Solicitation W911RZ-17-Q-0035 Fort Carson Dust Suppressant Questions and Answer 19 July 2017

Question: Can you please confirm, are you only requiring delivery and application of mag for this bid, or are you requiring the bidder to complete the work listed in sections 2.7.3.1.1.1.1 through 2.7.3.1.1.1.3? It appears this solicitation is for road building/work and application of chemical not only application of chemical.

Answer: The work listed in Sections 2.7.3.1.1.1.1 through 2.7.3.1.1.1.3 is the process that is required to properly apply this product.

Proper application involves: Scarifying the top 2 inches of the road surface, wetting with water to approximately 4% moisture content 3-4 inches deep, applying magnesium chloride in two applications of 0.25 gallons per square yard allow to soak for at least 30 minutes between applications, and finally rolling the surface with a pneumatic tire roller. This is not "road building/work". It is the application process specified in the CDOT spec and manufacturer's instructions.

Section 2.7.3.1.1.1.5 specifies that the magnesium chloride shall be applied in accordance with CDOT Specifications, manufacturer instructions, and the contract documents.

Question: Is there water available for us on the base (fire hydrants) and if there are, is there any way I can find out where they are located in proximity to the location of each phase of the project?

Answer: Contractors are allowed to use non-potable overhead fill points and hydrants without reimbursing the government after obtaining an approved hydrant application. A map of the south water points/hydrants is shown. Any hydrant in the cantonment area can also be used. Requirements noted in the hydrant application (attached) must be complied with. Recommend making this information available to the other bidders.

Attachment 1 – Water Points South Attachment 2 – Hydrant Application Question: In previous Dust Palliative projects, it has been allowed to follow the manufacturer’s installation recommendations which do not require scarifying 2”. Is it acceptable to install the mag chloride per the manufacturer’s recommendations or is the 2” scarifying mandatory despite not being required per the install instructions?

Answer: The 2" scarifying is required IAW CDOT standards for mag chloride application, which Ft Carson has adopted.

Question: The SOW states a 60 PoP, but without knowing the Ft. Carson range schedule, it might be difficult to accomplish this work. Can you please provide known training activities that will impact the work as some of the roads receiving the mag chloride are highly utilized routes for units attending training exercises?

Answer: The schedule for down range training is not available. Training should have minimal impact on the dust palliative application since most routes are wide enough to support both the work and traffic simultaneously. Prior coordination with Range Control will be required if any route must be closed for treatment.

Question: Can you provide a rail schedule as the amount of mag chloride required for this project will require the product to be railed in. The lack of rail space will greatly impact the schedule.

Answer: The rail movement schedule is not available. Ft Carson will allow for delays caused by lack of rail space resulting from military rail movements.
