GENERAL QUALITY ASSURANCE/QUALITY CONTROL REQUIREMENTS
Standard laboratory practices for laboratory cleanliness regarding glassware and apparatus must be in place and followed. Safe laboratory practices regarding reagents, solvents, and gases must also be followed.
When the contract laboratory (including all sub-contract laboratories) is performing sample analysis using the methods specified in Attachment 1 (and/or laboratory specific methods approved by APHC for this Performance Work Statement (PWS), the contract laboratory must follow all quality control guidelines specified in Attachment 2 of this PWS, the applicable reference methods, the corresponding laboratory SOPs, and the DoD Quality Systems Manual (QSM) (the version the laboratory is accredited to). This includes DoD QSM QA/QC acceptance criteria. Any modification of reference method QA/QC requirements must be documented in the laboratory’s corresponding analytical SOP and identified (in the SOP) as a deviation/difference from the reference method. Any project specific QA/QC requirements will take precedence over the above criteria (QSM, method, SOP). In the absence of project specific QA/QC acceptance criteria, the current QSM acceptance criteria will be used by the contract laboratory for batch control. For cases where methods/techniques performed under this PWS are not included in themost current version of the QSM tables, then method and/or in-house laboratory acceptance criteria/limits will be used for batch control.
In the event the contract laboratory does not meet accuracy and/or precision criteria for any QA/QC sample, the contract laboratory shall implement corrective actions according to the most current version of the DoD QSM. The contract lab’s in-house, statistically determined QC acceptance criteria for laboratory control samples (LCS) must be provided (in SOPs or otherwise) in the bid package for evaluation (and comparison to QSM criteria) by APHC. All QC failures for which the QSM directs re-analysis or re-extraction must be communicated to APHC when they occur, for discussion of corrective actions. QC failures for which the QSM directs re-analysis or re-extraction must not be made known to APHC for the first time at the time the report is submitted.
All reported analytes must be spiked in the LCS, MS, and MSD for all methods in this statement of work (except for aroclor analysis, which is spiked per the method). Toxaphene and Chlordane are exceptions. Any other proposed exceptions must be identified in the bid package for evaluations by APHC.
APHC may require site specific, method required quality control (MS/MSD) for some projects. The Contractor must specify the lab’s billing policy for project/site specific MS/MSD samples required by the APHC. Any project specific MS/MSD requirements will be communicated in detail to the Contractor.
