PERFORMANCE WORK STATEMENT (PWS)
Refuse Removal with Waste Stream Diversion U.S. Army Garrison Adelphi Laboratory Center C.1 Background: The primary mission of United States Army Garrison, Adelphi Laboratory Center (USAG, ALC) is to provide valuable support services and infrastructure to enable scientific research, development, and well-being of the workforce. USAG ALC serves the Soldier and collaborates with Army science and research by providing excellent laboratory facilities and support services at ALC and the Blossom Point Research Facility (BPRF). ALC is located at 2800 Powder Mill Road, Adelphi, Maryland in Prince George’s County. BPRF is located at 15000 Blossom Point Road, Welcome, Maryland in Charles County.
C.2 Objectives: The objective of this contract is to provide the requisite Solid Waste Diversion, Disposal, and related waste stream management utility services at ALC and BPRF. The Contractor shall dispose of refuse from ALC and BPRF and reduce quantities of material disposed of in landfills by increasing diversion by any legal process that avoids landfill disposal. In support of the goals of Executive Order (EO) 13693, Planning for Federal Sustainability in the Next Decade, the Contractor shall:
Divert at least 50 percent of non-hazardous solid waste annually and pursue opportunities for net-zero waste or additional diversion opportunities. Construction and demolition materials and debris are not included as a part of this requirement. EO 13693 defines diversion as redirecting materials from disposal in landfills or incinerators to recycling or recovery, excluding diversion to waste-to-energy facilities. The final outcomes and results shall include increasing the overall solid waste diversion rate, responsiveness, quality, final site condition, and acceptability to the customer.
The Contractor will earn an annual performance incentive through exceeding landfill diversion goals as detailed in Attachment 001 of the Request for Proposal.
C.3 Requirements:
C.3.1 Refuse and Recycling Removal Requirements:
C.3.1.1 The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision necessary to perform Solid Waste Diversion, Disposal, and related waste stream management utility services at ALC and BPRF for refuse and the following recyclable materials: mixed paper, comingled materials (aluminum cans and foil products, bi-metal steel/tin cans, glass bottles and jars, and plastic bottles and containers), cardboard, and scrap metal.
C.3.1.2 The Contractor shall determine proper disposition of all collected materials with landfill disposal being the last alternative after seeking any other legal diversion process.
C.3.1.3 The Contractor shall perform all work in such a manner as to minimize interference with normal operations on the installation.
C.3.1.4 The Contractor shall ensure both refuse and recyclable materials are disposed/recycled at a facility compliant with all local, state and federal regulatory requirements.
C.3.1.5 The Contractor shall obtain and provide a copy to the Government all necessary licenses and permits, in compliance with any applicable Federal, State, Local or Municipal laws, codes, or regulations, needed to perform the services detailed in this performance work statement.
C.3.1.6 The Contractor shall notify the COR before all refuse and recycling pick-ups at least twenty-four (24) hours in advance.
C.3.1.7 The Contractor shall provide the COR a copy of the weight tickets, or any other official (from a refuse/recycling facility) documentation that shows the weight, as verification of tonnage removed for each of the refuse and recycling containers with the monthly invoice prior to Wide Area Workflow invoice submission. Weight tickets for containers that are not weighed at each pickup are not required on a monthly basis, but are required for the months that the quarterly weighing occurs.
C.3.1.8 The Contractor shall locate containers so as not to interfere with or block any sidewalks, entrance or access ways and shall be within the pick-up area designated by the Government. All containers with lids shall be left with top loading and side doors closed after each pick up.
C.3.1.9 The Contractor shall be responsible for clearing of all debris as a result of spillage during service, including any refuse that falls from containers.
C.3.1.10 Refuse and Recycling will not include hazardous waste upon pick up, and the Contractor shall not add any hazardous waste to the non-hazardous waste they pick up during performance of services under the PWS, as defined in Title 40 Code of Federal Regulation (CFR) Part 261 and/or Code of Maryland Regulations (COMAR) Title 26.
C.3.1.11 Upon discovering any inappropriate materials placed inside any collection container, the Contractor shall promptly notify the COR.
C.3.2 Refuse-Specific Services Requirements:
C.3.2.1 The Contractor shall load, transport, and dispose of all refuse stored in containers located at ALC and BPRF.
C.3.2.2 When using the Government-owned 35 cubic yard (CY) compactor, the Contractor shall disconnect the two (2) hydraulic lines before lifting the 35 CY compactor container and then re-connect the lines after the unit is collected.
C.3.2.3 The Contractor shall provide the personnel, materials and equipment necessary to collect and dispose of refuse from the ALC post restaurant that is not composted, recycled or reused. The Contractor shall locate the Contractor furnished refuse container(s) by the loading dock on the north side of ALC Building 204. Refuse collected shall be disposed of a minimum of once every week.
C.3.2.4 If the Contractor provides any 8 CY containers as a part of the requirement and does not weigh the refuse/recyclable materials each time the container is emptied, the Contractor shall weigh the tonnage of refuse removed from each of the 8 CY containers, located at ALC and BPRF, on a quarterly basis throughout the calendar year. ALC will use these weights to determine an average estimated weight for each container during the year.
C.3.3 Recycling-Specific Services Requirement:
C.3.3.1 The Contractor shall load, transport, and disposition recyclable materials stored in Contractor-provided containers located at ALC and BPRF. ALC promotes diversion and has established a solid waste recycling program for collecting the items requiring mandatory recycling by Montgomery County. Mixed paper and comingled materials (aluminum cans and foil products, bi-metal steel/tin cans, glass bottles and jars, and plastic bottles and containers) are collected in hallways and offices throughout the installation. The Government will collect and transport these materials from the disposal containers throughout the building to the Recycling Center. Cardboard is collected and baled in the Recycling Center. Scrap metal is collected in roll-off dumpsters at the Adelphi site and at the Blossom Point site. The Contractor shall seek new ways to expand recycling at ALC and BPRF, provide suggestions to the COR for expansion, develop a plan for those approved by the COR, and then integrate the expansions into the services provided.
C.3.3.2 The Contractor shall, upon arrival at ALC, proceed to the loading dock at the rear of Building 205 and meet a Government escort (COR or designate) for the collection of recyclable materials from the Recycling Center.
