SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

1. With regards to paragraph, 5.2.1.1.1, the Government states, "... injectors and injection pump will be monitored and tested during the requalification performance test. If these components fail, they shall be replaced with remanufactured or new components." Does this same statement also apply to the turbocharger for the 6.5L turbocharged engines? Can the Government provide estimates on how often these items are replaced? Yes this applies to the turbocharger. The government doesn’t have failure rates for the turbocharger.

2. With regards to paragraph 5.2.1.1.2, the Government states, "The contractor shall replace the glow plug controller with the same type as received." In the chart below this section, Item # 18 lists the two different part numbers for these controllers. Since the pricing on the two controllers is significantly different, can the government provide estimates on how often each of the controllers are required? Approximately 90% of the glow plug controllers are the KDS style.

3. Can you clarify paragraph 5.2.1.1.1 and 5.2.1.1.2 regarding new or remanufactured items for items 1-32 on the chart, specifically which items are replaced with new and which items can be remanufactured. The language in the paragraphs can be interpreted in different ways.

Modify paragraph 5.2.1.1.1 to read:

5.2.1.1.1. The contractor shall replace items 1-32 in the following chart with new or remanufactured components.

The contractor can use remanufactured components only for items 12 & 26 through 32. The contractor shall perform a three-hour minimum Dynamometer Engine Requalification Performance Test. At a minimum, the engines shall meet or exceed 95% of rated HP at NMWR/OEM acceptable, speed, load and oil pressures. The performance of the injectors, injection pump, and turbocharger will be monitored and tested during the requalification performance test. If these components fail, they shall be replaced with remanufactured or new components. The contractor shall replace the glow plug controller with the same type as received.

Paragraph 5.2.1.1.2 will be deleted.

4. Are there pictures available to demonstrate the configuration of a complete powerpack expected in each CLIN?

Pictures aren’t available at this time.

5. What ‘bolt on’ components are included in any reference to powerpacks? Specifically, are these included: power steering pump, reservoir, transmission linkage and PCV valve. The power steering pump, reservoir, transmission linkage and positive crankcase valve canister are not shipped with the powerpack. These items are installed at

LEAD.

6. Will the Government consider adding an Over & Above (O&A) CLIN to account for core powerpacks received that are incomplete or damaged beyond repair? For instance, if a block has a hole in it, what is the funding mechanism to account for the cost of the replacement block? If an O&A CLIN is not added, what is the recourse when receiving an incomplete or damaged core? At this time we don’t anticipate adding O&A CLIN’s. Powerpacks will not be shipped that are incomplete. The contractor shall account for the cost of replacing components such as a block based on typical industry failure rates.

7. What is the government’s intended methodology to ensure the remanufactured product was completed IAW the NMWR? The government will use component test results and in vehicle testing to ensure the product meets

NMWR standards. Also per paragraph 5.2.10 of the PWS the government may perform quality inspections at the contractor’s facility.

8. Is it acceptable to provide block or cylinder heads that are NOT genuine AM General material, hence, counterfeit material, that does not comply with the DoD Counterfeit Prevention Policy? Will the casting numbers be inspected during the acceptance process to ensure they are not counterfeit? Aftermarket components can be used as long as they meet OEM specifications. At this time the government doesn’t have a requirement to check casting numbers.

9. If non OEM material is allowed, how does the government intend to insure that the counterfeit blocks and heads are within metallurgy specification and not missing the critical molybdenum component that’s in the metal composition of all new blocks. This significantly affects block strength and durability. Aftermarket components can be used as long as they meet OEM specifications.

10. Reference CLIN 0001: If the engine fails, which CLIN is exercised to reman it? If it fails, is CLIN 0001 exercised also? CLIN 0001 covers the engine dynamometer testing and potential remanufacturing of the engine if it fails.

11. PWS states the Items #13 - #32 are replaced after an engine passes dyno. Installing gaskets and/or seals after the dyno test is complete introduces the potential for leaks. It is our recommendation that the initial requalification test is designed to assess if the engine will pass. If it performs at passing HP, change Items #13-#32 and THEN perform the record dyno. That will ensure the engine does NOT leak.

12. Will the Government consider allowing a remanufactured fan clutch for Option #1. No, as stated in paragraph

5.2.1.1.2 the fan clutch shall be replaced with a new component.

13. What is the warranty expectation for an engine that passes dyno, but requires no internal work conducted by the contractor? New or remanufactured components that were installed on the engine shall be covered by the contractors 12 month warranty or the industry standard OEM commercial warranty; whichever is greater. Any leaks pertaining to engine components shall be covered by the contractors’ warranty.

14. What are the paint requirements for the Requalified engines that pass the dyno test? Reference paragraph 5.2.1, engines that pass the dynamometer test do NOT require painting.

15. Reference CLIN 0002: Confirm that the parts in the OPTION 2 Table on page 9 are in ADDITION to the Mandatory Replacement Parts required to reman the engine IAW the NMWR? Reference paragraph 5.2.2.1, items identified in the option 2 table are in addition to mandatory replacement parts identified in the NMWR.

16. Reference solicitation Page 29: Subfactor 2 Past Experience: states must be authorized center for ALLISON and CATERPILLAR transmissions. Typo? Yes, that is a typo it should say “either an authorized rebuild center for HMMWV powerpack assemblies to include turbochargers identified in section 5.2 of the PWS, or that they have past experience performing similar services on power pack assemblies of the same size and complexity.”.

17. Reference solicitation Subfactor 5: Are alternate forms of evidence of previous product deliveries acceptable in lieu of the DD 1149, such as GSA contracts, DD 250, and/or Purchase Orders or Invoices? Every government agency does NOT necessarily use the DD1149. Yes, alternate forms of evidence of previous product deliveries are acceptable.

18. Our understanding of the NMWR requirements for differentials involves upgrading each of them to the late-style support case. Can you validate this requirement is desired by LEAD? The only differential upgrade identified in the PWS is in para. 5.2.3.4 for option 3 powerpacks. For all other differentials the contractor shall receive two un-mounted differentials (front and rear). The contractor shall remanufacture and return the same or identical differentials.

19. When will the NMWRs be provided? NMWR’s will be uploaded to fedbizopps.

20. Reference paragraph 5.2.7.10. Transportation clarification: The contractor shall anticipate a weekly pickup will be required unless notified by the COR.
