On the Pricing Worksheet, Year 1 – 5 tabs, the formula for the Year ODC TEP (cell J37 for Year 1 and cell J38 for Years 2 – 5) appears to include the Material Handling amount and the Material Handling Base amount. Was the government’s intent to include both amounts in the ODC TEP sum calculation, or was the Material Handling Base amount included only to calculate the G&A on Material Handling, and therefore should be removed from the ODC TEP sum calculation?

Also, the Pricing worksheet is set up for companies that have a Material Handling rate, which we don’t.

What would you like us to do about that as well (we would need to modify the formulas to make the calculations fit our methodology)? Can we add a footnote stating that?

ANSWER: A new Revised Pricing Worksheet has been developed and is attached with Solicitation

Amendment 5. All offerors must use this Revised Pricing Worksheet.

In Attachment 5, when we put in the labor rate for Overtime, it is calculating the same amount of fringe on the required time and a half rate as it does on the regular hourly rate. This will cause the fully burdened rate to be higher than it should be since the same amount of fringe is not required on overtime hours. May we either add an additional line for Overtime Fringe or may we manually change the calculation in the Year 1 through Year 5 tabs to show the correct calculations for the Overtime hours only?

ANSWER: Please adjust based on your accounting practices. A new Revised Pricing Worksheet has been developed and is attached with Solicitation Amendment 5. All offerors must use this Revised Pricing

Worksheet.

62. C‐9.2 Key Personnel: Does the government intend to require the Academic Advisor to have five years teaching experience and an additional five years of advising/teaching experience?

ANSWER: No. It’s a total of 5 years. Per PWS C‐9.2.2. Among the language training supervisors, a language Academic Advisor (specialist) must be identified and designated. In addition to meeting language training supervisor’s qualifications, the language Academic Advisor must have at least a Master’s degree in foreign language education or related field and 5 years of relevant experience. The Language Academic advisor will provide academic support to the other language training supervisors and will work closely with DLI‐W Academic Advisors.
