QUESTIONS AND ANSWERS

The following questions and answers are hereby made part of this bidding requirement and Scope of Work and shall be taken into account in preparation of all bids and execution of all work. The responses made herein have taken into account all requirements under this scope; therefore, any ambiguity between this section and any other parts of scope, then this section shall govern. For all other matters, the order of precedence under FAR 52.236-21—Specifications and Drawings for Construction shall apply.

Q1: Is there an actual specification .pdf? It is mentioned [throughout the SOW], but I'm not seeing it in the documentation and the drawings don't specify in detail either, specs such as pipe size, conduit thickness, approved/preferred material brands, BTU's, gas line size, and much more.

A1: No

Q2: Clearance Questions: I saw some things noted on clearances, but nothing was stated about these at site visit. Will there be any requirements, background checks, or clearances required by all who work on this site?

A2: SOW, Section 1, contains requirements for onsite personnel.

Q3: Foundation Questions: Plan Sheet 08 shows a typical turn down slab edge, of varying heights, without a footing. Is there a minimum depth the bottom of the turn down needs to be below the Existing Elevation, thinking about being below or frost line? What type of fill is to be used for the new building pad and approach ramps?

A3a: No A3b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

Q4: Will we do footing bearing test and deal with unsuitable bearing, if occurs, in a change order?

A4a: It is the intent that the contractor assure a minimum 95% proctor Density under all footers.

A4b: If the contractor cannot attain 95% proctor Density under all footers, it will be addressed at that time.

Q5: There is nothing shown at MB Column locations, do we need to figure column pad footings, pier stems, tie beams, etc.?

A5a: Yes A5b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

Q6: Will we have to provide an Engineered Foundation Plan?

A6: It is the intent that the contractor provide a foundation plan from either a structural engineer or the pre-engineered building manufacturer.

Q7: Metal Building Insulation Question: Scope of Work says building is to be insulated. What type and thickness / R-value of insulation are you wanting?

A7: It is the intent that the contractor install a steel building rated insulation that consists of fiberglass blankets, laminated on one side to a vapor-barrier facing, and have a minimum R-Value of 13

Q8: Furnishing Question: Didn't see a spec for the vehicle exhaust system?

A8: It is the intent that the contractor install an exhaust removal system that utilizes spring operated hose reels, similar to Monoxivent source capture systems.

Q9: Floor Covering: Is there a spec on what type of floor coatings, or clear concrete sealer they want? I know it states an area clear and an area gray. Doesn’t specify system?

A9a: No, there is no specific system.

A9b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

A9c: To clarify SOW 4.6.6, it is the intent that the entire maintenance bay floor be sealed with a gray epoxy non-skid coating that is rated for maintenance bay application.

Q10: Is there a spec book for Solicitation No.: W911SA18B2029? Or is the pipe size, conduit thickness, approved/preferred material brands, BTU's, gas line size, and other specifications up to the General Contractor?

Please clarify.

A10a: No A10b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building

Q11: Could you please tell me if the roll-up doors are rolling service doors, or sectional roll-up doors

A11: It is the intent that the contractor install insulated rolling service doors with powered operators.

Q12: Does the project require a Fire Sprinkler System?

A12a: No A12b: It is the intent that the contractor install mass notification and alarm panel system per UFC 4-021-01, 5-3.1.

The alarm system must be an open protocol system, proprietary systems shall not be accepted. See below under USARC Replacement Fire Alarm Control Panel Specifications for more details.

Q13: Are any areas in the building considered Class I or II Division I or II explosive environments?

A13: No

Q14: Are the Fire Alarms to be Voice Evacuation / Mass Notification Systems?

A14a: Yes A14b: It is the intent that the contractor install mass notification and alarm panel system per UFC 4-021-01, 5-3.1.

The alarm system must be an open protocol system, proprietary systems shall not be accepted. See below under USARC Replacement Fire Alarm Control Panel Specifications for more details.

Q15: Are White Strobes with Amber Lenses labeled “ALERT” required for this project?

A15: Yes

Q16: Is a Radio Transceiver (Monaco) required for this project?

A16: No

Q17: What gauge is required for the metal walls and roof?

A17a: It is the intent that the contractor install R6 wall panels with a minimum thickness of 26 gauge.

A17b: It is the intent that the contractor install standing seam roof panels with a minimum thickness of 24 gauge.

Q18: Is the overhead door to be sectional or barrel type?

A18: It is the intent that the contractor install insulated rolling service doors with powered operators.

Q19: What type of insulation is required?

A19: It is the intent that the contractor install a steel building rated insulation that consists of fiberglass blankets, laminated on one side to a vapor-barrier facing, and have a minimum R-Value of 13.

Q20: Is there a specification for the flooring system and sealer? It states which area will be clear sealer and which will be gray epoxy, but does not specify the type of system.

A20a: No, there is no specific system.

A20b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

A20c: To clarify SOW 4.6.6, it is the intent that the entire maintenance bay floor be sealed with a gray epoxy non-skid coating that is rated for maintenance bay application.

Q21: Can you give us a detail into the R6 wall panels?

A21: It is the intent that the contractor install R6 wall panels with a minimum thickness of 26 gauge.

Q22: Can you provide a spec for the R6 wall panels?

A22: It is the intent that the contractor install R6 wall panels with a minimum thickness of 26 gauge.

Q23: Will this project be tax exempt?

A23: This project is to provide those items required under the scope of this requirement to the Federal Government.

Each state may have their unique requirements, laws, codes and regulations regarding the Sales and Use Tax requirements and exemptions pertaining to projects provided directly to the Federal Government. It is Contractor’s and Subcontractor’s responsibility to abide by those laws pertaining to the place of performance for each contract and ensure that no taxes are charged to the Federal Government when not applicable.

Q24: Is PVC conduit acceptable to use for the new underground service to the building?

A24: Yes

Q25: Can all conduit and boxes for devices be ran exposed?

A25: Yes

Q26: What name brand and model number for all of the light fixtures, it is very vague on the drawings 2.

Does the lightning protection need to be UL inspected?

A26a: It is the intent that all new lighting fixtures be LED, but there is no specified brand.

A26b: No

Q27: Please clarify the desired interior and exterior wall panel configuration and if an insulated panel is desired.

A27a: It is the intent that the contractor install R6 wall panels with a minimum thickness of 26 gauge.

A27b: SOW 4.3.2 states the contractor shall finish all of the interior walls with R6 panels to a height of 8’. The R6 wall panels shall be capped and trimmed at the top to create a finished look. None of the exterior walls, on the interior side, shall have gypsum board above the 8’ R6 panels.

A28c: It is the intent that the contractor install a steel building rated insulation that consists of fiberglass blankets, laminated on one side to a vapor-barrier facing, and have a minimum R-Value of 13, not insulated panels.

Q28: Please clarify the desired building insulation R – value and type.

A28: It is the intent that the contractor install a steel building rated insulation that consists of fiberglass blankets, laminated on one side to a vapor-barrier facing, and have a minimum R-Value of 13.

Q29: Is there need of pad footings under building column or is the column setting on top of slab?

A29: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

Q30: Is the turndown slab of the building setting on continuous footings or dirt?

A30: Continuous footings

Q31: How far below outside FG does the turndown need to be?

A31a: It is the intent that the contractor utilize a foundation plan from either a structural engineer or the pre-engineered building manufacturer.

A31b: It is the intent that the contractor employ current industry and area standards as well as follow all applicable codes in the construction of the maintenance building.

Q32: On the east side of building that turndown will be 43” to 51” below FG of new facility do we need a continuous footing for it to set on?

A32: Continuous footings

USARC Replacement Fire Alarm Control Panel Specifications

1. References:

System, dated August 2011

e. United States Army’s Cybersecurity Strategy For Facility-Related Control Systems, dated 2 February 2017

2. Purpose:

a. To provide a standardized set of requirements for new fire alarm panels installed within USAR facilities that is compliant with existing regulations and minimize the impacts of the new cybersecurity guidelines.

b. To provide DPW personnel with minimum requirements to be included into the scope of work for replacement alarm panels.

3. New panel must be a combination mass notification and alarm system panel per the requirements of UFC 4-021-01, 5-3.1.

4. Fire Alarm Panel shall be “open protocol” or “open source”, where the parts, supplies, programming, and all other portions and aspects of the system are available from multiple independent, fire alarm service providers.

Proprietary systems shall NOT be accepted.

a. Provide analog/addressable, site programmable fire alarm system. At a minimum, provide the fire alarm control panel (FACP) with the following features:

i. The ability to store at least 400 events in the history log. These events must be stored in a non-volatile memory and remain in the memory until the memory is downloaded or cleared manually.

ii. Resetting of the control panel must not clear the memory from being retrieved on the integral LCD display.

iii. An integral LCD 80 character (minimum) alphanumeric display. iv. An RS 232-C port.

iv. A Digital Alarm Communicator Transmitter (DACT)

b. New fire alarm panels shall be, or equal to the following and must have a Certificate of Net worthiness (CON) as an approved device that meets cybersecurity requirements:

i. Silent Knight 5820XL-EVS

ii. Fire-Lite MS9600UDLS & ECC-50/100

c. All new fire alarm control panels shall not have any factory default passwords changed.

5. Existing Alarm Devices:

a. Where existing system consists of “zones” containing non-addressable devices, each of these zones shall be connected to the new addressable alarm panel by using listed addressable monitor modules.

b. Addressable monitor modules shall be, or equal to the following:

i. SD500-AIM, or SD500-SDM (Silent Knight systems)

ii. MMF-300, or MMF-300-10 (Fire-Lite systems)

6. Mass Notification System

a. When the existing building currently has a mass notification system, it shall be connected to the new combination fire alarm/mass notification panel.

b. When the existing building does not have a mass notification system, one shall be installed based on the requirements of UFC 4-021-01.

i. Wide Area MNS are not required for AR locations not located on military installations.

7. Documentation

a. Provide a documentation cabinet that meets the requirements of NFPA 72 7.7 containing:

i. Owner’s manual and manufacturer’s published instructions

ii. Record (as-built) drawings

iii. Completed record of completion form

iv. For software based systems, record copy of the site specific software

v. Warranty letter including dates and extent of coverage

vi. All passwords required to access and/or modify software, and history log.

8. Monitoring

a. Enroll fire alarm systems in the existing central station monitoring program at the time of installation (if possible)

b. Addressable panels with addressable devices:

i. Provide device specific reporting to monitoring station, containing signal type, device type, and location of each device

c. Addressable panels with non-addressable device

i. Provide zone specific reporting to monitoring station, containing signal type, device type, and location of each zone.

9. Warranty

a. All devices and components installed shall be warranted for a minimum period of one (1) year from the date of acceptance. Warranties shall cover all manufacturing defects and installation methods.

i. System stand-by batteries shall be warranted for a minimum of one (1) year from manufacturer defects.
