SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following have been added by full text:
QUESTIONS AND ANSWERS
Q38: As a company founded by former DOJ and DOS Federal Law Enforcement Professionals, investigators/SWAT team members who not only are certified Federal Law enforcement firearms instructors and trainers but also who have actively responded to and subsequently worked active shooter incidents, we are unaware of any Department of Criminal Justice Services (DJCS) Active Shooter certification.
Is there as associated reference for a Department of Criminal Justice Services certification that we can review?
A38: DCJS is a Virginia based centrally managed Criminal Justice Services Commission. All instructors and lesson plans have to be approved and certified for instruction to all law enforcement officers across the state, to ensure all training is approved, sanctioned and instructed the same way. The government used DCJS as an example, and added the "or equivalent". The government believes that a Federal Law Enforcement firearm instructor and training that has been provided appears to be equivalent, more details will be required to make that determination.
Q39: Does being a DOJ and DOS Federal law enforcement Agency firearms instructor and trainer fulfill the qualifications required for this RFP?
A39: Based on your information, it appears to fulfill the qualification requirements, a technical review will be required to confirm the equivalency.
Q40: Does actively responding to and investigating active shooters fulfill the qualifications for this RFP?
A40: No, the government requires more than actively responding and investigating Active Shooter incidents; we require certification. The government is looking for a contractor that is certified by a law enforcement entity that can provide instructions on active shooter response to police/security guards assigned to Letterkenny Army Depot (LEAD), to include: stack up behind ballistic shields, move in groups, neutralizing the threat, clearing the buildings, offices then escorting civilian personnel to a safe location. In addition the contractor must be certified to conduct firearm instructions to the police/security guards assigned to LEAD.
