1. Unless otherwise specified, the issues of the specifications and standards which are DOD adopted shall be those listed in the DODISS and its supplements which are current on the date of the solicitation. Unless otherwise specified, the issues of specifications and standards not listed in the DODISS shall be the issues of the non‐government specifications and standards which are current on the date of the solicitation.
2. The Decontamination Kit, Individual Equipment, M295 shall be manufactured according to the
Technical Data Package List (TDPL) report number 20190109, dated 6 February 2019. The following drawings and specification shall be deleted from TDPL 20190109:
3. The sorbent powder shall be manufactured in accordance with Appendix C of PRF EA‐D‐2166.
4. The following requirements from Table III, Chemical agent reactivity and reactive capacity, of Section 3.2.3 of PRF EA‐D‐2166 will be amended as follows:
Requirement Agent Temperature (F) Was Is
Reactivity GD 120 38 28
Reactive Capability GD 120 77 54
5. Testing for simulant reactivity and particle size, Requirements Sections 3.2.4 and 3.3.3.2 of PRF
EA‐D‐2166, shall be performed by a third party certified laboratory.
6. First Article Test (FAT)
a. FAT in accordance with Table III, First Article Inspection, of Section 4.2 of PRF EA‐D‐1754 shall be required with the following exceptions and clarifications.
i. System capability of the M295 mitt (requirement 3.4.4 of PRF EA‐D‐1754) is not required for FAT.
ii. A sorbent powder flowability test shall be required.
a. Each mitt shall be patted with 10 ± 2 lbs of force.
b. Sorbent powder shall flow freely through the mitt onto the surface throughout the test duration, as demonstrated in Attachment 3 (acceptable flow). If the flow of sorbent is clearly and significantly reduced below the acceptable level, as demonstrated in Attachment 4 (low flow), the sample shall be considered as failing the flowability test.
c. The sample size is 15 mitts.
d. The Accept/Reject criteria will be accept on 0, reject on 1 non‐conforming sample.
e. This test shall be digitally recorded and the disk or electronic file containing the test trials shall be submitted along with the test report.
f. The required test procedure can be found in Attachment 2. Any deviations to this test procedure must be approved by the government prior to implementation.
iii. The equipment decontamination test (3.4.2, 4.4.3.2) is not required if the manufacturer can provide sufficient evidence that the materials and processes used in manufacture of the product are unchanged since this test was last performed by the manufacturer. If this test is required, this test shall be performed once each against thickened GD, HD, and VX as detailed in Appendix B:
a. The M16 Rifle shall be replaced by an entrenching tool (NSN 5120‐01‐476‐
7556). The entrenching tool has a surface area of 0.163 m2. The entrenching tool shall be contaminated in the ready‐to‐use configuration.
The entrenching tool shall be uniformly contaminated with 1.63 g of agent.
b. NSN for Standard Black Vinyl Over‐boots is 8430‐01‐317‐3377.
iv. The Long Term Storage test (3.5.7, 4.4.4.7) is not required if the manufacturer can provide sufficient evidence that the materials and processes used in manufacture of the product are unchanged since this test was last performed by the manufacturer.
b. FAT in accordance with Table V, First Article Inspection, of Section 4.2 of PRF EA‐D‐
2166E AM3 is not required. However, the government reserves the right to institute a full or partial FAT if there is a major change in the process, materials, etc. or a lengthy pause in sorbent production, as delineated in Section 4.2 of PRF EA‐D‐2166.
c. FAT in accordance with SPI P5‐77‐3201 will be required.
7. Lot Conformance Inspection
a. Lot Conformance Inspection in accordance with section 4.3 of PRF EA‐D‐1754 will be required for each lot produced.
i. Chemical agents for system capability of M295 mitt test (3.4.4, 4.4.3.4) will rotate for each lot produced as follows. For the first three lots produced, one lot will be tested against TGD, one lot will be tested against HD, and one lot will be tested against VX. Subsequent to 1 successful rotation using the prescribed chemical agents, the contaminant rotation will be switched to add the simulant
CEPS to yield a rotation of CEPS, CEPS, CEPS, TGD. The following two rotations will substitute HD, then VX for TGD, and then back to TGD. Rotations will continue in this fashion for the remainder of the contract unless otherwise specified. Rotation may be changed at the discretion of the government upon any lot sample failure. The maximum allowable time for CEPS is 8 minutes.
Sample size per lot shall be 8 mitts.
ii. Flowability testing in accordance with section 6.a.ii shall be required. Sample size shall be 15 samples per lot produced.
b. Lot Conformance Inspection in accordance with Table VI, Conformance Inspection and
Classification of Characteristics, Section 4.3.3 of PRF EA‐D‐2166 shall be required for each lot produced, with the following exceptions:
i. Each sample shall consist of sorbent taken from the top, middle, and bottom of the drum.
ii. The off‐gassing test shall not be required until further notice. The government reserves the right to re‐institute the off‐gassing test at the sampling level prescribed in Table VI at any time.
1. Should the off‐gassing test be re‐instituted, the manufacturer will have
90 days to commence with this testing as part of normal lot acceptance testing, to include laboratory certification in compliance with Section E of this contract. Lot production and acceptance without off‐gassing testing may continue during this period.
iii. Three samples for one agent (GD, HD, or VX) shall be tested in triplicate at 77°F for the Decontamination Efficacy and Chemical Agent Reactivity and Reactivity
Capacity tests (3.2.1 and 3.2.3). The first lot shall be tested against VX, the second against GD, and the third against HD. Rotation of agents tested will continue as begun in the initial three lots.
iv. Testing for the requirement of “sorbent powder” (found in Classification of
Characteristics Table of PRF EA‐D‐1754) will not be required for Lot
Conformance Inspection. Note that the requirement “simulant reactivity”
(found in Section 3.2.4 of PRF EA‐D‐2166) remains a Lot Conformance Inspection requirement. This clarification is made solely to eliminate redundancy as well as to clarify sample size.
c. Manufacturers may propose alternate acceptance plans to include but not limited to statistical process control at any time. Alternate plans must be approved by the government prior to implementing.
8. The manufacturer is authorized to propose alternate particle size (PRF EA‐D‐2166, 3.3.3.2, 4.8.3.2) distributions. Should the manufacturer elect to propose an alternate particle size distribution.
a. The distribution shall be established in accordance with PRF EA‐D‐2166, using the bin sizes detailed in PRF EA‐D‐2166, paragraph 3.3.3.2, to include mean particle size, prior to production of the full First Article sample submitted for laboratory testing.
b. The particle size requirements of PRF EA‐D‐2166, paragraph 3.3.3.2, specifically related to the percentage of particles in each bin size, shall be waived for this first article test, with the exception that no greater than 4% of particles may be less than 5 microns in size and no greater than 30% of particles may be more than 50 microns in size.
c. The manufacturer may propose alternate bin sizes, but final approval of any alternate particle size distributions resides with the Government.
d. All first article samples must comply with the newly established and government approved particle size distribution.
9. Detailed drawings will be provided upon request, but are for reference only. Although these drawings have been used to successfully manufacture this item in the past, no guarantee is made that they will ensure success in the future.
