About this file
This document contains questions and answers regarding solicitation W81K00-20-R-0003 for urinalysis testing services. The solicitation requires cost per test pricing and body fluid testing capabilities. It has been revised to remove requirements for moving averages and on-site data management systems. Delivery dates for analyzers have been changed to October 1, 2020 for setup and training at the main hospital, with the clinic locations to follow. Annual testing volumes are provided in the CLINs rather than Appendix 1, which now includes total estimated quantities. The Department of the Army Medical Command is the contracting agency.

Question & Answers
Question 1. Can you confirm if this is to be a Cost Per Test instead of Cost Per Reportable Result (CPRR) pricing structure?
Government Response: This is a Cost per Test (CPT) contract.
Question 2. Can you confirm the following requirement on Page 55 since there are no moving averages in UA? “Establish Moving Averages (Average of Normals) protocols to identify trends that may affect patient results.”
Government Response: The SOW has been revised to remove the requirement for moving averages.
Question 3. Can you confirm the following requirement on Page 55, and if confirmed, is one needed at each location? "The Contractor shall provide a Thin Client-type data management system that allows for remote operational control of the analyzer system, management of the quality control program, on-instrument useful life of the reagents/reagent packs, and management of patient results."
Government Response: The SOW has been revised to remove the above referenced paragraph.
Question 4. In Appendix 1, there are no annual volumes for microscopics. However, they are listed on the price lines. Can you confirm we should use the volume listed on the price lines?
Government Response: The quantities (volumes) listed on the CLINs should be used. Appendix 1 is an estimate of the workload required at each hospital/clinic. Appendix 1 has been revised to include the total estimated quantity and correlates to the testing CLINs in each period of performance.
Question 5. Can you confirm if body fluid testing capabilities are to be added as a requirement?
Government Response: Yes, body fluid testing capabilities are included as part of this requirement.
