SECTION 01010

SUMMARY OF WORK

1 DESCRIPTION OF WORK:

1.1 Work to be Done: The work consists of furnishing all plant, labor, equipment, supplies, and materials, and performing all work in accordance with these specifications and drawings as indicated at Fort Leonard Wood, Missouri.

1.2 Location: The site of the proposed work is in the Cantonment Area of the Fort Leonard Wood Military Reservation, Fort Leonard Wood, Missouri.

2 PRINCIPAL FEATURES: The work to be performed will include, but not be limited to, the following principal features:

2.1 Remove damaged brick and provide new to prevent injury. Provide new metal flashing and coping to prevent damage in the future as shown in drawing C8079.1 and in the specifications.

3 SEQUENCE OF WORK: The area concerned in this project is Government owned and will be in use during the course of this project.

4 SCHEDULING:

4.1 The Contractor shall schedule all activity at the job site through the DPW Contract Inspection Branch a minimum of 24 hours in advance of work.

4.2 Contractor shall schedule his working hours to coincide with the working hours of the military reservation. Normal working hours of the reservation are 7:30 a.m. to 4:00 p.m., Monday thru Friday, legal public holidays excepted. The Contractor shall not perform work on the reservations beyond the aforementioned working hours without the written approval of the Contracting Officer.

4.3 If the Contractor, for his convenience, desires to perform work during other than normal working hours or on other than normal workdays, he shall notify the Contracting Officer and the Directorate of Public Works Inspection Branch at least 72 hours in advance. The Contractor shall not perform work beyond the normal working hours or normal workdays without written approval of the Contracting Officer and the DPW Inspection Branch approval. The Contractor shall reimburse the Government for any additional expense occasioned the Government thereby, such as, but not limited to, overtime pay for Government inspectors, utilities service, etc.

4.4 Time extensions due to adverse weather or material lead time, must be received in writing prior to scheduled completion date.

5 UTILITY INTERRUPTIONS: Coordinate with the Contracting Officer, DPW Contract Inspection Branch, and the user for any utility work that interrupts service to the facility, any area outside the facility, or any real property facility. Establish a schedule of interruptions listing starting and ending times of disconnection 48 hours prior to interruption.

6 FIELD MEASUREMENTS: The Contractor shall verify all measurements at the project site and shall be responsible for all dimensions, fittings, and the proper installation of all materials and equipment specified.

7 PERMITS: The Contractor shall be responsible for obtaining permits for each worksite.

7.1 Digging: A digging permit is required prior to ANY earthwork operations. The DPW Contract Inspection Branch will assist the Contractor in obtaining this free permit.

7. 2 Land Disturbance: A land disturbance permit is required for any projects that disturb one (1) acre or more. Land disturbance is defined as any activity that disturbs the roots of vegetations such as clearing, grubbing and grading.

The Contractor shall apply for the permit from the Missouri Department of Natural Resources (MODNR), after the FLW Environmental Office has approved the permit application. MODNR by law may take up to 180 days to review and issue a permit. Copy of the permit shall be forwarded to the DPW Environmental Office. The Contractor shall not begin land disturbance operations until they have received and complied with the MODNR permit. MODNR charges a fee for the permits.

7.3 Hot Work Permit: The Contractor shall obtain a written “Hot Work Permit” (DA Form 5383-R) prior to commencing all hot work outside an approved shop area. Permits will be issued by the FLW Fire & Emergency Services at Fire Station #1, Bldg. 580, Phone: (573) 596- 0883. The Contractor shall be liable for any fire loss to Government property attributable to negligence on the part of the Contractor, including failure to comply with fire prevention measures prescribed by terms of this contract. The Inspection Branch will assist the Contractor in obtaining this free permit

7.4 Confined Space Permit: The Contractor shall obtain a written “Confined Space Permit” prior to commencing all confined space activity above and/or below ground. Title 29 CFR 1910.146 OSHA (Confined Space Entry) and FLW Regulation 385-7 sets forth the definition of confined spaces and establishes responsibility and procedures for protection of personnel that shall be entering, work in, and existing confines space. If a permit is required the Contractor shall contact the FLW Fire Department, Fire Station #1, Assistant Chief of Operations, Bldg. 580, Phone: (573) 596-0883 prior to, and after the permit required entry is conducted. The Contractor shall keep the permit copy within the work area until all workers have been accounted for after completion of the workday. The Inspection Branch will assist the

Contractor in obtaining this free permit.

8 SAFETY REQUIRMENTS:

8.1 General Safety: During progress of work, the Contractor shall protect all personnel, whether Government or civilian, from any and all safety hazards caused by the construction operations. The contractor shall follow all Federal, State and local laws in accordance with 29 CFR 1910 (General Industries Standards), and 29 CFR 1926 (Construction Standards).

8.2 Fire Prevention: The current version of FLW Regulation 420-2 “Post Fire Regulations” is by this reference made a part of this solicitation and resultant contract. The Contractor’s operation shall conform to all applicable portions of this document. All personnel entering on duty as Contractor’s employees shall be instructed in the fire prevention program of the Post and shall be advised of the requirement of the Post Fire Regulations as they pertain to this particular contract.

8.3 Traffic Control: Contractor shall provide all temporary signs and markers as necessary to maintain safety in the worksite. All signs shall conform to the latest edition of the Manual of Uniform Control Devices (MUTCD) and shall be coordinated with, and approved by, DPW Inspection Branch. Contractor shall ensure road user movement is inhibited as little as practical.

9. SPECIAL REQUIREMENTS:

9.1 Use of Fire Hydrants – The temporary use of fire hydrants as sources of water is not authorized without prior approval by the Fire Department, 596-0886. Fire hydrant connections shall include an approved backflow preventer. Use of backflow preventers must comply with Missouri Department of Natural Resources, Division 60, Public Drinking Water Program, Chapter 11 – Backflow Prevention, Title 10CSR60-11. Government furnished backflow preventers shall be utilized and are available at Bldg. 1601, Water Treatment Plant on a first come basis. The Contractor shall be required to sign a hand receipt prior to obtaining a backflow preventer. The Contractor shall be accountable to return the checked out backflow preventer equipment undamaged and as soon as possible. The contractor shall furnish and use an approved fire plug wrench to open and close the hydrant. Pipe wrenches shall not be used. When the hydrant is not being used it shall be shut off. When the need for the hydrant is finished, the hydrant shall be shutoff, the temporary connection and backflow preventer shall be removed, the fire hydrant caps shall be replaced and the Fire Department shall be notified that the hydrant will no longer be used.

10. SECURITY:

10.1 In unoccupied facilities, the Contractor shall be responsible for the security of the facility; i.e., all exterior doors shall be locked, windows closed and locked, etc.

10.2 The Contractor shall not be on site without prior notification to the DPW Contract

Inspection Branch.

10.3 Contractor personnel shall have valid civilian ID’s.

11 APPLICABLE PUBLICATIONS/REFERENCES: The publications referenced herein after shall be the most recent at the time of solicitation, unless otherwise specified at the beginning of each Specification Section under paragraph 1. APPLICABLE PUBLICATIONS and or REFERENCES.

12 WORKSITE HOUSEKEEPING:

12.1 The Contractor shall remove all trash and disposal material from the worksite before the end of each day, to the extent it is consistent with standard construction practices on Government work sites. The Contractor shall take all possible precautions to maintain the work site, at all times, in a condition that will prevent damage or injury to person or property, Government or otherwise.

The above precautions shall include protection from weather conditions. The Contractor shall be responsible for all damages caused by the negligent acts or omissions of his employees, sub-contractors, or agents during Contract performance.

12.2 Materials to be used within 1 week of delivery and scrap material to be used as work progresses shall not be required to be in screened area. However, all such items shall be placed in an orderly manner (i.e. dirt, rock, etc., in piles and stackable items such as pipe, brick, lumber, etc., stacked off the ground on pallets in an orderly manner).

12.3 Grass and weeds at work/storage site shall be kept at a height of 4”or less. Work site/storage site shall be policed for trash and disposal material a minimum of once per day.

12.4 All trailer and material storage sites shall have an identification board/sign, with company and job name on it, i.e. ABC Construction – ABC building complex. Signs shall meet the following criteria: min 3’ X 3’ max of 4’ X 8’ in size, 3” high legible print, and be approved by DPW Inspection Branch.

13 RESPONSIBLITY FOR DAMAGE

13.1 Damage to Personal Property: The Contractor shall be solely responsible for all damage to Government and occupant personal property caused by the Contractors’ personnel, subcontractors, his agents, or by the performance of his work.

13.2 Damage by Negligence: Damage resulting in gas leaks, electrical outages, loss of heat during cold weather, water leaks, unsecured facilities, weather damage, or oil/hazardous waste spills shall be responded to by the Contractor within 2 hours and repaired within one workday. If the

Contractor fails to comply with these requirements, the Government reserves the right to repair the damage and charge the cost to the Contractor. Contractor shall protect all areas through which he will be transporting demolition debris or construction materials. Any damaged turf, sidewalks, roads, vegetation, site amenities, etc, shall be replaced or repaired by the Contractor prior to final Contract closeout.

14 DISPOSAL OF MATERIALS: All materials removed and not reused or designated as salvage material in this project shall become the property of the Contractor, unless otherwise specified, and shall be the Contractor's responsibility for lawful disposal.

14.1 The Contractor may use the Fort Leonard Wood Compost area for the disposal of wood chips, leaves, and grass clippings generated by this project.

14.2 All other wastes generated during Contractor operations shall be disposed of off post by the Contractor at his/her expense.

14.2.1 The disposal of demolition waste is regulated by the Missouri Department of Natural Resources under Chapter 260, Revised Statutes of Missouri and 10 Code of State Regulations Chapter 80-4. Such waste, in types and quantities established by the Department, shall be taken to a demolition landfill or a sanitary landfill off of the Installation for disposal. The Contractor shall provide any information requested by the landfill operator to complete forms required by the Missouri Department of Natural Resources or other Government-required landfill records.

14.2.2 Wastes classified as hazardous wastes under the Resource Conservation and Recovery Act shall be disposed of off the installation, unless otherwise specified in this contract. No hazardous waste shall be disposed of without prior review of the disposal documents, and the approval of the Contracting Officer and the Directorate of Public Works Environmental Coordinator, or his designated representative. The Contractor shall provide an original copy of the disposal document from the approved EPA or State permitted disposal facility for each shipment of hazardous waste generated in this project to the Contracting Officers Representative.

15 ACCESS AND GENERAL PROTECTION/SECURITY POLICY AND PROCEDURES:

15.1 All Contractor and sub-contractor personnel performing tasks on this SOW shall comply with all applicable installation, facility and area commander installation/facility access and local security policies and procedures which will be provided to the Contractor by a Government representative upon written request to the Contracting Officer. Contractor shall provide all information required for background checks to meet installation access requirements as performed by the installation Provost Marshal Office, Director of Emergency Services or Security Office. Requesting Contractor shall submit request for installation pass to the KO at https://vcc1.icmvcc.com/im3500/. There is no charge to the Contractor for this pass. Contractor

personnel shall comply with all personal identity verification requirements as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of the base contract to this task order, should the Force Protection Condition (FPCON) at any facility or installation change, the Government may require changes in Contractor security matters or processes.

15.1.1 In the event that the automated system at https://jkodirect.jten.mil is not available (e.g., server problems), Level I AT Awareness Training can be provided by a qualified instructor. However, if the training is not completed online, the Level I AT Awareness Instructor qualification must be coordinated with the Installation Antiterrorism Officer (or Installation Security equivalent) and the resultant name(s) of approved instructors shall be provided to the

KO.

15.2 Antiterrorism (AT) Level I Training: All contractor and sub-contractor employees requiring access to Army installations, facilities and controlled access areas shall complete AT Level I awareness training available at https://jkodirect.jten.mil.Users need to enroll in "Course #JS-US007-14" to receive credit for the training within 10 calendar days of contract award; or for new employees within 10 working days of beginning performance on this contract.

Contractor shall submit certificates of completion for all personnel to the KO within five calendar days of completion of the training. There is no charge to the Contractor for this training.

The burden to complete this training is approximately 1-hour per employee.

15.3 iWatch Training: Within 10 calendar days of contract award and within 10 calendar days of new Contractor employees commencing work on this contract, all Contractor and sub-contractor employees shall review the FLW Directorate of Emergency Services (DES) web link for iWatch training located at http://www.wood.army.mil/LEC/iWatch/iWatch.htm. This locally developed training will inform employees of the types of behavior to watch for and how to report suspicious activity. Suspicious activity shall be reported to the KO. There is no charge to the Contractor for this review. The burden to complete this training is approximately 20-minutes per employee.

15.4 OPSEC Standard Operating Procedure/Plan (SOP): The KO will ensure the contractor (after selected) is aware of the MSCoE OPSEC Plan and is in compliance with the MSCoE OPSEC Plan during contract performance.

15.5 OPSEC Training: New contractor employees must complete Level I OPSEC training within 30 calendar days of their reporting for duty in accordance with AR 530-1. All contractors shall complete annual OPSEC Awareness training if the contract duration is longer than 30-days. MSCoE OPSEC Officer will provide training. Coordination of training shall be through Rick Bowser, (573)563-2402. Proof of training, including a detailed listing of attendees, shall be provided to the KO. A nominal fee shall be charged to the Contractor for this training equal to 1-hour of Government time. The burden to complete this training is approximately 1-hour per training evolution. 15.5.1 All costs associated with employee training and review must be included in the CLIN prices bid/offered for the underlying requirement. No other payments are authorized.

15.5.2 Contractor shall reimburse the Government for classroom OPSEC training. The established fee is $30 per face-to-face training session conducted. Contractor personnel may all attend the same training session; however, in the event of new hires, additional session(s) shall be required. The Contractor may include this cost in his submitted offer. No other payment for this expense shall be authorized. Contractor shall submit payment to the US Treasury, Attention: Budget Officer, MSCoE G-8, 1000 MSCoE Loop, Ste 335, Fort Leonard Wood, MO 65473.

SECTION 01300

SUBMITTALS

1 GENERAL: All items of equipment and/or materials that are defined or described in the contract require submission in accordance with this section. Brochures, samples, certificates of compliance, test reports, as applicable, shall be submitted by the Contractor to the Contracting Officer, and approval given by the Contracting Officer before any equipment or material is installed under this contract.

1.1 All of the data required shall be submitted at one time. Approval of materials and equipment will be withheld until all of the required information has been submitted and is in the hands of the Contracting Officer. All submissions must be in sufficient detail to adequately determine that the item will meet the requirements of this Specification.

1.2 All submittals shall be transmitted to the Contracting Officer for review and approval within 30 calendar days after contract award date on Engineer Form 4025 in quadruplicate. The forms shall be completed as directed. No submittal will be accepted unless it is on the subject form. The forms will be furnished to the Contractor by the Government. All attachments to the transmittal form, such as catalog cuts, brochures, certifications, etc., shall be submitted in four

(4) copies.

1.3 The contractor shall complete and submit to the contracting officer for approval, four copies of ENG Form 4288 Submittal Register. At a minimum, the submittal register shall include a listing of all items listed in paragraph 2 of this section. This submittal register shall be provided with the initial set of submittals the contractor submits for approval. ENG form 4288 will be furnished to the contractor by the Government. This register will be maintained by the Government to insure that all required materials are submitted and approved IAW the contract requirements.

1.4 Scheduling: A minimum of 20 calendar days will be scheduled for review and approval of material submittals and possible resubmittal of any items subject to approval. For shop drawings submittals, a minimum of 30 calendar days will be allowed for review and approval and possible resubmittal. If submittals are disapproved due to Contractor negligence, the performance period will be reduced by the number of additional days (after receipt of rejection notice) required for approval. The scheduling shall be coordinated with the approved progress schedule.

2 MATERIAL APPROVAL SUBMITTALS:

2.1 At the minimum the following list of materials will require approval under the Contract Clause, I-7, titled Material and Workmanship. The Contracting Officer may require

submission of additional materials as deemed necessary. If additional items are required to be submitted a revised ENG form 4288, SUBMITTAL REGISTER, shall be prepared by the Contractor and submitted with the additional material submittals. The Contractor shall not proceed with any work using materials, which are subject to approval, until materials are approved.

SECTION 02050

DEMOLITION

PART 1 - GENERAL

1.1 SUBMITTALS: The procedures proposed for the accomplishment of salvage and demolition work shall be submitted for approval. The procedures shall provide for safe conduct of the work, careful removal and disposition of materials specified to be salvaged, protection of property which is to remain undisturbed, coordination with other work in progress, and timely disconnection of utility services. The procedures shall include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations.

1.2 GENERAL REQUIREMENTS: The work includes demolition or removal of all construction indicated or specified. All materials resulting from demolition work, except as indicated or specified otherwise, shall become the property of the Contractor and shall be removed from the limits of Government property. Rubbish and debris shall be removed from Government property daily unless otherwise directed so as to not allow accumulation inside or outside the building. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer.

1.3 DUST CONTROL: The amount of dust resulting from demolition shall be controlled to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

1.4 PROTECTION: Protection of Existing Work: Before beginning any cutting or demolition work, the Contractor shall carefully survey the existing work and examine the drawings and specifications to determine the extent of the work. The Contractor shall take all necessary precautions to insure against damage to existing work to remain in place, to be reused, or to remain the property of the Government, and any damage to such work shall be repaired or replaced as approved by the Contracting Officer at no additional cost to the Government. The Contractor shall carefully coordinate the work of this section with all other work and construct and maintain shoring, bracing and supports, as required. The Contractor shall insure that structural elements are not overloaded and be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under any part of this Contract.

1.5 BURNING: The use of burning at the project site for the disposal of refuse and debris will not be permitted.

1.6 USE OF EXPLOSIVES: Use of explosives will not be permitted.

1.7 AVAILABILITY OF WORK AREAS: Areas in which salvage and demolition work is to be accomplished will be available in accordance with the schedule established by the Contracting Officer.

PART 2 - EXECUTION

2.1 EXISTING FACILITIES:

2.1.1 Utilities: Existing utilities shall be removed as indicated. When utility lines are encountered that are not indicated on the drawings the Contracting Officer shall be notified.

2.1.2 Filling: Holes, open trenches and other hazardous openings shall be filled.

2.2 DISPOSITION OF MATERIAL: Title to all materials and equipment to be demolished, excepting Government salvage, is vested in the Contractor upon removal from the building. The Government will not be responsible for the condition, loss, or damage to such property after notice to proceed.

2.2.1 Material for Contractor Salvage: Material for salvage shall be stored as approved by the Contracting Officer. Salvage materials shall be removed from Government property before completion of the Contract. Material for salvage shall not be sold on the site.

2.2.2 Unsalvageable Materials: Concrete, masonry, and other noncombustible materials other than concrete permitted to remain in place shall be disposed in the disposal area as directed by Contracting Officer.

2.2.3 Material for Government Salvage: Control panal and controls within, electric actuators and hot water sensors, Boiler with controls and burner with associated piping, and hot water pumps. (Refer to Mechanical Plans)

2.3 CLEAN-UP:

2.3.1 Debris and Rubbish: Debris and rubbish shall be removed from area of work and job site as soon as possible.

2.3.2 Debris Control: Debris shall be removed and transported in a manner as to prevent spillage on streets.

1.2 SUBMITTALS:

1.2.1 Certificates of Compliance: Certificates of compliance attesting that concrete masonry units, brick, masonry cement, grout, insulation, and joint reinforcement meet the requirements specified shall be furnished in accordance with SECTION 01300 Submittals.

Certified copies of laboratory test reports, including all test data, shall be submitted before delivery of mortar materials and mortar admixture.

1.2.2 Samples: Two samples of concrete masonry units and brick shall be submitted for approval.

1.3 HANDLING AND STORAGE: Materials shall be delivered, handled, stored, and protected to avoid chipping, breakage, and contact with soil or contaminating material.

1.3.1 Masonry Units: Concrete masonry units shall be covered or protected from inclement weather and shall conform to the moisture content as specified in ASTM C 90 when delivered to the jobsite.

1.3.2 Reinforcement, Anchors, and Ties: Steel reinforcing bars, coated anchors, ties, and joint reinforcement shall be stored above the ground. Steel reinforcing bars and uncoated ties shall be free of loose mill scale and rust.

1.3.3 Cementitious Materials, Sand and Aggregates: Cementitious and other packaged materials shall be delivered in unopened containers, plainly marked and labeled with manufacturers' names and brands. Cementitious material shall be stored in dry, weathertight enclosures or be completely covered. Cement shall be handled in a manner that will prevent the inclusion of foreign materials and damage by water or dampness. Sand and aggregates shall be stored in a manner to prevent contamination or segregation.

1.4 SAMPLING AND TESTING: Sampling and testing shall be the responsibility of the Contractor and shall be performed at no additional cost to the Government. Sampling and testing shall be performed by an approved commercial testing laboratory. Tests shall be performed in sufficient number to insure that materials meet the specified requirements.

1.4.1 Mortar: Mortar for all masonry shall be laboratory-proportioned and tested.

1.4.2 Efflorescence: Block, mortar and grout shall be tested for efflorescence as specified in ASTM C 67 and the rating shall not be more than slightly effloresced. Cement for mortar and grout shall be limited to the low-alkali type.

1.5 DEFINITIONS:

1.5.1 Concealed masonry surfaces are defined as follows: Surfaces of foundation walls against which backfill is placed; surfaces covered by furring and wallboard, plaster, stucco, or masonry facings; surfaces above suspended ceilings; or surfaces within attic spaces, crawl spaces, pipe or duct chases, and elevator shafts.

1.5.2 Exposed masonry surfaces are defined as all other masonry surfaces including those to be painted.

1.5.3 Grout Lift and Grout Pour: A grout lift is defined as the layer of grout placed in a single continuous operation. A grout pour is defined as the entire height of grout fill placed in 1 day and is composed of a number of successively placed grout lifts.

PART 2 - PRODUCTS

2.1 GENERAL REQUIREMENTS: The source of materials which will affect the appearance of the finished work shall not be changed after the work has started except with Contracting Officer's approval.

2.2 CLAY BRICK: Color range and texture of clay or shale brick shall be as indicated and shall conform to the approved sample. Brick shall conform to ASTM C 62; Grade SW shall be used for brick in all exterior work. Dimensions of brick shall match existing.

2.2.1 Solid Clay Brick: Solid clay brick shall conform to ASTM C 216, Type FBS. Brick size shall be modular and the nominal size of the brick used on the existing building.

2.2.2 Hollow Clay Brick: Hollow clay brick shall conform to ASTM C 652, Type HBS.

Brick size shall be modular and the nominal size of the brick used on the existing building.

2.3 CONCRETE MASONRY UNITS: Cement shall have a low alkali content and be of one brand. Units may contain post-consumer or post-industrial recycled content. Units shall be of modular dimensions and air, water, or steam cured. Surfaces of units which are to be plastered or stuccoed shall be sufficiently rough to provide bond. Exterior concrete masonry units shall have water-repellant admixture added during manufacture.

a. Hollow Load-Bearing Units: ASTM C 90, made with lightweight or medium weight or normal weight aggregate. Provide load-bearing units for exterior walls, foundation walls, load-bearing walls, and shear walls.

b. Hollow Non-Load-Bearing Units: ASTM C 129, made with normal weight aggregate. Load-bearing units may be provided in lieu of non-load-bearing units.

c. Solid Load-Bearing Units: ASTM C 90, lightweight or medium weight or normal weight units. Provide solid units for masonry bearing under structural framing members as indicated.

2.3.1 Kinds and Shapes: Units shall be modular in size and shall include closer, jamb, header, lintel, and bond beam units and special shapes and sizes to complete the work as indicated. In exposed interior masonry surfaces, units having a bullnose shall be used for vertical external corners except at door, window, and louver jambs. Radius of the bullnose shall be 25 mm 1 inch. Units used in exposed masonry surfaces in any one building shall have a uniform fine to medium texture and a uniform color.

2.4 Not used.

2.5 MORTAR: Mortar shall be Type N in accordance with the proportion specification of ASTM C 270 except Type N cement-lime mortar proportions shall be 1 part cement, 1 part lime and 6 parts aggregate; when masonry cement ASTM C 91 is used the maximum air content shall be limited to 12 percent and performance equal to cement-lime mortar shall be verified.

Evaluation of performance shall be based on ASTM C 780 and ASTM C 1072. Mortar for prefaced concrete masonry unit wainscots shall contain aggregates with 100 percent passing the

2.36 mm (No. 8) sieve and 95 percent passing the 1.18 mm (No. 16) sieve. Pointing mortar in showers and kitchens shall contain ammonium stearate, or aluminum tri-stearate, or calcium stearate in amount equal to 3 percent by weight of cement used. Cement shall have a low alkali content and be of one brand. Aggregates shall be from one source.

2.5.1 Admixtures: In cold weather, a non-chloride based accelerating admixture may be

used subject to approval. Accelerating admixture shall be non-corrosive, contain less than 0.2 percent chlorides, and conform to ASTM C 494, Type C.

2.5.2 Coloring: Mortar coloring shall be added to the mortar used for exposed masonry surfaces as required to produce a uniform color to match adjacent mortar. Mortar coloring shall not exceed 3 percent of the weight of cement for carbon black and ten percent of the weight of cement for all other pigments. Mortar coloring shall be chemically inert, of finely ground limeproof pigment, and furnished in accurately pre-measured and packaged units that can be added to a measured amount of cement. Matching of existing mortar shall be demonstrated by constructing a sample panel adjacent to the existing brick work.

2.6 GROUT: Grout shall conform to ASTM C 476. Cement used in grout shall have a low alkali content. Grout slump shall be between 8 and 10 inches.

2.6.1 Admixtures: In cold weather, a non-chloride based accelerating admixture may be used subject to approval. Accelerating admixture shall be non-corrosive, contain less than 0.2 percent chlorides, and conform to ASTM C 494, Type C.

2.7 ANCHORS, TIES, AND BAR POSITIONERS: Anchors and ties shall be fabricated without drips or crimps and shall be zinc-coated in accordance with ASTM A 153, Class B-2.

Steel wire used for anchors and ties shall be fabricated from steel wire conforming to ASTM A

82. Anchors and ties shall be sized to provide a minimum of 16 mm (5/8 inch) mortar cover from either face.

2.7.1 Wall Ties: Wall ties shall be rectangular-shaped fabricated of 5 mm (3/16-inch) diameter zinc-coated steel wire. Wall ties shall be no less than 100 mm (4 inches) wide. Wall ties may also be of a continuous type conforming to paragraph JOINT REINFORCEMENT.

Adjustable type wall ties, if approved for use, shall consist of two essentially U-shaped elements fabricated of 5 mm (3/16 inch) diameter zinc-coated steel wire. Adjustable ties shall be of the double pintle-to-eye type and shall allow a maximum of 13 mm (1/2 inch) eccentricity between each element of the tie. Play between pintle and eye opening shall be not more than 2 mm (1/16 inch). The pintle and eye elements shall be formed so that both can be in the same plane.

2.7.2 Adjustable Anchors: Adjustable anchors will be used to anchor masonry to structural steel columns or beams. Adjustable anchors shall be 5 mm (3/16 inch) diameter steel wire, triangular-shaped. Anchors attached to steel shall be 8 mm (5/16 inch) diameter steel bars placed to provide 2 mm (1/16 inch) play between flexible anchors and structural steel members.

Spacers shall be welded to rods and columns. Equivalent welded-on steel anchor rods or shapes standard with the flexible-anchor manufacturer may be furnished when approved. Welds shall be cleaned and given one coat of zinc-rich touch up paint.

2.7.3 Bar Positioners: Bar positioners, used to prevent displacement of reinforcing bars during the course of construction, shall be factory-fabricated from 9-gauge steel wire or

equivalent, and coated with a hot-dip galvanized finish. Not more than one wire shall cross the cell.

2.8 JOINT REINFORCEMENT: Joint reinforcement shall be factory-fabricated from steel wire conforming to ASTM A 82, welded construction. Tack welding will not be acceptable in reinforcement used for wall ties. Wire shall have zinc coating conforming to ASTM A 153, class B-2. All wires shall be a minimum of 9 gauge. Reinforcement shall be ladder type design, having one longitudinal wire in the mortar bed of each face shell for hollow units and one wire for solid units. Joint reinforcement shall be placed as to ensure a minimum of 16 mm (5/8 inch) cover from either face. The distance between crosswires shall not exceed 400 mm (16 inches).

Joint reinforcement for straight runs shall be furnished in flat sections not less than 3 m (10 feet) long. Joint reinforcement shall be provided with factory-formed corners and intersections. If approved for use, joint reinforcement may be furnished with adjustable wall tie features.

2.9 REINFORCING STEEL BARS AND RODS: Reinforcing steel bars and rods shall conform to ASTM A 615, Grade 60.

2.10 RIGID BOARD-TYPE INSULATION: Rigid board-type insulation shall be extruded polystyrene conforming to ASTM C 578, Type IV; either polyurethane or polyisocyanurate, faced with aluminum foil on both sides of the foam, Class 2, conforming to FS HH-I-1972/1 and having a minimum recovered material content of 9 percent by weight of core material in the polyurethane or polyisocyanurate portion. For polyurethane and polyisocyanurate the maximum design R-value per 25 mm (inch) of insulation used shall be 5.56. The insulation shall be a standard product and shall be marked with not less than the manufacturer's trademark or name, the specification number, the permeance and R-values. Insulation shall contain the highest practicable percentage of recovered material which has been recovered or diverted from solid waste, but not including material reused in a manufacturing process. Where two materials have the same price and performance, the one containing the higher recovered material content shall be provided.

2.10.1 Insulation Adhesive: Insulation adhesive shall be specifically prepared to adhere the insulation to be used to the substrate. The adhesive shall not deleteriously affect the insulation, and shall have a record of satisfactory and proven performance for the conditions under which it is to be used.

2.11 CONTROL JOINT KEYS: Control joint keys shall be a factory fabricated solid section of natural or synthetic rubber (or combination thereof) conforming to ASTM D 2000 or polyvinyl chloride conforming to ASTM D 2287. The material shall be resistant to oils and solvents. The control joint key shall be provided with a solid shear section not less than 5/8 inch thick and 3/8 inch thick flanges, with a tolerance of plus or minus 1/16 inch. The control joint key shall fit neatly, but without forcing, in masonry unit jamb sash grooves. The control joint key shall be flexible at a temperature of minus 30 degrees F after five hours exposure.

2.12 EXPANSION JOINT MATERIAL: Backer rod and sealant shall be adequate to accommodate joint compression equal to 50 percent of the width of the joint. The backer rod shall be compressible rod stock of polyethylene foam, polyurethane foam, butyl rubber foam, or other flexible, non-absorptive material as recommended by the sealant manufacturer.

2.13 FLASHING: Provide one of the following types except that flashing indicated to terminate in reglets shall be metal or coated-metal flashing and except that the material shall be one which is not adversely affected by dampproofing material.

a. Coated-Copper Flashing: 7 ounce, electrolytic copper sheet, uniformly coated on both sides with acidproof, alkaliproof, elastic bituminous compound. Factory apply coating to a weight of not less than 6 ounces/square foot.

b. Copper or Stainless Steel Flashing: Copper, ASTM B 370, minimum 450 kg 16 ounce weight; stainless steel, ASTM A 167, Type 301, 302, 304, or 316, 0.015 inch thick, No. 2D finish. Provide with factory-fabricated deformations that mechanically bond flashing against horizontal movement in all directions. Deformations shall consist of dimples, diagonal corrugations, or a combination of dimples and transverse corrugations.

c. Reinforced Membrane Flashing: Polyester film core with a reinforcing fiberglass scrim bonded to one side. The membrane shall be impervious to moisture, flexible, and not affected by caustic alkalis. The material, after being exposed for not less than 1/2 hour to a temperature of 0 degrees C 32 degrees F, shall show no cracking when, at that temperature, it is bent 180 degrees over a 1/16 inch diameter mandrel and then bent at the same point over the same size mandrel in the opposite direction 360 degrees.

2.14 WEEP HOLE VENTILATORS: Weep hole ventilators shall be prefabricated aluminum grill type vents designed to prevent insect entry with maximum air entry. Ventilators shall be sized to match modular construction with a standard 10 mm (3/8 inch) mortar joint.

PART 3 - EXECUTION

3.1 ENVIRONMENTAL REQUIREMENTS:

3.1.1 Hot-Weather Installations: Masonry erected when the ambient air has a temperature of more than 99 degrees F, in the shade, and has a relative humidity of less than 50 percent shall be protected from direct exposure to wind and sun for 48 hours after installation.

3.1.2 Cold-Weather Installation: Cold-weather installation shall be in accordance with IMIAWC, Recommended Practices and Guide Specifications for Cold-Weather Masonry Construction.

3.2 PROTECTION: Facing materials shall be protected against staining. Top of walls shall be covered with non-staining waterproof covering or membrane when work is not in process.

Covering shall extend a minimum of 2 feet down on each side of the wall and be held securely in place. Before starting or resuming, top surface of masonry in place shall be cleaned of loose mortar and foreign material.

3.3 ERECTION: No unit having a film of water or frost on its surface shall be laid. Cutting of individual masonry units prior to installation shall be with power masonry saw. Masonry shall be laid plumb, true to line, with level courses accurately spaced. Bond pattern shall be kept plumb throughout. Corners and reveals shall be plumb and true. Vertical joints shall be shoved tight. Each unit shall be adjusted to final position while mortar is still soft and plastic. Any unit that is disturbed after mortar has stiffened shall be removed and relaid with fresh mortar.

Raked-out joints shall be kept free from mortar or other debris. Spaces around built-in items shall be solidly filled with mortar as each course is laid. The sizes of any two adjacent units shall be within permitted tolerances so that the difference between the vertical faces of such units shall not exceed 1/8 inch in exposed-to-view walls. Units in exposed-to-view walls shall be free from chipped edges or other imperfections detracting from the appearance of the finished work.

The airspace between the wythes shall be kept clear and free of mortar droppings by temporary wood strips laid on the wall ties and carefully lifted out before placing the next row of ties.

3.3.1 Preparation of Concrete Surfaces: Clean laitance, dust, dirt, oil, organic matter or other foreign materials from concrete surface upon which reinforced masonry is to be placed.

Use sand blasting, if necessary, to remove laitance from pores and to expose the aggregate.

3.3.2 Cutting and Fitting: Cutting and fitting, including that required to accommodate the work of others, shall be done by masonry mechanics. Wherever possible, full units of the proper size shall be used in lieu of cut units. Cut edges shall be clean, true, and sharp. Cutting of units shall be with power masonry saw for exposed block. Wet cut units, before being placed in the work, shall be dried to the same surface-dry appearance as uncut units being placed in the wall. Openings shall be carefully cut, formed, or otherwise neatly made for recessed items and for electrical, plumbing, or other mechanical installations so that wall plates, cover plates, or escutcheons required by the installations will completely conceal the openings and will have bottoms in alignment with lower edge of masonry joints. Webs of hollow masonry units shall be cut the minimum required for the installation.

3.3.3 Embedded Items: Spaces around built-in items shall be filled solidly with mortar. Anchors, ties, accessories, and other items required to be built in shall be built in as the masonry work progresses. Anchors, ties, and joint reinforcement shall be fully embedded in mortar. Cells receiving anchor bolts and cells of first masonry course below bearing plates shall be filled solidly with mortar or grout.

3.3.4 Unfinished Work: Unfinished work shall be stepped back for joining with new work. Toothing may be resorted to only when specifically approved. Before laying new work, INDEX - PAGE 21 loose mortar shall be removed and the exposed joint shall be thoroughly cleaned. Surfaces of clay or shale brick shall be dampened as required after cleaning to obtain good bond with subsequent work.

3.3.5 Mortar: Mortar shall be accurately measured in laboratory-established proportions and mixed with as much water as may be necessary to produce the wettest workable consistency possible. Mortar shall be placed in final position within 2-1/2 hours after mixing.

Mortar not used or that has started to set within this time interval shall be discarded. Mortar, that has stiffened within the above time interval, because of evaporation of moisture from the mortar, shall be retempered to restore its workability.

3.3.6 Jointing: Joints in exposed-to-view walls shall be tooled slightly concave with the mortar thoroughly compacted and pressed against the edges of the units. Tooling shall be done when the mortar is thumbprint hard. The tooled joints shall be finished to uniformly straight and true lines and surfaces, smooth and free of tool marks. Joint widths shall align with and match adjacent (approximately 3/8-inch wide).

3.3.7 Brick Units: Brick facing shall be laid with the better face exposed. Brick shall be laid in running bond with each course bonded at corners, unless otherwise indicated.

3.3.7.1 Solid Units: Bed, head, and collar joints shall be completely filled with mortar.

3.3.7.2 Hollow Units: Hollow units shall be laid as specified for concrete masonry units.

3.4 WEEP HOLES: Weep holes shall be provided not more than 600 mm (24 inches) on centers in mortar joints of the exterior wythe above wall flashing, over foundations, bond beams, and any other horizontal interruptions of the cavity. Weep holes shall be formed by using weep hole ventilators. Other methods may be used for providing weep holes upon approval of the Contracting Officer. Weep holes shall be kept free of mortar and other obstructions.

3.5 PLACING REINFORCING STEEL: Prior to placing grout, clean all reinforcement of loose, flaky rust, scale, grease, mortar, grout, or other coating which might destroy or reduce its bond with the grout. Unless otherwise indicated, the details of reinforcement shall conform to ACI SP-66. Do not bend or straighten reinforcing in a manner injurious to the steel. Do not use bars with kinks or bends not shown on the drawings. Placement of reinforcement shall be inspected and approved prior to placing grout. Vertical bars shall be spliced only where indicated. Unless otherwise indicated, vertical wall reinforcement shall extend to within 50 mm (two inches) of tops of walls.

3.6 SHRINKAGE-CRACKING CONTROL, JOINT REINFORCEMENT: Joint

reinforcement shall be installed as indicated. Reinforcement shall be placed so that longitudinal

wires are centered on the wall or wythe and are fully embedded in mortar for their entire length.

Reinforcement at openings shall extend not less than 24 inches beyond the end of lintels or the end of the panel if the distance to the end of the panel is less than 24 inches. Reinforcement shall be lapped 6 inches or more for deformed longitudinal wires and 12 inches or more for smooth longitudinal wires. Factory-fabricated sections shall be installed at corners and wall intersections.

3.7 POINTING AND CLEANING: After mortar joints have attained their initial set, but prior to hardening, mortar and grout daubs or splashings shall be completely removed from masonry-unit surfaces that will be exposed or painted. Before completion of the work, all defects in joints of masonry to be exposed or painted shall be raked out as necessary, filled with mortar, and tooled to match existing joints. Masonry surfaces shall not be cleaned, other than removing excess surface mortar, until mortar in joints has hardened. Masonry surfaces shall be left clean, free of mortar daubs, dirt, stain, and discoloration, including scum from cleaning operations, and with tight mortar joints throughout. Metal tools and metal brushes shall not be used for cleaning. Concrete-masonry-unit surfaces shall be dry-brushed at the end of each day's work and after any required pointing.
