About this file

This is a notice of a sole-source solicitation from the Army Contracting Command - Detroit Arsenal to award a firm-fixed-price contract to WFEL Limited. The proposed contract action is for an engineering change proposal to develop a kit of parts for 46-meter Dry Support Bridge loads after rail impact testing and update the technical manual, with optional support to further update the manual to support verification. The Government intends to solicit and negotiate solely with WFEL Limited under the authority of Federal Acquisition Regulation 6.302-1(a)(2), which allows for a follow-on contract for continued development or provision of highly specialized requirements when award to any other source would result in substantial unnecessary duplication of costs not expected to be recovered through competition. The point of contact is listed as Megan Henry.
