1. Question – The reference paragraph (L.C.2.f; pg. 108) indicates that instructor resumes are exempted from page limits. Are the supervisory resumes also exempt from page limits?

Answer - Supervisory resumes are exempt from page limitations.

2. Question – The reference paragraphs (L.C.2.i; L.C.3.b.2; pg.108) requires a Glossary of Abbreviations and Acronyms for each volume. Paragraph L.C.3.b.2 does not include a Glossary of Abbreviations and Acronyms in the volume organizational structure. Please confirm that a Glossary of Abbreviations and Acronyms is required or Volume II.

Answer - Yes, Glossary of Abbreviations and Acronyms is required for Volume II.

3. Question - The instructions require that Vol II Subfactor 1, Institutional Capability and Management, is to be identified as Tab E. Tab E is also the last Vol I Tab. Please confirm that the first tabbed section of volume II should be labeled “TAB E”.

Answer – The Tab for Subfactor 1, Institutional Capability and Management has been changed to “TAB F” and all Tabs after have been changed to be in concise order.

4. Question - The referenced paragraph (L.C.2.f; pg. 108) identifies content (training materials list, instructor resumes, instructor-training materials, or required syllabi and lesson plans) that is not subject to page limits. Is it acceptable for the non-page counted material to be placed into separately paginated Appendices (and referenced from the body of the proposal) in order to more easily determine section level page count?

Answer - Please add “non-page counted material” as separate Appendixes at the end of each appropriate Tab (must be clearly identified).

5. Question - Are the sample course packages required in Tab F considered to be ‘lesson plans and syllabi’ and therefore not included in the page limits of Volume II?

Answer - Yes, course packages are excluded from the page limitations

6. Question - Are the Student Observation and Counseling Forms required to be submitted in Tab E excluded from page limits?

Answer - The Student Observation and Counseling Forms are excluded from the page limitations.

Answer – Attachment 1 – Sample Consent Letter is provided as an Attachment to this Solicitation Amendment.

Answer - Attachment 2 – Specific Relevant Contracts Sheet is provided as an Attachment to this Solicitation Amendment.

9. Question - The instructions regarding the Past Performance Questionnaires indicates that a minimum of three questionnaires must be received by the KO but it unclear how many relevant contracts are desired/allowed. How many past performance references may be provided by the prime contractor? How many past performance references may be provided by subcontractors?

Answer – A minimum of 3 PPQs and a maximum of 6 PPQs. Past Performance for prime ONLY. Overall responsibility for successful performance rests on the prime. Therefore, it is required that any prime vendor has the qualifications and relevant experience required for successful performance on this contract.

10. Question - The instructions include Past Performance Questionnaires as an element to be provided within volume III. The instructions for Past Performance Questionnaires indicate that they be returned directly to the KO. Does the government desire/require the Past Performance Questionnaires to be included in Volume III (e.g., partially completed questionnaire)?

Answer - Completed PPQs should be sent to KO and NOT included in Volume III.

11. Question - Please confirm that there are no page limits to any portions of Volume III, other than for the completed Attachment 2, Specific Relevant Contracts Format (max of 3 pages per reference).

Answer - Attachment 5 – Pricing Worksheet is provided as an Attachment to this Solicitation Amendment.

Does the government require pricing to be submitted in both Volumes I (in CLIN structure) and V (per Attachment 5)?

Answer - Yes, submit pricing in both Volume I (in CLIN Structure) and in Volume 5 (Attachment 5 – Pricing Worksheet).

14. Question - The instructions indicate that proposals shall be submitted prior to the closing date and time identified on the SF 33. The SF33 does not contain a due date in block 9. Please confirm the due date of the proposal is 15 August per the FBO posting.

15. Please consider a due date extension to allow offerors adequate time review key attachments and prepare compliant proposals.

Answer – The PPQ is on page 89. No extensions to due date.
