About this file
This is an amendment to a solicitation for urinalysis testing services. The amendment extends the response date to September 1, 2020, increases the page limit for technical submissions to 30 pages, and adds the representation regarding covered telecommunications equipment or services. The solicitation seeks pricing for urinalysis testing services for the base period and all option periods. The Army Medical Command will evaluate proposals based on technical capability and price, with the lowest priced technically acceptable offer receiving award. The selected contractor must be able to provide testing for all contract line items and complete online representations and certifications.

(End of Provision)
52.212-2 ADDENDUM
Award may be made without discussions with offerors (except communications conducted for the purpose of minor clarification). Therefore, each initial offer should contain the offeror's best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the contracting officer to be necessary. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
The Government will award from this solicitation to the responsible contractor whose proposal, conforming to the solicitation, is Lowest Priced, Technically Acceptable (LPTA). The government will rank all proposals in order based on price from lowest to highest. Next, the government will perform a technical evaluation of all proposals.
After that, starting from the lowest price and continuing to the highest price, the government will select the first lowest priced-technically acceptable proposal for award that also has a fair and reasonable and balanced price.
FAR Provision 52.204-26 must be completed and returned or verify 52.204-26 has been completed with online Reps and Certs to be eligible for award.
The following factors will be used to evaluate offers:
Factor 1. Technical Capability. The following adjectival ratings will be used to evaluate each the offer’s written technical proposal.
Acceptable – The Offerors services shall meet the submission of offers instructions set forth in the solicitation and the Offeror shall explain how your company will meet the requirement in sufficient detail for the Government to determine whether the Offeror can satisfactorily meet the requirements of this solicitation.
Unacceptable – An unacceptable rating will be assessed on any offeror that presents items that demonstrate any of the following:
a. Failure to meet each of the submission of offers instructions set forth in the solicitation.
b. Failure to explain how your company will meet the requirement in sufficient detail for the Government to determine whether the Offeror can satisfactorily meet the requirements of this solicitation.
Factor 2. Price. The Government will evaluate price proposals to determine whether the price proposal is fair and reasonable and balanced only if the Offer's Technical Capability (Factor 1) has received an Acceptable rating on Technical Capability. An Offeror that receives an Acceptable rating for Technical Capability and has the lowest fair and reasonable and balanced price for Factor 2 will be the awardee. Under this approach, not all price proposals may receive an evaluation.
(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(b) Given that FAR 52.217-8 provides that the Government may exercise the Option to Extend Services at the rates specified in the contract (i.e., the rates in effect when the Extension of Services option is exercised), for purposes of evaluating the Option to Extend Services, the Contracting Officer will consider the prices submitted for the base year and each option year, since those are the binding prices should the Option to Extend be exercised.
(c) The award decision will be based on the best value offered to the Government and not solely on price and price related factors. In making the award decision, the Contracting Officer will consider the evaluated rating of all factors. Ratings of “not acceptable” will not be eligible for award.
