PART 1
1. GENERAL: This Performance Work Statement (PWS) outlines the requirements to provide Aquatic
Vegetation Control Services on Caney Creek Reservoir on the Red River Army Depot, Texarkana, Texas.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, chemicals, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform aquatic vegetation reduction services as defined in this PWS, except for those items specified as government furnished property and services in Part 3 of this PWS.
The Contractor shall obtain any and all licenses/permits, approvals, notifications, and other documentation necessary to properly conduct the services in this contract, at no additional cost to the United States Government (USG). This includes compliance with RRAD Integrated Pest Management Plan (IPMP), Army Regulation 200-1, Department of
Defense Instruction 4150.07 as well as any and all applicable Federal, State, and local laws, codes, and regulations in connection with the application and use of herbicides. The applicator and mixer MUST be certified in the state of Texas to apply pesticides to aquatic vegetation and must furnish a copy of the licenses to the COR/IPMC.
RRAD personnel shall conduct a contractor in-briefing to address site specific information to include but is not limited to safety, emergencies, spills, infield pesticide mixing procedures, as well as required deliverables as specified in RRAD
IPMP, DODI 4150.07, and AR 200-1 (proof of TX pesticide applicator license, DD1532 or equivalent and etc.)
1.2 Background: Caney Creek Reservoir is an approximately 185 acre lake located on Red River Army Depot
(RRAD) near Texarkana, Texas. The reservoir has several species of native and non-native species of aquatic vegetation that currently cover approximately 58% of the surface and subsurface area of the lake. RRAD desires to maintain the coverage of vegetation at approximately 20% to allow for multiple use benefits.
1.3 Objectives: The Contactor shall perform the following services:
The purpose of this contract is to reduce the coverage of floating and submerged, aquatic vegetation on the Red River
Army Depot’s (RRAD) Caney Creek Reservoir in northeast Texas, in order to facilitate recreation and restore vitality to the lake. The project consists of one, early season chemical treatment of aquatic vegetation to be applied by boat.
Army Regulation 200-1, Environmental Protection and Enhancement requires that installations manage natural resources on an ecosystem basis. Caney Creek Reservoir is an approximately 185 acre lake with several species of native and non-native aquatic species.
1.3.1 This Performance Work Statement (PWS) defines requirements for implementing this project for the benefit of helping reduce the aquatic vegetation density/coverage on Caney Creek Reservoir to that of approximately 20%.
1.4 Scope: This project will involve the treatment of all actively growing aquatic vegetation in all areas designated by the US Government (USG). Total area of vegetation to be treated will include 70 surface-acres, as determined by the
Government. The Contractor shall be required to track acreage treated with GPS and monitor application rates for reporting to RRAD. Such data shall be delivered to RRAD upon request and produced as a final deliverable for project close out.
1.4.1 Red River Army Depot will furnish a map of the treatment areas.
1.4.2 Primary target vegetation will be coontail, white water lily, American lotus, watershield, bladderwort, parrot feather and variable leaf water milfoil. Strength/Ratio of Chemicals shall be in accordance with the manufacturer's product label for control of the target species.
1.4.3 Work can be performed 6 days a week. Caney Creek Reservoir will be shut down one weekday per week, normally a Wednesday or Thursday due to mission requirements.
1.4.4 The Contractor shall apply a selective, systemic herbicide that will provide effective control of the listed species throughout a significant portion of the growing season. Application must be made from a floating vessel (boat, barge, etc). Aerial applications are not authorized. Only Department of Defense approved herbicides bearing EPA registration numbers on the label shall be used. Herbicide storage, mixing and application shall conform to Public
Law 92-516, and the Federal Environmental Pesticide Control Act. Herbicides shall be approved by Red River Army
Depot. Three copies of each pesticide label and three copies of the manufacturer's material safety data sheet (MSDS) and/or safety data sheet (SDS) for hazardous and toxic chemicals shall be submitted to the Contracting Officer for approval, 10 days prior to work start.
1.5 Period of Performance: The treatment shall occur on Caney Creek Reservoir between the dates of 15 April and 15
May 2019 and IAW the pesticide label. The period of performance shall expire 15 May 2019.
1.6 Quality Control: The Contractor shall develop and maintain an effective Quality Control Plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services as well as include safeguards for the protection of land based, non-target species. The Contractor’s final QCP shall be submitted for review within fifteen (15) days of the contract date and shall be made available to the KO, COR, or ACOR. After acceptance of the QCP, the
Contractor must receive the KO’s acceptance in writing for any proposed changes to the submitted quality control system.
1.6.1 Quality Assurance: Immediately after 14 days following the final treatment, services rendered will be inspected by the government COR and Installation Pest Management Coordinator (IPMC). The treated areas must have 90% control of target undesirable vegetation. Any defect or unaccomplished work shall be immediately brought to the attention of the Contractor. The Contractor shall meet with the COR and IPMC to discuss the work in question without delay. Work determined unsatisfactory after the discussion, or the Contractor’s failure to discuss the work in question shall be cause for adjustment in contract price based on the government estimate of work not performed utilizing the contract unit price(s). The government may sample the Contractor’s pesticides and inspect the Contractor’s equipment and materials at any time. When inspection reveals inadequate control, (ie population levels remain above the acceptable level of control) the contractor shall respond within 24 hours to retreat previously treated areas after receiving notice from the contracting officer representative at no additional charge to the government (Sundays and
Holidays excluded). The Contractor will be required to complete a daily pesticide use report and provide this report to the IPMC upon inspection and on a weekly basis.
1.6.2 Place of Performance: The work to be performed under this contract will be performed at Red River Army Depot, Texarkana, Texas.
1.6.3 Periodic Progress Meetings: The KO, COR, and IPMC, as appropriate, may meet periodically with the
Contractor to review the Contractor's performance. At these meetings, the COR will apprise the Contractor of how the USG views the Contractor's performance. The Contractor shall identify problems or potential problems immediately to the COR or the Contracting Officer instead of waiting for a progress meeting. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the USG.
1.6.4 Inspections: All equipment utilized by the Contractor in the execution of this contract shall be made available at any time without prior notice for inspection and/or site visits by the KO, COR, ACORs, IPMC, or other inspector authorized by the KO, COR or ACOR. Authorized inspectors identified by the KO or COR shall be permitted to take photographs, video, samples, notes, and other information as required to report on the progress of the project.
The Contractor shall be responsible for ensuring that all chemical containers have a manufacturers label intact, and if not, a copy of similar data shall be made and attached to the container. The Contractor shall also furnish necessary labels for tanks containing mixed solutions. These labels shall designate the chemical formulation, denote chemicals, strengths, etc., and shall be fixed to the tank. A copy of each manufacturer's label and a MSDS, for each chemical being transported, and said chemicals shall be kept in the Contractor's vehicle when transporting.
1.6.5 Contracting Officer Representative (COR): The COR will be identified by separate letter. The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance; maintain written and oral communications with the
Contractor concerning technical aspects of the contract; assist the KO with issuing written interpretations of technical requirements; monitor Contractor's performance and notify both the KO and Contractor of any deficiencies; and coordinate availability of USG furnished services and property. A COR appointment letter, which shall be sent to the
