This version replaces the previous version. Please read the updated document in its entirety to account for all changes.

7. Provide the following contractor questions and answers:

Q1: The language in Paragraph L.2.1(c) refers to "a single submission". To ensure that we do not exceed any file size restrictions of the network, is it acceptable for offerors to break the proposal up into multiple email submissions of the proposal, i.e. 1 of 3, 2 of 3, etc. or does the Government require a single email with all volumes and attachments?

A1: It is acceptable for offerors to break the proposal up into multiple email submissions when submitting.

Q2: When sending the proposal, if an offeror requests a Delivery and a Read receipt via email and also requests the receiver noted in the RFP to acknowledge receipt of the proposal and the proposal is otherwise timely, is this sufficient to ensure that the Government has received the proposal?

A2: Yes

Q3: Referencing Attachment 0006 Instructions to Offerors, Section L2.1d., Sentence 2 states: "Contractor shall submit its proposal via e-mail to David Fields and Rock Woodstock." Please provide email address for Mr. Woodstock.

A3: The proposal only needs to be sent via e-mail to David Fields. Attachment 006 has been revised to annotate this change.

Q4: Referencing Attachment 0006 Instructions to OFferors, Section L4.r., sentence 1 states: "The volume is limited to no more than 50 pages." Subsequent sentences 4 and 5 state the page limit is 60 pages.

A4: The page limit for Volume I Technical Capability Factor is 50 pages. Attachment 0006 has been corrected to annotate this change.

Q5: Referencing Attachment 0006 Instructions to Offerors, Section L1.b. states that a small part of the Contract will consist of Other Direct Costs (ODCs) for Mobilization, Demobilization, Defense Base Act (DBA) Insurance, Travel, and other miscellaneous items further addressed in Sections L5.4 and M5.3 which will be procured as cost-reimbursement no fee. However, Section L5.4.e. states that For CLINs 0001, 0002, 0003, 0004, and 0005, the offeror shall enter firm-fixed-prices for each period. These CLINs will encompass the OPSCEN labor, DBA Insurance, and any other direct labor component such as uplifts and hazard pay. Can the Government confirm that DBA Insurance is to be priced as part of the FFP CLINs?

A5: The Government confirms that DBA Insurance shall be priced as part of the FFP CLINs. Attachment 0006 has been corrected to annotate this change.

Q6: Referencing Attachment 0006 Instructions to Offerors, Section L5.4.g. does not mention the necessary medical costs that incur prior to sending an employee through CRC. Can the Government confirm that all offerors must price in the required medical costs associated with being stationed in Iraq?

A6: The Government confirms that all offerors must price in the required medical costs associated with being stationed in Iraq.

The Government is not responsible for primary medical care. The contractor will be required to provide routine medical coverage for its employees.

Q7: Referencing Attachment 0006 Instructions to Offerors, Section L5.4.f. states For cost reimbursable-no fee CLIN 0006, the

Government has provided a surrogate amount. The surrogate includes R&R inclusive of necessary VISAs and hotel accommodations, helicopter by Embassy Air, any billeting and OCONUS lodging costs. Is the airline cost for R&R inclusive in the plug number provided for CLIN 0006 or should the offeror price that cost in either the Mobilization or Demobilization CLINs?

W560MY-17-R-0005 0001

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

A7: The airline cost for R&R is included in CLIN 0006.

Q8: Could you kindly verify an award date?

A8: The Government cannot verify an award date at this time. The Government will perform due dilligence and contract award will not occur until all necessary reviews and approvals are accomplished.

Q9: How many hours in a shift/how many days a week/any unusual times for shift?

A9: The Contractor will need to be prepared to work 12 hour shifts/7 days a week, including holidays, as necessary to accomplish the mission.

Q10: How many people need to be on a station at any time? What is the rotation? The Statement of Work says that there cannot be a break in services, so how will we backfill if somebody gets sick, has an emergency or goes on vacation?

A10: The Contractor will be responsible to ensure there is no lapse in requirements as outlined in PWS if someone is sick, on emergency leave or vacation. Rotation (R&R) must be coordinated through the site lead with the COR to ensure the minimum number of personnel are on station.

Q11: For vacation, is it once a 12-month? What is vacation period? Statement of work states 1 trip every 12 months. Are we taking on the cost? If so, are we taking on the cost of flying in a replacement?

A11: The Governments intent is usual and customary R&R policy. If an employee is on a 12-month contract, they would mobilize in and then work for 6-months, take R&R for up to two weeks, work for another 6-months and then demobilize. The Government is responsible for the travel reimbursement costs for one R&R trip per 12 month period. The Government is responsible for the costs of flying in a replacement.

Q12: Has there been an agreement on accommodations? Per Diem? Travel? Life Support DBA?

A12: Information is provided in the PWS section 9.0. Government will provide life support (living quarters, food, security) as part of the Department of State ICASS. If Embassy Air is required then the vendor must pay using pay.gov and will be reimbursed upon KO approval.

Q13: In the excel spreadsheet, you have ODC and the cost of $76,000 do you have a breakdown of those numbers?

A13: Yes, please reference Attachment 0006, Section L5.4.f.

Q14: What G&A rate will you be using? Do we share in those numbers?

A14: No, G&A will vary from offeror to offeror.

Q15: What are the percentages for Hazardous Duty Pay? Post Differential?

A15: The labor portion of this requirement is firm-fixed-price. Defense Base Act (DBA) Insurance will cover employees for

Hazardous Duty Pay and Post Differential. DBA Insurance is a requirement for all employees that will be working under this contract.

Q16: Please verify contract type. Firm-Fixed Price? Cost Plus?

A16: Referencing Attachment 0006, Section L1.b., the contract will be firm-fixed-price and cost-reimbursable no fee.

Q17: I do see here on Price sheet and on the blue boxes we must add the salary only which not include other fees or visas cost, or emergency leave or mobilization from US to Iraq or transportation from Baghdad Airport to IZ or transportation of employees from IZ to somewhere else, Am I correct? If yes, then the other expenses will be paid per approval and invoice or how? If no, then do you want me to add the other expenses also to the blue boxes?

A17: Yes, the other expenses will be paid using all of the CLINs reference in Attachment 0005, Price Matrix. Please reference

Attachment 0006, Section L5.4, Instructions for completion of the Pricing Matrix for further instructions. Please reference

Question and Answer # 5 above for information concerning how to price DBA Insurance.

Q18: Referencing Attachment 0006 Instructions to Offerors, Section L4.r, please confirm no other volume, except volume I is to have a second copy (a redacted version) submitted.

A18: The Government confirms that no other volume other than Volume I is to have a second copy (A redacted version) submitted.

Q19: The Government states in Attachment 0006, The contractor shall submit with its proposal an OCI Mitigation Plan\'85

Attachment 0004 states, The Contractor shall provide a detailed OCI Mitigation Plan within 30 calendar days of contract award.

Attachment 0001 states, Therefore it is in the Governments and offerors best interest to allow potential offerors the opportunity to provide an OCI Mitigation Plan, if the offeror so desires. Is the OCI mitigation plan a requirement of the proposal or due 30 days after award?

A19: An OCI Mitigation Plan is required at time of proposal submission. Attachment 0001 and Attachment 0004 have been corrected to reflect this language.

Q20: Referencing Attachment 0001 PWS, Sections 8.1.2 and 8.2.2, the Government states, Must be familiar with the various operational support systems utilized by the Office of Security Cooperation-Iraq. Please include a list of all relevant systems knowledge the Government would like industry to capture in their recruitment efforts.
