SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been added by full text:

QUESTIONS AND ANSWERS

Q1: a) Subfactor 2 Qualifications:Offeror shall have at a minimum, Department of Criminal Justice Services (DCJS) certified or equivalent (by any state or territory). Question: Would Federal Bureau of Investigation (FBI) or Hostage Rescue Team (HRT) members meet the requirement on equivalent to DCJS Certified?

A1: YES the FBI or HRT would meet the requirement.

Q2: Documentation states this training is set aside 100% for small business. Would a community college be considered? The College offers Active Shooter training (attached). I wasn't sure whether we would qualify under the "Small Business" category.

A2: The Government is not sure if individual community colleges qualifies, we don't have enough information to determine that. The Government recommends contacting your local Procurement Technical Assistance Center (PTAC) office which can answer those questions. You can look at http://www.aptac-us.org/ or call this office for assistance. Other useful websites are listed below:

If you are a Historically Black College and University:

Q3: In regards to solicitation number W911N2‐17‐R‐0012, Active Shooter Training for Law Enforcement and Security, references are made to the Department of Criminal Justice Services (DCJS), for contract instructor certifications as well as training requirements and guidelines. Could you please help clarify as to the definition of DCJS, as the only DCJS we found is for the state of Virginia, or is DCJS referencing any state or federal certified law enforcement training?

A3: Any state or Federal Training that would include Active Shooter Training, Firearms Instruction, etc.

Q4: Paragraph 1.4.7 Special Qualifications states: Contractors must ensure that any personnel performing under a contract are fully trained, licensed, certified and qualified for the position in which they will be serving. Contractors will be DCJS Certified and be qualified Firearms Instructors recognized by the DCJS. The Government will require the Contractor to issue to each student, and submit to the Government after completion of each training week, individual Instructor and Training Assessments. What Law Enforcement Firearms Instructor certifications are recognized by the DCJS?

A4: Any professional firearms instruction by any state, locality or federal entity, especially in Active Shooter Events, with Rifle, Shotgun and pistol.

Q5: Paragraph 1.2.1 Initial Active Shooter Training Course states: The requirements for this course is a 40 hour

(5 day), limited class size (25 maximum), which will give each LE/SO an in-depth knowledge of weapons, ballistic shields, tactics, shoot and move, and live fire drills. How many Initial Active Shooter Training Courses are forecasted during the base years PoP?

A5; The Basic Course is a minimum of 1 course per year up to 2 courses depending on the issuance of delivery orders The recertification course is a minimum of 1 course during all option years up to 2 courses.

Q6: Paragraph 1.2.2 Active Shooter Recertification Courses states: The requirements for this course is a 24 hour (3 days), limited class size (25 maximum), which will give each LE/SO recertification of the weapons, ballistic shields, tactics, shoot and move drills, and live fire drills. Any and all training by the contractor will be DCJS Certified, and each student will receive a Certificate of Completion under DCJS standards.

Is it a requirement that the POI for this Active Shooter course be DCJS certified prior to program award?

A7: YES, DCJS or other recognized professional state, local or federal entity.

Q8: Volume I – Technical Proposal Factor 1- Technical:

(a) Subfactor 1 Approach states: The offeror shall provide all detailed information demonstrating their understanding on conducting the Active Shooter training services in accordance with the requirements in the Performance Work Statement. Offeror shall have at a minimum, Department of Criminal Justice Services (DCJS) certified or equivalent (by any state or territory). In addition, shall provide lesson plans in Active Shooter Response that are approved by the DCJS or equivalent per the following: The sentence, “Offeror shall have at a minimum, Department of Criminal Justice Services (DCJS) certified or equivalent (by any state or territory).” is incomplete. Can you please clarify the statement?

A8: The offeror shall have training that has been certified for law enforcement and security in Active Shooter Training by DCJS, FBI, HRT, or other professional organizations that are certified by a training instructor and equally taught to civilian police forces across the country.

Q9: Can you clarify if the DCJS lesson plan for Active Shooter Response requires approval prior to award as referenced in the last sentence in this section, “In addition shall provide lesson plans in Active Shooter Response that are approved by the DCJS or equivalent per the following: “?

A9: The lesson plans need approved by a professional organization, again, DCJS, FBI, ATF, DEA, professional police department that is common certified training for civilian police agencies.

Q10: Please confirm that DCJS refers to Commonwealth of Virginia Department of Criminal Justice Services certification or otherwise clarify the requirement. DCJS or other equivalent professional police/law enforcement academy that trains civilian police officers in Active Shooter Training.

A10: Yes, DCJS is from Virginia, however, what the Government wants to ensure is that the training offeror has certified training, (Fairfax County Police, Alexandria City Police, Manassas City Police) that has been certified to train professional law enforcement agencies. This certification can be from any state, local or federal entity.

Q11: Paragraph 1.4.1 states “Any and all training by the contractor will be DCJS Certified, and each student will receive a Certificate of Completion under DCJS standards.” A training representative from Virginia DCJS stated that there is no such thing as a DCJS Certified training course that anyone but DCJS can administer and only VA DCJS can provide training in which a student becomes certified. Please clarify the requirement. The requirement for

DCJS.

A11: See answer 4

Q12: Paragraph 5.2. states “All students after successful completion of training will receive a DCJS Certificate of Training in Active Shooter Response.” According to the Virginia DCJS training representative only DCJS can issue DCJS Certificates of Training for courses administered by DCJS. Please clarify the requirement.

A12: See answer 4

Note – DCJS or Equivalent throughout PWS.

Q13: Paragraph 4.0.1 states “Contractor will furnish a minimum of three instructors (for maximum class of 25 students, may be lower if not at maximum capacity). All instructors will be DCJS Certified Instructors, and Certified in Firearms Instruction.” Please clarify the certification required for Firearms Instructors.

A13: See answer 4

Q14: We assume that the actual training will take place in Pennsylvania. If the DCJS certification refers to the Commonwealth of Virginia certification, please advise if there is reciprocity of certifications.

A14: See answer 4

Q15: I am working with Intelligence Consulting Partners to submit a proposal for your request for submissions for Solicitation #W911N2‐17‐R‐0012 and had a quick question for you. I see within the RFP you ask that everyone teaching the active shooter classes be DCJS Certified. Is that certification mandatory or would you accept other certifications if they meet/exceed DCJS Certification?

A15: See answer 4

Q16: 3.2 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S), Equipment “Range facilities for pistol and rifle marksmanship”, Are ranges controlled by an installation Safety office or Range Control? And if so, are there DA requirements or training that needs to be conducted in order for a contractor to serve as a Range Safety Officer, or Officer in Charge of the Range Operations?

A16: NO. The Government owns the range at Letterkenny Army Depot. We will have Range Safety Officer (RSO) and Range Control Officer (RCO) to assist. The Government will not interfere in training, but still have to meet the standards for the Army. An Ambulance will be on standby during the training as well. The Offeror does not have to be certified RSO or RCO for this contract.

Q17: 3.2 Government Furnished Property, Material, Equipment and Services (GFP/M/E/S), Equipment “Range facilities for pistol and rifle marksmanship”, Based off the range facility will the Government permit multiple types of firearms being used on the range at the same time? For example, can the contractor train using handgun and rifle ammunition at the same time?

A17: YES. Must meet the evaluation criteria under the evaluation factors under FAR 52.212-2.

Q18: 3.2 Government Furnished Property, Material, Equipment, and Services (GFP/M/E/S), Equipment, “Range facilities for pistol and rifle marksmanship” Is the Government or the Contractor responsible for conducting, and submitting any risk assessment forms needed for these kinds of range operations? What mitigation measures will the Government have in place at the range in order to minimize these risks? (I.E. Medical Services on Site, etc)

A18: See answer 16

Q19: 1.4 General Information and 1.4.1 Quality Control, “Any and all training by the contractor will be DCJS Certified,” Since there apparently not a Department of Criminal Justice Services for either the federal government and/or state of Pennsylvania, is the contracting officer referring to the Federal Law Enforcement Training?

A19: See answer 4.

Q20: 1.2 Background, “requires a very intensive and hands on training course on how to respond, stack up, move and neutralize any Active Shooter Event. Will all class participants physically be able to participate in an intensive hands-on training course based upon eight hour training days during range operations? Or does the contractor need to tailor a training program for those physically nor able to perform certain tasks in order to validate all trainee’s?

A20: The contractor/offeror shall ensure that the Police Officers/Security Officers are given hands-on classroom training, instructing them on how to stack, use a ballistic shield, move in stacks and neutralize the threat. After classroom training with training weapons, the contractor shall do live fire drills on the range so the officers understand and expect what live fire does during the event. All personnel will be physically be able to do all tasks or they will not be trained.

Q21: Solicitation, Section C, Statement of Work, Section I, Contract Clauses, Section C and I contain references to subcontracting and FAR Clauses such as 52.219-8, 52.219-14, and 52.232-4 regarding Utilization Limitation of Subcontracting and Accelerated Payment Procedures. As the solicitation contains requirements to be adhered to regarding subcontracting in Sections C and I, does the Government have additional guidance regarding subcontracting to include in other sections of the solicitation?

A21: No it does not have further guidance in regards to subcontracting plan.

Q22: The solicitation for W911N2‐17‐R‐0012 states that "The proposal shall be submitted in two volumes as follows: Volume I ‐ Technical Proposal and Volume II ‐ Price..."How many copies of each volume are required for submission?

A22: Please provide one copy of each.

Q23: Does the Contracting Officer only want hard copy proposals?

A23: Hard copies are not required, electronic submission (e-mail) is the preferred method. Contractors may submit their proposal to the contract specialist that is referenced in the notes section of the solicitation.

Q24: Does the Contracting Officer require submission of proposals on electronic media? (Thumb drive, memory stick, DVR, CD, etc.)

A24: See answer 23.

Q25: Does the Contracting Officer accept electronic submission of proposals?

A25: See answer 23.

Q26: We are interested in presenting a proposal for the Active Shooter Training. We have several question that maybe you can answer for us, so we are able to present our best bid. How many students are anticipated per year?

A26: See answer 5.

Q27: If there is an area to set up simulators and cognitive training equipment?

A27: We have warehouses and classrooms for any additional training simulators the offer would need. – Look at section 3.0 Government Furnished Property in the Performance Work Statement.

Q28: Company X. is working on the Active Shooter Response Training solicitation, number W911N2‐17‐R‐0012.

We do have a few questions. The language changes throughout the document in regards to the instructors qualifications. For example, In Technical Exhibit I – Performance Requirements Summary page 18 it states instructors must be DCJS Certified and Firearms Instructors. And on Page 27 under Volume I Technical Proposal in Subfactor 2 Qualifications it states “The offeror shall submit a copy of the DCJS Certification for all instructors that will perform training for this contract.”

However, in the paragraph above that in Subfactor I the document states “The offeror shall provide a minimum number of DCJS certified instructors or equivalent for each class as outlined in the PWS.” First, We are under the impression it’s the Virginia DCJS. When referencing DCJS which DCJS are you referencing?

A28: See answer 4.

Q29: Since there is reference to DCJS Certified or equivalent referenced in some portions of the document yet DCJS Certified referenced in others, are Instructors certified as Active Shooter Response trainers by other certifying agencies technically acceptable?

A29: See answer 4.

Q30: Again on Page 17 section 5.2 states “All students after successful completion of training will receive a DCJS Certificate of Training in Active Shooter Response.” Would a similar certification be technically acceptable?

A30: See answer 4.

Q31: Is this a new requirement? If not please state the incumbent.

A31: Yes this is a new requirement.

Q32. PWS 5.1.1 & 5.1.2 state the instructors must be DCJS Certified as well as Firearms instructors, please clarify as to which DCJS (Pennsylvania does not have DCJS and both NY and VA have a DCJS)?

A32. See answer 4

Q33 .PWS 5.2 All Students will receive a DCJS Certificate of Training in Active Duty Shooter Response – please clarify as to which DCJS this certification is to be through.

A33. See answer 4

Q34. Given that DCJS / Instructor Certification and training is state specific will there be any requirements for the State of Pennsylvania or Federally (Department of Homeland Security)?

A34. See answer 4

Q35. In regards to the solicitation for Active Shooter Training please clarify if it is:

a. One (5 day) Initial Active Shooter Training and one (3 day) Recertification Training per year or

b. Two courses: Initial Active Shooter Training (5 days, M-F except holidays) & Recertification training (3 days, M-W except holidays) per period of performance (July – Jun).

A35: See answer 5.

Q36. Given the proposal extension please advise as to the changes of period of performance (i.e. the base year can no longer be 1 July 2017).

A36: The Pop will change in with the time of award.

Q37. PWS Section 3.0 – GFE: Will the government provide range cleanup?

A37: Government will be responsible for cleaning up their own range. See Section 3.2 of the Performance Work Statement.

The following have been modified:
