Offerors are cautioned that “parroting” of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability. If the offeror is deemed to be “parroting” any sections of the PWS, the offeror will be found “UNACCEPTABLE” and therefore will not be evaluated.

Offerors are to provide a compliance matrix as a cross reference as to where in their proposal the requirements of each PWS paragraph is addressed. Each Statement Of Work (SOW) paragraph is listed to facilitate correlation of the offerors proposal with requirements of the PWS. The compliance matrix shall contain a definitive statement (yes or no) for each PWS paragraph. A “no” response will result in an unacceptable rating. A “yes” response to a paragraph number shall mean that the Offeror has read and understood the paragraph and has addressed the requirements identified. Stipulations, caveats and/or terms and conditions associated with a paragraph contained in the PWS need not be repeated in the compliance matrix, only the reference number. However, identification of the PWS paragraph on the matrix shall document the fact that the Offeror has read and understood the paragraph.

Proposal shall be organized into the following sections:

E. DISCUSSIONS

The Government intends to evaluate proposals and award without discussions with Offerors. Therefore, the Offeror’s initial proposal should contain the Offeror’s best terms from a Technical and Cost/Price standpoint. Unclear proposals may not result in questions for clarifications. Proposals with an omission or unclear proposals may be evaluated to mean the contractor does not fully understand the requirements or understand what it takes to meet or exceed the requirements, regardless of the proposed cost and will be rated unacceptable and found to be ineligible for award. The Government reserves the right to award with or without discussions.

IMPORTANT NOTES:

1. For proposal evaluation purposes only, Offerors shall assume that award will be made 01 October 2017. For proposal evaluation purposes only, assume the following periods of performance:

a. Base Period: 01 October 2017 – 30 September 2019 (Base period includes 60-day phase-in)

b. Option Period 1: 01 October 2019 – 30 September 2020

c. Option Period 2: 01 October 2021 – 30 September 2022

d. Option Period 3: 01 October 2023 – 30 September 2024

*Estimated dates: Actual period of performance will depend on final award date. The base period will be Twelve months (12) months from the date of award. The option periods will consist of three (3) options periods for twelve (12) months each.

2. No assumptions, terms, conditions, caveats or exceptions submitted with RFPs in response to TORs will be accepted or incorporated into the awarded contract.

3. In the event that the Offeror’s proposal is evaluated to be technically unacceptable, the Offeror’s cost proposal will not be evaluated and a most probable cost will not be determined.

4. In accordance with Army Regulation (AR) 25-1, when procuring Commercial Off The Shelf (COTS) software, desktops, notebook computers, video teleconferencing or other commercial IT equipment (e.g. routers, servers, printers) the Offeror shall use the Computer Hardware, Enterprise Software and Solutions (CHESS) contract vehicle at https://chess.army.mil, unless otherwise designated non-exportable. Indicate CHESS items and use catalog prices in the proposal. Offerors shall be authorized upon award to order through CHESS contract vehicles.

5. Evaluation of Option to Extend Services under 52.217-8: For the purposes of the award of this Contract, the Government intends to evaluate the option to extend services, provided under FAR 52.217-8, as follows: The evaluation will consider the possibility that the option can be exercised at any time during any contract performance period and can be exercised in increments of one to six months, but for no more than a total of six months during the life of the contract.

The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be at the same rates as those in effect under the contract when the option is exercised. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other and will not affect the relative standing of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise.

6. In accordance with FAR 16.306 (d) (2) The Cost Plus Fixed Fee -Term Form (CPFF-TF) describes the scope of work in general terms and obligates the contractor to devote a specified level of effort for a stated time period. Under this form, if the performance is considered satisfactory by the Government, the fixed fee is payable at the expiration of the agreed-upon period, upon contractor statement that the level of effort specified in the contract has been expended in performing the contract work. Renewal for further periods of performance is a new acquisition that involves new cost and fee arrangements.

7. The Government reserves the right to realign funding under the contract when necessary, as long as it does not impact the overall negotiated contract value or contract ceiling.

8. Government reverses the right to request a Small Business Participation Plan.
