QUESTIONS AND ANSWERS 2
1. Is it acceptable to provide block or cylinder heads that are NOT genuine AM General material, hence, counterfeit material, that does not comply with the DoD Counterfeit Prevention Policy? Will the casting numbers be inspected during the acceptance process to ensure they are not counterfeit? Only OEM blocks and cylinder heads are acceptable. OEM casting numbers will be inspected prior to shipping the engine to the contractor and after receiving the engine back from the contractor. If the casting numbers (or lack thereof) indicate a potential issue with the part, the appropriate actions will be taken with the contractor to ensure the correct components are being used.
2. If non OEM material is allowed, how does the government intend to insure that the counterfeit blocks and heads are within metallurgy specification and not missing the critical molybdenum component that’s in the metal composition of all new blocks. This significantly affects block strength and durability. Non OEM material is not allowed for engine blocks or cylinder heads.
3. In regards to Question and Answer #8 and #9 in Amendment 0002, we request that the Government reconsider the answers provided. Other Government Agencies typically do not allow aftermarket / counterfeit castings to be used in the remanufacturing of the HMMWV 6.5L engines. Although aftermarket castings may meet OEM specifications dimensionally, the material composition of the castings are significantly different. It is our experience that the aftermarket castings (blocks and heads) are far inferior to the OEM castings and could ultimately jeopardize the longevity of the remanufactured products. Please confirm Letterkenny Army Depot's position regarding replacement of non-repairable heads and blocks. Please refer to questions 1 and 2 above.
