.
4.7.10 The contractor shall install approximately 6 pendant style LED lights in the unheated storage. The unheated storage bay lighting shall be controlled by two 3-way switches located one at the pedestrian door and one at the double door.
4.7.11 The unheated storage bay lighting shall operate separately from the maintenance training bay lighting.
4.7.12 In the SW corner of the unheated storage bay the contractor shall supply/install a new 250 gallon commercial grade air compressor complete with operating controls and an auto drain device, which shall drain to the exterior through the South wall.
4.7.13 The contractor shall mount the new compressor on a 6” raised mechanical pad. The compressor shall be bolted to the mechanical pad utilizing vibration isolation feet.
4.7.14 The contractor shall install steel pipe airlines to the designated air drops located in the new building. The steel airlines shall be finished by cleaning and painting the pipe. The paint color shall conform to the ANSI color code for compressed airline identification.
4.8 EXTERNAL WALLS
4.8.1 The contractor shall install R6 wall panels on all the external walls. The color is to be coordinated with the COR.
4.8.2 The contractor shall set the R6 wall panels into a 1½” panel notch in the concrete slab, to assist in making the building water tight.
4.8.3 The contractor shall install exterior LED lighting on each of the four external walls. On the North and South walls, approximately 4 LED lights, evenly spaced. On the East and West walls, approximately 2 LED lights evenly spaced. These lights should locate at a minimum 15’ above slab finish grade.
4.8.4 The contractor shall install weathertight single gang 125VAC 250AMP receptacles on each of the four exterior walls. On the North wall, 2 weather tight receptacles located one each centered between the overhead doors. On the South wall, 1 weather tight receptacle located centered between the overhead doors. On the East and West walls, 1 each weathertight receptacles located at the contractors discretion.
5. WARRANTY:
5.1 All work specified in this contract shall have a warranty of a minimum period of one full calendar year for parts and labor from the customer’s acceptance date. At the final acceptance walk-through, the Contractor shall provide to the COR a signed warranty letter.
6. QUALITY CONTROL AND INSPECTIONS:
6.1 All work shall be inspected by the contractor’s quality control person and final inspection shall be performed by the COR prior to final payment.
6.2 Contractor shall maintain a clean, clear, and safe working environment at all times.
6.3 Only qualified personnel familiar with the proper construction techniques shall be used.
6.4 All site coordination shall be accomplished through the 63d Readiness Division AFOS Will Williams.
