1.2 Legal Charter

In respect of the Performance Work Statement “W912PA15T0080_AsbestosSurvey” - ASBESTOS SURVEY FOR CHIEVRES AIR BASE, 7950 CHIEVRES, BELGIUM, of 88 buildings, the current survey is non-destructive (suspected ACM, visually accessible) and is produced according to the Belgian Royal Decree of 16 March 2006 (survey so-called "Management Plan").

However, if renovation/destruction works are to be undertaken, a destructive asbestos survey should be made.

1.3 Scope of Works

- Geographical scope of the works: building 20041

- Asbestos history of the building: some of the buildings were surveyed during year 2000 but only partial and incomplete information was available for consultation.

1.4 Possible restraints

1.4.1 General restraints

Some remarks should be made concerning the survey:

1) Roofs: there are bituminous roof coatings containing asbestos (roofing type). Sometimes fibrous asbestos plates are present between the underlay and the roofing felt.

This also can only be ascertained by a destructive survey. As it is impossible to take a representative sample without damaging the surface (risk of damage to the seal), we advise to make additional analysis just before any renovation or demolition of the building.

2) Equipment in general: unless any contrary advice in the following text, the potential ACM have been checked as close as possible, however without any dismantling. So it is possible that our description could be incomplete, and that inaccessible ACM could be discovered afterwards.

3) Gaskets between flanges: they are being studied based on samples taken randomly when practical.

When gaskets of which composition is unknown must be replaced, we advise to consider them as ACM before replacement.

4) Underground areas: The networks of underground areas are not a part of the study as they are inaccessible. However, a potential presence of asbestos cannot be excluded for example, pipework insulation and asbestos based cement products. So the survey is not exhaustive. But we can extend the survey to apparent and visually accessible sections of underground areas.

5) Floor and wall covering: floor and wall covering generally in good condition was not damaged to ascertain the nature of the underlay.

6) Fire doors: the fire doors were not investigated because it can only be done by a destructive survey.

1.4.2 Accessibility restraints

Locations not visited during the survey: the roof was not accessible.

Potential and exploitation of the conclusion of the survey to the inaccessible areas: nil.

Description of the destructive soundings still to be performed: the inventory was conducted in a non-destructive way. A destructive survey should be performed before any refurbishment or demolition works.

1.5 Description of the method used to set up the survey, sampling and analysis

A consultation with the site manager occurs first, when possible. A survey method is established based on the on-site configuration. When it’s possible, samples will be taken on suspected material in order to reveal a possible presence of asbestos. These samples are analyzed in our dedicated laboratory. In the laboratory reports, in attachment to the current survey, the fiber type of the asbestos present in the ACM is determined.

The characteristics of the ACM (fibrous asbestos, asbestos cement, …) can be important, and will define the choice of the removal method. When the sampling is not possible, we specify the methodology used to determine the presence of asbestos in the material (e.g. documents consultation, visual recognition …).

Pegase Environnement has undertaken to the best of its ability to recognize the asbestos based materials within this report data. However, considering the incompleteness of localization, Pegase Environnement does not accept any responsibility for potential in corrections concerning the naming of the locations and for the modifications which would be produced after this survey.

The areas not mentioned in the current report were either inaccessible, or were not a part of the survey request, these areas were not examined. Nevertheless, in the case of repetition of identical structures, only a representative number of these structures have been examined, under authorization. In this case, this has been noted in the report.

Based on the visual inspection, the locations where samples have been taken are as indicated.

1.5.1 Tools

The inspector in charge has all the necessary tools in order to perform the samplings. He uses among others:

flat nose and curved pliers, a cutter, a folder bag, different screw drivers, a hammer, corer, gloves, asbestos encapsulation spray, wipes to clean tools, etc.

1.5.2 Laboratory analysts

Sampling and analysis were performed according to HSG248 guidance publication “the analysts’ guide for sampling, analysis and clearance procedures”.

Samples were examined in our laboratory. To determine the presence of following types of asbestos fibers:

-Chrysotile (white asbestos) -Amosite (brown asbestos) -Crocidolite (blue asbestos) -Anthophylite, tremolite et actinolite

= serpentine group = amphibole group = amphibole group = amphibole group

Briefly, after screening under a stereomicroscope suspicious fibers have been analyzed under a polarized microscope. The optical features of the fibers, such as refraction index, pleochroism, polarization colors, elongation and extinction angle have been checked. Dispersion staining colors according to McCrone are determined for confirmation.

1.6 Risk assessment

1.7 Management Plan

A regular evaluation, at least annually, of the state of asbestos and asbestos-containing materials must be made. Everyone involved should also be informed of the actions that can lead to exposure to asbestos for instance do not drill, saw, rub, work mechanically asbestos-containing materials. The survey record will also inform what type of action is required to ensure the ACM are safe. This can be removal, encapsulation and management.

3.3 Advise for asbestos management

3.3.1 General information

ACM removal or demolition must satisfy to the rules fixed by Belgian Royal Decree dated March 16, 2006 and to the Code concerning the protection of the workers against the risks linked to the exposition to asbestos.

All asbestos containing material must be removed by a licensed asbestos removal company, except for the simple treatment method where the risk of release of asbestos is so limited in all cases that the fiber concentration of 0.01 cm³ is not exceeded. Simple treatments can be carried out by all employers, provided that the workers have received specific training that meets the requirements of the law.
