PERFROMANCE WORK STATEMENT PWS

PERFORMANCE WORK STATEMENT (PWS) AQUATIC VEGETATION REMOVAL

SERVICES

PART 1

1. GENERAL: This Performance Work Statement (PWS) outlines the requirements to provide Aquatic Vegetation Removal Services on Caney Creek Reservoir on the Red River Army Depot, Texarkana, Texas.

1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform aquatic vegetation removal services as defined in this PWS, except for those items specified as government furnished property and services in Part 3 of this PWS.

The Contractor shall obtain any and all licenses/permits, approvals, notifications, and other documentation necessary to properly conduct the services in this contract, at no additional cost to the United States Government

(USG).

1.2 Background: Caney Creek Reservoir is an approximately 185 acre lake located on Red River Army Depot (RRAD) near Texarkana, Texas. The reservoir has several species of native and non-native species of aquatic vegetation that currently cover approximately 58% of the surface and subsurface area of the lake.

RRAD desires to maintain the coverage of vegetation at approximately 20% to allow for multiple use benefits.

1.3 Objectives: The Contactor shall perform the following services:

The purpose of this contract is to temporarily reduce the coverage of floating and submerged, aquatic vegetation on the Red River Army Depot’s (RRAD) Caney Creek Reservoir in northeast Texas, in order to facilitate the application of pesticides at a later date. The project consists of removing and disposing of aquatic vegetation.

Army Regulation 200-1, Environmental Protection and Enhancement requires that installations manage natural resources on an ecosystem basis while decreasing the amount of pesticide usage across the Army. Caney Creek Reservoir is an approximately 185 acre lake with several species of native and non-native aquatic species.

1.3.1 This Performance Work Statement (PWS) defines requirements for implementing this project for the benefit of temporarily reducing aquatic vegetation density/coverage on Caney Creek Reservoir to that of approximately 20%.

1.4 Scope: This project will involve removing and disposing of all aquatic vegetation that occurs between the depths of 2’ to 5’ and extending out into the lake to the outer extent of floating vegetation in all areas designated by the US Government (USG). Total area of vegetation to be treated will include approximately 40-60 acres as determined by the Government. Contractor shall remove a minimum of 1 (one) acre per day of aqautic vegetation.

1.4.1 Red River Army Depot will furnish a map of the treatment areas.

1.4.2 Aquatic plants are to be removed from the lake using methods that minimize the escape of plant fragments.

1.4.3 Mechanical harvesting can be performed 6 days a week. Caney Creek Reservoir will be shut down one weekday per week, normally a Wednesday or Thursday due to mission requirements.

1.4.4 Plant material must be removed and disposed of promptly after collection. Red River Army Depot will provide a disposal site for the waste.

1.5 Period of Performance: The treatment shall occur on Caney Creek Reservoir during June, after complete coverage of vegetation is in place and as determined by the COR. The period of performance shall expire 01 August 2019.

1.6 Quality Control: The Contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services as well as include safeguards for proper collection, transport and disposal practices. The Contractor’s final QCP shall be submitted for review within fifteen

(15) days of the contract date and shall be made available to the KO, COR, or ACOR. After acceptance of the QCP, the Contractor must receive the KO’s acceptance in writing for any proposed changes to the submitted quality control system.

1.6.1 Quality Assurance: The USG will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the USG must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum level of acceptable performance.

1.6.2 Place of Performance: The work to be performed under this contract will be performed at Red River Army Depot, Texarkana, Texas.

1.6.3 Periodic Progress Meetings: The KO, COR, and other USG personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings, the COR will apprise the Contractor of how the USG views the Contractor's performance. The Contractor shall identify problems or potential problems immediately to the COR or the Contracting Officer instead of waiting for a progress meeting. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the USG.

1.6.4 Inspections: All equipment utilized by the Contractor in the execution of this contract shall be made available at any time without prior notice for inspection and/or site visits by the KO, COR, ACORs, or other inspector authorized by the KO, COR or ACOR. Authorized inspectors identified by the KO or COR shall be permitted to take photographs, video, samples, notes, and other information as required to report on the progress of the project.

1.6.5 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract:

perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; assist the KO with issuing written interpretations of technical requirements; monitor Contractor's performance and notify both the KO and Contractor of any deficiencies; and coordinate availability of USG furnished services and property. A COR appointment letter, which shall be sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the contract or task order.

1.6.6 Key Personnel: The following personnel are considered key personnel by the USG:

Contract Manager

Alternate Contract Manager Site Manager

The Contractor shall identify and provide acceptable qualifications for the following individuals that the Contractor intends to utilize in the performance of this contract. The contractor shall also provide the names, phone numbers, and email addresses for all of the individuals in these positions and keep the COR updated as changes occur. (All emails should be valid formats compatible with U.S. Government systems/MS Outlook.)

1.6.7 The Contract Manager: The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of this person and an Alternate Contract Manager, who shall act for the Contractor when the Contract Manager is absent, shall be designated in writing to the KO. The Contract Manager, or Alternate Contract Manager, shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract, shall be fluent in English and shall be technically versed and proficient in all aspects of solid waste management as it pertains to the performance of this contract. The Contract Manager or Alternate Contract Manager shall be available during the hours of 0800 to 1600 daily.

1.6.8 The Site Manager: The Site Manager shall be available to coordinate on-site performance of the contract on RRAD. The Site Manager shall interface directly with the designated COR, as well as coordinating on site issues as required with the RRAD Command, security personnel and/or the RRAD Public Works Department.

The Site Manager is responsible for ensuring the contract requirements are followed at all time by employees on this contract.

1.6.9 Identification of Contractor Employees: A list of employees shall be sent to the COR at least 48 hours in advance of arriving at RRAD. All Contractor personnel on RRAD shall process in through the Visitor Control Center on the first day and shall travel directly to and from the work site daily.
