L.1. GENERAL INSTRUCTIONS. Proposals shall be submitted in accordance with this section. These instructions generally describe the type and extent of information the Offeror should provide and emphasize the significant topic areas to be addressed in the proposal. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of the proposal.
The proposals shall clearly and convincingly communicate the capability of the Offeror to perform the work as required. Proposals must not merely repeat the solicitation requirements, but rather must provide convincing documentary evidence of how contract requirements will be met. Clarity and completeness are essential. The Offeror is expected to review the Performance Work Statement
(PWS) contained in Section J of this Request for Proposal (RFP) for further insight into the areas that the proposal must address.
Failure to provide the required supporting documentation may result in your offer being rejected.
The proposal should be detailed and clearly stated to allow an assessment by the Government without the need for additional information. All information and data provided shall be specific to the solicited services and in accordance with the requirements of the solicitation.
The United States Government (USG) intends to make one award using the Lowest Priced Technically Acceptable (LPTA) evaluation criteria outlined in this solicitation. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the Request for Proposal (RFP), concurrence with the Performance Work Statement (PWS), and contract type.
The Government reserves the right to award without discussions (see FAR 52.215-1); consequently, it is your responsibility to submit a proposal that conforms to all of the terms and conditions of the solicitation and this section. It is the Offerors responsibility to present its best technical proposal and prices in its proposal submission. Proposals that do not contain the information requested in the solicitation risk being determined Unacceptable by the Government. The Government will not assume the
Offeror possesses any capability, understanding or commitment not specified in the proposal. Should discussions become necessary, the Government reserves the right to hold discussions in accordance with (IAW) FAR Part 15.306, if required. If this occurs, a competitive range will be determined and offerors notified. The competitive range may be limited for purposes of efficiency IAW
FAR Part 15.306 (c)(2).
L.2. POINT OF CONTACT. The Procuring Contracting Officer (PCO) is the point of contact for this acquisition. Any questions or concerns shall be addressed, in English, to the PCO and a copy provided to the Contract Specialist. E-mail is the preferred method of communication.

Three separate volumes shall be submitted. These volumes shall be self-contained and shall not be cross referenced, with the exception of the Price Volume. Unless specifically requested, pricing information shall not be contained in any volume except the
Price Volume. Proposals not structured IAW these instructions may be considered incomplete and may not be evaluated. The USG will not assume the duty to search for data or information to cure problems discovered in any proposal submitted. The burden of providing complete and thorough information to address the elements below remains with the Offeror. The proposal shall include the following volumes subject to the limitations discussed below:
Volume Title Page Limit Due Date
I Supplemental Documents No Limit RFP Closing Date
- Completed and Signed Solicitation
And its amendments
- Facility Clearance
- Executive Summary 10 pages RFP Closing Date

As such, any summary material presented here shall not be considered as meeting the requirements for any portions of other proposal volumes.
The Offeror shall, at a minimum, provide an overview of its proposal and accurately summarize all parts of the proposal, except for the Price Matrix.
L.5. VOLUME II - TECHNICAL FACTOR.
For those Offerors with an Acceptable Facility Clearance, the Government will evaluate its Technical Proposal.
The Offeror's Technical proposal shall include the following two subfactors:
Subfactor 1 Management Plan
Subfactor 2 Performance Execution Plan
A rating of Acceptable for each sub-factor is required to receive an overall Technical Factor rating of Acceptable. The requirement for an acceptable rating is for the Offerors proposal to demonstrate a thorough approach and clear understanding of each of the subfactors. Only offerors whose Technical proposals are determined to be Acceptable will be considered for award.
Incomplete or unclear proposals will be determined to be unacceptable.
L.5.1. Subfactor 1 Management Plan.
The Management Plan shall be specific, detailed, and complete and demonstrate that the Offeror has the resources needed to acquire, train, and maintain staffing to meet the requirements of the PWS. The Offerors proposal shall include a plan for recruiting and hiring the personnel with the skill sets necessary for successful contract execution. It shall:
6 10
Name of Offeror or Contractor:

For the positions of Afghan Linguist/Media Monitor and Dari/Pashto Media Desk Officers, the resumes shall also indicate that those personnel have, at a minimum, S4 or Level 4 language proficiency on the Interagency
Language Roundtable (ILR) scale or equivalent, as outlined in the PWS. The Offeror shall submit employment verification with the resume and be accompanied by the following disclosure statement, signed by the employee:
"I consent to the disclosure of my resume, technical certifications, or other personal data for evaluation purposes regarding the proposal submitted in response to RFP W560MY-16-R-0004.
This information shall not be disclosed to those without a need to know, and shall be used only for evaluation purposes. ALL
EMPLOYEE NAMES SHALL BE REDACTED IN THE PROPOSAL.
2. Describe the plan for the retention of personnel with the proper skill sets in an environment where such skill sets are in high demand. The plan should include the Offeror's tools and any mechanisms to motivate or incentivize outstanding contract performance and the ability to retain staff and quickly fill vacancies in an austere OCONUS environment.
3. Provide a comprehensive and thorough approach for mobilizing personnel and transitioning operations with minimal disruption of services. The approach shall include scheduling, timelines, and sequencing of activities with the out-going Contractor and appropriate Government personnel to be fully mission capable on day 61 after contract award IAW the PWS. It shall demonstrate a thorough understanding of U.S. and Host Country Labor Laws, including Sponsorship and Visa processing, identify the risks associated with its proposed approach, and describe the methods and procedures the Offeror will employ to mitigate such risk.
L.5.2. Subfactor 2 Performance Execution Plan
The Offerors proposal shall detail a sound and comprehensive plan of the Offerors ability to provide Public Affairs Operations support services to meet the requirements. It shall describe the Offeror's depth of understanding of the processes, abilities, and experience necessary to execute all Public Affairs Operations requirements outlined in the PWS successfully. It shall:
1. Demonstrate the capability for performing high quality, responsive, and effective media monitoring that captures and summarizes information according to the specific tasks and qualification requirements detailed in the PWS.

3. Detail the capability to host, maintain, and manage both content on, and technical aspects of, the USFOR-A/USFOR-A Command
Information website to include maintenance, development, formatting, and redesign on an as-needed basis determined by DCOS COMM.
L.6 VOLUME III - PRICE FACTOR. Proposed fully burdened hourly labor rates will be used by the Government to calculate the total evaluated price and award of the Base Year and exercise of any option year(s). The offeror shall provide proposed prices as follows:
L.6.1. A proposal is presumed to represent the Offerors best efforts in response to this Solicitation. Any inconsistency, whether real or apparent, between promised performance and cost or price shall be explained in the proposal. Any significant inconsistency, if unexplained, raises a fundamental issue of the offerors understanding of the nature and scope of the work required and may be grounds for rejection of the proposal. The burden of proof as to cost/price credibility rests with the
Offeror. Offerors shall ensure that all sections of the Performance Work Statement (PWS) have been priced.
L.6.2. Offerors are to complete the Pricing sheets for the Base Year and all Option Years. For the Option to Extend Services, the
Total Evaluated Price will be one-half of the Offerors total Evaluated Price for the final option period (Option Period 4). This effort will be awarded under a combination of Firm-Fixed-Price (FFP) CLINs/sub-CLINs and Cost Reimbursable (CR) CLINs.
L.6.3. The Government will evaluate offers based on prices proposed for the Base Year and all Option Years and any other price related factors required by the RFP. All prices will be binding.
L.6.4. For the Labor sub-CLINs, Offerors shall enter firm-fixed-prices for the Base Year and all Option Years by completing the
Price Evaluation Sheet found at Attachment 0003. The Offeror shall propose its Fully Burdened Hourly Labor Rate and Total
Productive Hours for the PWS Labor Categories/Skill Sets found in the PWS and noted on the Pricing Sheets. All proposed Fully
Burdened Hourly Labor Rates shall be expressed as a value and be rounded to two decimal places. The Fully Burdened Hourly Labor
Rate will then be multiplied by the proposed Total Productive Hours, which will result in a Total Price for that labor category.
L.6.5. For the Cost Reimbursable CLINs: The Government will award the cost for Other Direct Costs (ODCs), DBA, Mobilization, R&R, 7 10
Name of Offeror or Contractor:

Cost Reimbursable basis for each performance period. Travel cost will be reimbursed in accordance with FAR 31.205-46 Travel costs.
For evaluation purposes, the Government has provided yearly NTE amounts of $10,000.00 for the ODC CLIN; $20,000.00 for the DBA
CLIN; $5,000.00 for the Mobilization CLIN; $3,000.00 for the R&R CLIN, and $360,000.00 for the News Alert Service CLIN for the
Base Year and all Option Years. These NTE Yearly amounts are for evaluation purposes only and are not a guarantee of the NTE
Yearly amount to be awarded during any performance period. The Offeror shall not add other costs to the Price Matrix for any ODC
CLINs.
L.6.6. The Government reserves the right to require the submission of any data (i.e. cost or pricing data) necessary to validate the reasonableness of an offer.

SECTION M - EVALUATION FACTORS FOR AWARD
M.1. BASIS FOR CONTRACT AWARD: This acquisition will utilize a Lowest Price Technically Acceptable Selection Approach authorized at FAR 15.101-2.
Award will be made using a two-step, LPTA approach as described herein. Prior to the evaluation of the Technical factors listed below, the Government will evaluate the acceptability of the Offeror's Facility Clearance. Once an acceptable determination is made regarding Facility Clearances, the Government will evaluate the Technical Proposals of those offerors. The Army Contracting
Command Rock Island (ACC-RI) will make an award to the responsible contractor with an acceptable Facility Clearance, whose offer is determined to provide the lowest price technically acceptable approach to the Government considering price and non-price factors. Technical tradeoffs will not be made and no additional credit will be given for exceeding acceptability.
The Government reserves the right to limit the competitive range for the purposes of efficiency; award without discussions; and make no award should no Offeror prove to submit an acceptable offer based on the criteria set forth in the solicitation. The
Government will make an award to the responsible (IAW FAR 9.1) contractor whose offer conforms to the solicitation and is determined to be the most advantageous to the Government.
M.2. NUMBER OF CONTRACT AWARDS: The Government reserves the right to award no contract at all, depending on the quality of the proposals, prices submitted and the availability of funds. The Government intends to award one firm-fixed price contract inclusive of a Base Period of one (1) year, four (4) one-year Option Periods and the Option to Extend Services (FAR 52.217-8) (6 months).
M.3. SUPPLEMENTAL DOCUMENTS AND PROOF OF FACILITY CLEARANCE FACTOR.
M.3.1. Facility Clearance. In order to be considered for award, an Offeror must provide proof of a SECRET Facility Clearance, IAW
DODD 5220.22, National Industrial Security Program Operational Manual, at the time of proposal submission.
The Offeror will be rated in accordance with the following definitions:
Acceptable: Offeror possesses a SECRET Facility Clearance via the Defense Security Service (DSS) Industrial Security Facilities
Database (ISFD) by the RFP closing Date.
Unacceptable: Offeror does not possess a SECRET Facility Clearance via the Defense Security Service (DSS) Industrial Security
Facilities Database (ISFD) by the RFP closing Date.
M.3.2. Solicitation. The USG will review the completed solicitation and amendments for accurate completion and applicable signatures.
M.3.3. Executive Summary. The Executive Summary will not be evaluated. However, it will be reviewed to assist evaluators in familiarizing themselves with the approach each Offeror will use to meet the requirements of the Performance Work Statement (PWS).
M.4. TECHNICAL FACTOR EVALUATION. Offerors Technical Proposal will be evaluated on an Acceptable/ Unacceptable basis. A rating of
Acceptable for each sub-factor is required to receive an overall Technical Factor rating of Acceptable. The requirement for an acceptable rating is for the Offerors proposal to demonstrate a thorough approach and clear understanding of each of the subfactors. Incomplete or unclear proposals will be determined to be unacceptable. Only offerors whose Technical proposals are determined to be Acceptable will be considered for award. Ratings are assigned as follows:
Acceptable: Proposal meets the requirements of the solicitation.
Unacceptable: Proposal does not meet the requirements of the solicitation.
M.4.1 Subfactor 1 Management Plan. The Government will conduct its evaluation of the Offerors Management Plan to determine if it is specific, detailed, and complete and demonstrates that the Offeror has the resources needed to acquire, train, and maintain staffing to meet the requirements of the PWS. The Offerors proposal includes a plan for recruiting and hiring the personnel with the skill sets necessary for successful contract execution and:
1. Includes resumes for all labor positions, limited to two pages per position, which demonstrate that the personnel meet the minimum requirements of the position. For the positions of Afghan Linguist/Media Monitor and Dari/Pashto Media Desk Officers, the resumes indicate that those personnel have, at a minimum, S4 or Level 4 language proficiency on the Interagency Language
Roundtable (ILR) scale or equivalent, as outlined in the PWS. The Offeror submitted employment verification with its resumes and that the signed disclosure statement accompanies them. ALL EMPLOYEE NAMES SHALL BE REDACTED IN PROPOSALS.
2. Describes the plan for the retention of personnel with the proper skill sets in an environment where such skill sets are in high demand. The plan includes the Offeror's tools and any mechanisms to motivate or incentivize outstanding contract performance and the ability to retain staff and quickly fill vacancies in an austere OCONUS environment.

It demonstrates a thorough understanding of U.S. and Host Country Labor Laws, including Sponsorship and Visa processing, identifies the risks associated with its proposed approach, and describes the methods and procedures the Offeror will employ to mitigate such risk.
M.4.2. Subfactor 2 - Performance Execution Plan. The Government will conduct its evaluation of the Offerors Performance Execution
Plan to determine if it details a sound and comprehensive plan of the Offerors ability to provide Public Affairs Operations support services to meet the requirements. It describes the Offeror's depth of understanding of the processes, abilities, and experience necessary to execute all Public Affairs Operations requirements outlined in the PWS successfully. It:
