Labor Categories and Descriptions CDMRP Electronic Grants System Management Services
Labor categories and descriptions are provided only as historical data. Please note that this historical data is only put in place for Offerors to ascertain the approximate or estimated level of effort for all tasks contained in this SA-IDIQ. However, this is not to be construed as either mandatory or necessarily the best approach. It is only in place as a reference to allow Offerors to better understand the general scope of this effort from the Government’s perspective. Offerors are not bound to propose these labor categories or quantities, rather offerors are expected to provide its best solution citing the labor mix and quantity required to accomplish all performance based tasks. If Offerors have determined the following historical data provided is not the best technical solution to ensure completion of this performance based acquisition, Offerors are strongly encouraged and expected to submit the appropriate labor mix consistent with all of the cost/price and non-cost/price aspects of its approach.
The following labor categories are anticipated to be designated as key personnel as specified at the base contract level:
Project Manager III Software Engineer III

Labor Categories and Descriptions:
1. Project Manager III **. Desired knowledge of project management processes and methodologies. Desired experience with project management and administration; overseeing development enhancements, operations and technical support activities for EGS; supervising and tracking Contractor’s team to insure cost, schedule and performance requirements are met; overseeing day to day operations and program support activities including notifying users and coordinating as necessary with external entities for server maintenance schedules; operating system changes and upgrades; documenting system level issues and providing a quarterly report outlining the steps taken and time to resolution; coordinating with Federal Civilian Program Manager (PM) to discuss priorities, requirements, configuration control and risk management plans. Duties may also include attending scheduled meetings with COR or PM, other Contractors and Government organizations as required; documenting meeting discussions and providing meeting notes to the COR or PM within 10 business days following the meeting conclusion.
2. Project Manager II. Desired knowledge of project management processes and methodologies. Desired experience with project management; assisting the Project Manager III with overseeing development, enhancements, operations and technical support activities for EGS; coordinating all activities including development processes, quality control, testing and deployments; and ensuring software development quality controls are based on industry and Government standards and meet the expectations of the client. Duties may include providing support to the Project Manager III with day-to- day operations and providing program support activities.
3. Software Engineer III **. Desired knowledge of current software best practices and proficiency in VMWare ESC, Linus OS, Java-JDK + Oracle RDBMS, and Apache Tomcat-outputting HTML, XML, CSV, XLS. Desired experience with providing program support services to each active research program and any new programs and user communities as needed to facilitate data and file transfers, exports and imports to meet program milestones and deliverables; and establishing and modifying existing program setup as needed to meet evolving requirements. Duties may include coordinating with CDMRP Data Managers for requests, quality control and consolidation as needed.
4. IT Project Engineer II. Desired knowledge with a variety of IT engineering project concepts, practices, and procedures. Desired experience with developing custom and standardized reports as requested to support individual programs, user communities and groups or ad hoc projects; supporting data requests from internal stakeholders as well as responding to rapid requests from higher levels (i.e. Congress, USAMRMC, Defense Health Agency, DoD, Army, MEDCOM); and providing support for exports of EGS data for import into other systems and in response to data requests from external sources. Duties may include supporting activities related to migration of external user groups from other systems into EGS to include analysis of requirements, planning, and migration of data.
5. IT Project Engineer I. Desired knowledge of standard concepts, practices, and procedures with IT engineering projects. Desired experience with providing all day- to- day system operations and maintenance support services; and tracking and maintaining a consolidated list of user-reported errors/issues and status of resolution, keeping user informed. Duties may include monitoring system performance to identify inefficiencies and making recommendations for improvements.
6. Software Developer III. Desired knowledge of a variety of concepts, practices and procedures in coding software applications; with a proficiency in VMWare ESC, Linus OS, Java-JDK + Oracle RDBMS, and Apache Tomcat-outputting HTML, XML, CSV, XLS. Desired experience with writing application code and making the necessary database changes to accommodate new system functions and features; modifying existing application code, configurations and database as necessary to accommodate enhancements; making the necessary changes to the EGS application and/or database to fix system errors, defects and issues; ensuring proper DoD IM/IT security procedures and protocols are followed and reporting any security concerns to the PM; and communicating and coordinating with the System Administrator at the DoD hosting facilities as well as with CDMRP IT and IA staff to meet new user operating environment requirements. Duties may include developing system design, process flows and necessary technical architectural documents.
7. Software Developer II. Desired knowledge of a variety of standard concepts, practices and procedures in coding software applications; and proficiency in VMWare ESC, Linus OS, Java-JDK + Oracle RDBMS, and Apache Tomcat-outputting HTML, XML, CSV, XLS. Desired experience testing, integrating and evaluating new system functions and features in the developmental and user acceptance environments and deploying to the production environment when approved by the PM; testing and evaluating enhancements in the development and user acceptance environments, and deploying to production environment; monitoring system performance to identify inefficiencies and making recommendations for improvements; and monitoring and ensuring functionality of existing and new system-to-system interfaces and views, resolving issues and coordinating with stakeholders as needed. Duties may include updating, installing and testing DoD approved third party plugins and software.
8. Software Developer I. Desired knowledge of standard concepts, practices and procedures in coding software applications; and basic knowledge of VMWare ESC, Linus OS, Java-JDK + Oracle RDBMS, and Apache Tomcat-outputting HTML, XML, CSV, XLS. Desired experience with creating and maintaining end-users accounts; and providing technical guidance to end users on EGS interfaces and functionality when requested. Duties may include notifying Government and Contractor technical staff, as well as end users of issues that may impact EGS usability.
9. Web Applications Developer II. Desired knowledge of current software best practices and proficiency with VMWare ESC, Linus OS, Java-JDK + Oracle RDBMS, and Apache Tomcat-outputting HTML, XML, CSV, XLS. Desired experience with providing all system development support services; analyzing Government requirements for any new system functions and features in order to plan, design, develop and implement such functions; providing timelines and milestones that describe how new system functions and features shall be developed; analyzing the Government’s requirements for system enhancements to existing functionality of EGS in order to plan and implement changes; and developing timelines and milestones that describe how enhancements shall be accomplished. Duties may include documenting new system functions, features and enhancements in a system design document.
