Questio RFP Reference QUESTION ANSWER

How many Security Guards are expected for the contract in both Kaiserslautern, Germany and Israel undisclosed location?

Please refer to the workload listed in the PWS for the number of Security Guards that are expected. The perfromance of this contract will be at an undisclosed location in Israel.

PWS 1.3.d in the General Information chapter of the Solicitation

We are interested in the housing requirement, could you possibly assist with details for the life support terms and housing requirements of this project please?

For additional location details and approved Force Protection Housing information, please submit a request in writing with a POC listed to the Contracting Officer and Contract Specialist listed within this notice. The POC provided must have a security clearance. Do not contact FPD Israel for this information.

003 Can you let me know if the opportunity is currently open? The closing date of the solicitation is listed in FBO. It is currently open.

004 Can you confirm is a Site Visit will be scheduled for this solicitation?

There is no site visit for this requirement.

Can you identify requirements for Security Level A? Most of the requirements for SSLA deal with actual physical structures on site. All personnel required to have at a minimum US Secret clearance.

How can we obtain secret clearance? Facility clearance must be acquired by performing on another contract that requires the clearance.

007 Are we required to have SIPR access through the bidding stage of this procurement?

SIPR is not required for bidding.

PWS 2.3.d in the General Information chapter of the Solicitation

Should we have any housing requirement questions whom should we contact.

For additional location details and approved Force Protection Housing information, please submit a request in writing with a POC listed to the Contracting Officer and Contract Specialist listed within this notice. The POC provided must have a security clearance. Do not contact FPD Israel for this information.

Page 38, PWS, Section 1.6 Surge Capability

Surge Capability. In conjunction with (ICW) Force Protection Condition (FPCON) Requirements: The contractor shall be able to adjust work schedules and personnel for increased manning of up to four (4) Interior Response Guards (Roving Guards) for quarterly exercises (not to exceed 8 hours per exercise) and if directed as a contractual change by the KO for increased operations as required by the U.S. Government for protection of the site, personnel and facilities. Surge capability has NOT been historically used and future requirements are not known. The US Government requires this surge capability be planned for in the unlikely event it is required. For pricing purposes, can the Government please clarify the number of exercises that should be accounted for on a quarterly basis for this surge requirement?

One exercise per quarter. Not to exceed 8 hrs.

Page 49: Contractor Access Cards. RFP states: Contractors requiring CAC cards should coordinate through COR and deploy through Germany in order to obtain a CAC card.

For new hire personnel, will the Government allow CAC cards to be obtained at a CONUS‐based DEERS facility if required?

With the authorization memo that the Government provides, you should be able to get a CAC at any issuing facility.

Page 46: Medical Requirements: RFP states: The Contractor shall provide Medical Screening Examination Certificates for each contract employee (originals) to the COR 14 days prior to full performance for verification of completeness.

For incumbent personnel, can the Government please confirm that a valid Medical Screening Examination Certification will be accepted in order to facilitate timely transition?

Yes, if it is currently valid, the Government will accept. However, it should not be older than 180 days from date of screening.

Can the Government please clarify the length of the mobilization period for this contract?

The transition will be no less than 60 days however the Government wants full performance of the contract to start NLT 01 JAN 2018. If this changes an amendment will be issued IAW FAR 15.

Due to DBA quotes based on the level of effort, will the Government please allow this CLIN to be Cost Reimbursable instead of Firm Fixed Price?

This will remain Firm Fixed Price.

014 PWS 1.6.15 What licenses are required to operate the equipment referenced in subsection © of 1.6.15 of the PWS?

Israeli approved operator licenses for vehicles provided by an offeror for performance.

015 PWS 5.1

Could the CO please specify what are the "required licenses, permits, and clearances" that are required and when they must be submitted by?

The only licenses, permits, and clearances are those listed throughout the PWS . See Technical Exhibit 2, and FAR 52.212‐1 for submission requirements and instructions.

016 PWS 5.1

Are any of these "licenses, permits, or clearances" covered by the status of forces agreement or similar agreement between the U.S. and the State of Israel?

These are in addition to/in support of the SOFA agreement.

What licenses are currently held by the incumbent contractor?

The incumbent's licenses are proprietary. The incumbent would be required to meet the licenses outlined within the Solicitation.

In Part 6 of the RFP, under the subsection

"US/ISRAEL

Implementing Agreement" it states that the Contractor/contract or employees must have SOFA status as defined in Article XXVII of Israeli

SOFA.

We researched the Israeli SOFA but could not find Article XXVII. Would the contracting office be willing to share the content of this article with bidders?

PWS amended.

In Part 6 of the RFP, under the subsection

"US/ISRAEL

Implementing Agreement" it states that the Contractor/contract or employees must have SOFA status as defined in Article XXVII of Israeli

SOFA.

In Part 6 of the RFP, subsection 11 c states that "The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time is specified in an addendum to the solicitation."

However, on page 86 it states that prices must be valid for 120 days. Will the Contracting Office please confirm if 30 or 120 days is correct?

The addendum to 52.212‐1 has changed the standard clause to read 120 days. Other paragraphs of clause 52.212‐1 have been modify for this solicitation.

In Part 6 of the RFP, under the subsection

"US/ISRAEL

Implementing Agreement" it states that the Contractor/contract or employees must have SOFA status as defined in Article XXVII of Israeli

SOFA.

In Part 6 of the RFP, subsection 11 e states that "Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satifying the requirements of this solicitation. Each offer submitted will be evaluated separately." If an offeror submits alternative pricing offers, must the offeror submit separate technical and pricing proposal volumes for each?

Multiple offers will not be considered.

Clause 52.212‐1 Instructions to Offerors‐ Commercial Items

Clause 52.212‐1 Instructions to Offerors‐Commercial Items (JAN 2017), subsection 2 j, states that offeror's must include their Unique Entity Identifier on form SF 1449. Does the Unique Entity Identifier refer to the offeror's DUNS number and/or CAGE code?

The DUNS and CAGE code are Unique Entity Identifiers.

Technical Exhibit 3, The hours do not match the manning or post calculations.

Can the CO please confirm the hours are correct?

Please refer to paragraph 5 e on page 63 of the Solicitation. Amendment to Solicitation. Government removed Technical Exhibit 3.

023 RFP Reference

In various sections of the RFP, it states a mobilization/phase‐ in period of 60 days, four months and six months. Is the mobilization/phase‐in period 60 days, four months or six months?

The transition will be no less than 60 days however the Government wants full performance of the contract to start NLT 01 JAN 2018.

Clause 52.225‐14 Clause 52.225‐14 Inconsistency Between English Version and Translation of Contract, Page 15. Must all licenses and other required bidder documentation be submitted in English as well as in Hebrew?

Just one languag, English, will be needed within proposals .

252.229‐7001 Tax Relief (SEPT 2014)

For U.S. contractors, can the Contracting Office (CO) advise which taxes should be excluded from offerors' pricing?

Any applicable foreign Government taxes associated with performance of this contract are tax exemptable.

PWS Performance Work Statement (PWS), Part 1, Section 1.6.15, Page 43: Section 1.6.15 states that "contractor‐developed training shall be provided at the contractor's designated deployment processing center prior to arriving to Israel."

However, Section 3.2 of Part 3 states that "The U.S.

Government shall provide adequate security guard working space, to include sentry stations, office space and communications base station facility. The U.S. Government shall provide permanent structures for the contractor as [at] the Security Site Operating Center." Please confirm that the "contractor's designated deployment center" listed on page 43 should be located in the Contractor's country of orgin.

Yes, the "contractor's designated deployment processing center" should not be located in Israel. The personnel should not arrive in Israel until after receiving the required training.

PWS Is the Contractor required to have any Contractor‐provided office space or training facilities in Israel?

No, it is not required as space will be provided on site, but that does not stop the contractor from providing their own office space off site.

Recertification facilities will be provided. This is not for initial training.

PWS (Page 63) Other Contractor Furnished Equipment, Page 63, states that "Radio frequencies will be provided by the Government."

Please confirm that Contractors do not require a radio frequency license to operate the equipment in Israel.

No, they do not require radio frequency licenses.

PWS Section 5.1 of Part 5 on pages 63‐

Section 5.1 of Part 5 on pages 63‐64 states that the "IESS monitor shall use DA Form 4930‐R, Alarm/Intrusion Detection Record, to record all alarm activations, actual or test…" and that "the RF shall provide initial response to alarms and incidents as required. Static perimeter sentries shall not be a part of the designated RF." Can the CO please confirm that the IESS monitor only records alarm activations/tests and that the RF is responsible for the initial response?

Yes, the IESS monitor only records alarm activations/tests. The RF is responsible for the initial response.

PWS Section 5.4 of Part 5 on page 66

Section 5.4 of Part 5 on page 66 states that the "Contractor shall provide Medical Screening Examinations Certificates for each contract employee (originals) to the COR 14 days prior to full performance for verification of completeness. The certificate shall be signed by a licensed medical Doctor or Physician's Assistance working for an MD meeting the requirements, and shall not be more than 3 months old. As required by AR 190‐56, the contractor shall ensure that pre‐ employment urinalysis drug testing for illegal substances has been performed for all potentials CSGs. The Contractor is responsible for drug testing procedures." Should medical screening and pre‐employment testing be done in the U.S. or in the employee's home country?

Yes, completed in the US prior to entering Israel. Seeing as all personnel must be a US citizen able to hold a valid US Secret clearance, their home country should, in most cases, be the US.

Technical Exhibit 2, Technical Exhibit 2 states that the Contractor must provide the "Host Nation Implementing Agreement: Visa and Permit, Country Clearance, and Licensing….NLT 30 days prior to arrival in the host nation…. Can the CO please define what the "Country Clearance" document is and state its requirements?

Country clearance is done through the APACS system online through the US Embassy. SPOT approval is also required.

032 Technical Exhibit 2, With regard to the required visa and permit, please confirm that this refers to employee work visas and permits.

They must have a valid US passports. They will receive a 90 day visa upon entering the country and the Government will facililate getting their visas extended beyond that at no cost.

033 Technical Exhibit 2, What exactly is meant by "NLT 30 days prior to arrival in HN"?

Does this mean that all Host Nation licenses and documents are due 30 days prior to the Contractor's arrival in the HN?

Yes, "no later than 30 days prior to arrival" means they must be complete at least 30 days prior to the contractor's arrival in HN.

034 Subfactor 3‐ Hiring Plan

Subfactor 3‐Hiring Plan, Individual Reliability Program (IRP), Page 85 Under the subsection "Individual Training," bullet point (g), it states that Offerors shall provide a Traiing Plan that includes the following: g. Contractor Training. Question:

Can the CO please clarify what is meant by Contractor training? How does this differ from the other forms of Contractor‐provided training listed in the same section, namely the following: 1.6.22 Physical Agility Testing (PAT);

1.6.23 Weapons Qualification/Training; 1.6.24 Access Control;

1.6.25 Chemical Protective Ensemble; 1.6.26 First Aid; 1.6.27 Site Specific Training; 1.6.29 Use of Force/Rules of Engagement; 1.6.30 Antiterrorism/Force Protection (AT/FP) and Operational Security (OPSEC) Awareness; 1.6.31 Army Training Certification Tracking System (ATCTS).

Subfactor 3: Contractor training is whatever training the contractor deeems necessary for their personnel to fulfill their roles, but, at a minimum, those items listed specifically must be addressed.

035 US/ISRAEL

Implementing Agreement (IA), This section states that "Contractor/contractor employees must have SOFA status as defined in Article XXVII of Israeli SOFA." Question: Our understanding is that the SOFA is a governmental agreement between two nations. Please clarify what is meant by the "Contractor/contractor employees must have SOFA status." Does this mean that the Contractor and all Contractor employees must be from a country of orgin that has a SOFA agreement with Israel?

The subsection "Page Limitation" states that "The following are excluded from the page limitations: Covers for volumes, table of contents, glossary of abbreviations and acronyms, indices, title pages, cross reference indexes, and section dividers if they are inserted solely to provide ease to the reader in locating parts/sections of the proposal. "Question:

Can the CO clarify if the "glossary of abbreviations and acronyms, indices, title pages, and cross reference indexes" are optional or required in the offeror's proposal? If required, are they required for each proposal volume?

Optional, but desired for ease of evaluation.

Instructions to Offeror

All contractor proposals with company identifying information shall be limited to cover of hte submitted proposal. Question: Volume II Technical Factor requires Offeror documentation regarding facility clearance, should offeror black out Facility Name which identifies offeror on documentation?

Use "Negev Communications Site" when referencing the cite.

A page is defined as one standard 8‐1/2 x 11.

May offeror use 11x12 page size for large graphics and schedules? Will page count as 1 or 2 pages?

Yes and it wil count as I page. Must be printable on common office printers.

039 PAT requires grading of the PAT by Government Personnel.

Will Government Personnel be available CONUS for grading of the PAT and Weapons Qualification?

No CONUS training provided. All personnel will require another PAT and Weapons Qual (on their assigned weapon) upon arriving to site.

040 PWS 1.6.9 Quality Assurance

Will the Government be providing a Quality Assurance Surveillance Plan as part of the solicitation?

A copy of the QASP will be provided however it is not a contractual document.

041 Initial visas are only valid for 90 days upon entry into Israel.

Will the Government be issuing official passports?

Initial visas are only valid for 90 days upon entry into Israel.

Will the Government provide official documents for work visas?

CAC cards are issued in Germany.

Will there be a DoD point of contact in Germany for facilitating base access for CAC card issue?

CACs can be issued at any issuing facility (CONUS/OCONUS). We will provide a memo authorizing access to the facility and creation of CACs with POC information.

PWS requires CBRN equipment.

Will the CBRN suit be provided as GFE? If not GFE, can the Government please specify a model? Please specify the current inventory for the CBRN suit.

The US Army unit will handle destruction of sensitive equipment as required.

Imcumbents will be allowed to meet training requirements during phase in at the site.

048 Will the Government be providing a current CFE inventory list with current quantity and status of item? This would be so Offerors can adequately address material purchases as part of its offer.

No. All CFE is listed in the PWS. The current CFE is owned by the incumbent and not the Government. As such, the Government does not provide CFE in the follow on contract.

049 Should offerors redact their Company Name from the facility clearance documentation submitted with Volume II Technical? Offeror's company name is on the facility clearance but it is a redacted proposal.

No do not redact the name. However, the Government may redact company information during evaluation so minimize Company name and logo throughout proposal.

050 Should under Volume I, the SF1449 and SF30 be redacted of all company identifying information as well (Coompany Name, Address, DUNs, Signature, etc.)? Or shall this company identifying information only be included for the SF1449 but not included on the SF30 in order to acknowledge Amendment 0001?

No. Do not redact the company name. Please see Question 49 for further information.

051 Based on changes to CLIN 0004, does the Government intend to give the NTP on January 1, 2018? Or could NTP be received earlier than 01 January 2018? Is there an assumption Offeror may make regarding Government Issue of NTP?

The Government will issue a NTP No later than the start of the Phase‐in period.

The offeror should still plan for no less than 2 months of phase‐in. If phase‐ in can begin sooner (ie. if award is made before 31 Dec, and NTP terms are met), the Government will allow it.

Award by 29 October is an estimate and will change. Updates may be posted but not guaranteed. porposals must be valid for the period of time listed in the solicitation. If award is made before the phase‐in period of performance, the Government would allow phase‐in to start upon receipt of NTP, but would not require the awardee to start before the solicited period of performance.

The Government is soliciting for no less than the time period in the solicitation.

Will the Government adjust the deliverable schedule to be NTP + Dates rather than Award + Dates?

The Phase‐in is listed as 1 Job. A vendor should price all phase‐in costs associated. Pricing updates will not be requested if award is made before 31 Dec 2017 and no other terms are changed from those solicited. The NTP and the effective date of award will not adversly affect the deliverable schedule.
