PROJECT OFFICE: PM Stryker
SOLICITATION NUMBER: W56HZV-19-Q-0082
A.1 STRYKER MEDIUM CALIBER WEAPON SYSTEM PROGRAM OVERVIEW
A.1.1 The United States Government has identified a requirement to integrate a 30mm Weapon System on Double "V" Hull (DVH) Stryker
Infantry Carrier Vehicle (ICVVA1). The Lethality Annex to the Operational Requirements Document (ORD) requires Project Manager - Stryker
Brigade Combat Team (PM-SBCT) to develop and field a Medium Caliber Weapon System (MCWS) for the ICVVA1. This requirement is intended to be accomplished in two phases which are detailed in sections A.2 - A.3.1.4.2 below. Please note that details included regarding phase two is for informational purposes only and is subject to change. This Request for Quotation (RFQ) W56HZV-19-Q-0082 (Phase 1) solicits contractors to perform a Design Integration Study (DIS) to integrate a weapon station using a Government-Furnished XM813 gun on a
Government-Furnished ICVVA1 hull.
A.2 GOVERNMENT FURNISHED PROPERTY (GFP) DISTRIBUTION AND CONTRACTOR PREPARATION PHASE OVERVIEW (Phase 1 - RFQ W56HZV-19-Q-0082)
A.2.1 The Government anticipates awarding up to eight lowest price technically acceptable firm-fixed-price contracts in response to this
RFQ. Using a Simplified Acquisition approach, PM-SBCT is providing an ICVVA1 and an XM813 as GFP to qualified contractors to conduct a
DIS. See Sections L and M of this RFQ for instructions and evaluation process. If a contractor is awarded a contract and currently has in its possession a Government owned XM813, an XM813 will not be provided.
A.2.2 The contractors shall integrate their weapon station design, which includes the XM813 gun, onto the ICVVA1. After award, and prior to the issuance of the Government Furnished Property (GFP), awardee contractors are required to attend a five-day training event for operation and field level maintenance of the GFP at Joint Base Lewis-McChord. The ICVVA1 and the XM813 will be jointly inspected by the contractor and Government and documented using DA Form 2404. The contractor will then be authorized to transport the gun and vehicle on or after 7 June 2019. The Period of Performance for the design integration study will be 7 June 2019 to 30 September 2020 (see Schedule in Section B). The Production Representative System Sample which includes the ICVVA1 with an integrated weapon station, delivery date will be set forth in the production Request for Proposal (RFP), W56HZV-19-R-0101 and will be no earlier than 08 June 2020.
A.2.3 Cost Limitations: The DIS will be funded a maximum of $150,000 per contract awarded in response to RFQ W56HZV-19-Q-0082.
A.3 PRODUCTION PHASE ACQUISITION STRATEGY OVERVIEW (Phase 2 - RFP W56HZV-19-R-0101)
A.3.1 Production Competition:
A.3.1.1 In parallel to Phase 1 noted above, PM-SBCT intends to release a subsequent full and open competition RFP, W56HZV-19-R-0101, for a production and support contract for the MCWS which will require the submission of a production representative system sample. The production representative system sample test data is intended to be considered in the source selection, and the Government is not anticipating allowing proposed design changes in the Phase 2 proposal. The Government anticipates the contractors participating in the
Phase 1 DIS will submit a Phase 2 production and support proposal.
A.3.1.2 At the time of the Production source selection for RFP W56HZV-19-R-0101, performance against tiered lethality requirements within affordability targets will likely be a key consideration for the award decision. The tiering of the requirements represents current priorities and is the most current indication of how performance compliance would likely be considered and used during source selection for the Production contract award.
A.3.1.3 The Government anticipates that the potential production prime contractors will demonstrate capabilities and maturity levels required for production and support. The Government will conduct production verification tests in parallel with production in order to complete testing mandated for full materiel release.
A.3.2 Tiered Requirements Definitions
A.3.2.1 Tier Relationships and Expectations. Note: The below statements are provided for informational purposes and are subject to change. Section M of RFP W56HZV-19-R-0101 will detail the final evaluation criteria for the tiered requirements.
A.3.2.2 Tier 1: Non-tradeable screening criteria. Failure to meet threshold will result in rejection of proposal due to non-compliance.
2 40
W56HZV-19-Q-0082
Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
A.3.2.2 Tier 2: Critical capabilities. Failure to meet threshold will not result in the rejection of proposal; additional credit will be given for exceeding threshold.
A.3.2.3 Tier 3: Required capabilities. Failure to meet threshold will not result in the rejection of proposal; no additional credit will be given for exceeding threshold.
A.3.2.4 Tier 4: Deferred required capability. No penalty will be assessed for not proposing; additional credit will be given for meeting objective.
A.3.3 Objectives Guidance: For the Production proposal (W56HZV-19-R-0101), credit may be given on selected elements of the tiered requirements for objective level (or, in some cases, above threshold and up to Objective level) performance. The objective requirements are tiered to communicate their relative value based on current priorities. The identification of objectives (or, in some cases, above threshold level and up to Objective level performance) subject to credit will be finalized by the Government at the time of Production
RFP release.
A.3.4 Production Award and Potential Criteria:
A.3.4.1 For the initial Production contract, which is currently planned to be solicited in Fiscal Year (FY) 2020, the Government intends to award one fixed-price incentive requirements contract consisting of a base with five-year Full Rate Production (FRP) deliveries and three option ordering years. The contract will include a separately priced firm fixed option CLIN(s) for the purchase of Technical Data
Package(s) (TDP(s)) with appropriate data rights to allow for possible future competition for production as well as spares. During the production phase, the Government will provide the contractor with the ICVVA1 vehicles and XM813 guns as GFP for the required production quantities.
A.3.4.2 The evaluation criteria for Phase 2 has not been established. It is anticipated that the following may be principal non-contract price determining factors and/or sub-factors for consideration in the production award:
- Achieving the tiered requirements
- Manufacturing Readiness Level
- Affordability of the MCWS
- Supportability: With emphasis on reliability, maintenance ratio, and maturity of physical logistics products (i.e., training, instructions, and technical data package).
A.3.5 Affordability Target:
A.3.5.1 The affordability target for the MCWS manufacturing and associated integration based on the projected schedule as approved by the Army Requirements Oversight Council (AROC) for each year of the production contract is included in Table 1 below. The affordability target includes cost associated with System Technical Support, Logistics Products, testing, manufacturing (Mfg), Maintenance Training
System (MTS), Special Tools and Test Equipment, New Equipment Training, and Integrated Contractor Logistics Support (ICLS).

A.4 Production and Deployment Phase Market Research (non-DIS Vendors):
In the event that a company not receiving a DIS award wishes to proceed at its own risk and at its own expense, it should notify the
Government Contracting Officer of its intentions to pursue this solution within 30 days of the DIS contract award notifications. Failure to do so may place any company at risk of not being competitive for Production source selection.
