| Question/ Comment # | Section or Reference | Page # | Offeror Question | Govt Response |
| 1 | K-5 (2) | 45 | The small business size standard is listed in the solicitation at $500,000. Shouldn’t that read $15,000,000? | The small business size standard shall read $15,000,000.00 |
| 2 | L.6.5. | 57 | Cost Reimbursable CLINs: Lists $30,000.00 for the R&R CLIN. These NTE Yearly amounts are for evaluation purposes only. Attachment 0003, Pricing Template lists the R&R at $3,000 per year. Please clarify which amount is correct. | Due to an administrative error, the Cost Reimbursable not-to-exceed (NTE) ceiling for the R&R CLIN shall reflect a value of $3,000.00 in Section L.6.5. |
| 3 | 5.4.2.4 | PWS p.16 | Web Engineer/Social Media Portal Manager. Where will this position be located (city, state)? Will it be at government or contractor site? | The Web Engineer/Social Media Portal Manager position will be located at the contractor site. |
| 4 | 5.4.2.4 | PWS p.16 | Web Engineer/Social Media Portal Manager. Is it a requirement for this position to possess a Secret Security Clearance? | The Web Engineer/Social Media Portal Manager must possess a Secret Security Clearance. |
| 5 | L.3.5.1.4 | p.55 | Please refer to Section L.3.5.1.4, Proposal Organization (p.55) which states, “At a minimum, all cover sheets shall…” Please confirm that cover sheets refers to both the proposal cover page and proposal title page. | The cover sheets refer to both the proposal cover page and proposal title page. |
| 6 | L.3 | p.54-55 | Please confirm that both the proposal cover and the proposal title page are excluded from the page count for each volume. | The proposal cover and the proposal title page are excluded from the page count for each volume. |
| 7 | L.6 | p.57 | Please refer to Section L.6, Volume IV, Price Factor (p.57) which states, “Volume IV Price Factor…Please confirm that The Price Factor is Volume III and not Volume IV as stated in the solicitation. | The Price Factor is Volume III and not Volume IV as stated in narrative A of the solicitation. |
| 8 | L.3.5.1.1 | p.55 | Please refer to Section L.3.5.1.1, Proposal Organization (p.55) which states, “All factor and Subfactor narratives shall be separately tabbed and clearly identified.” Please confirm that this reference to tabs is not required for an electronic proposal delivery. | Reference tabs are not required for an electronic proposal delivery. |
| 9 | The current RFP does not require past performance. By adding this subfactor, the Government will obtain further assurance that award will be made to the offeror who has past and/or current performance aligned to the requirements in the PWS ensuring full operational capability within the required transition timeframe. Recommend the Government expand the Technical Factor to include a requirement for past performance relevancy to validate expected performance and customer satisfaction. | Past Performance will be considered in the source selection process, but not evaluated as a source selection factor and assigned an Acceptable/Unacceptable rating. Since past performance under LPTA is rated as acceptable or unacceptable and there is not comparative analysis or an adjectival rating assigned, it has been determined that the Offerors experience will be assessed as part of the technical factor. The Offerors’ past performance will be assessed in the responsibility determination, which requires a review of the Contractors in the System for Award Management (SAM), Contractor Performance Rating System (CPARS), Past Performance Information Retrieval System (PPIIRS), and Federal Awardee Performance and Integrity Information System (FAPIIS) records. This will provide an “acceptable/unacceptable” answer to the question, “Can the offeror do the work?” Additional evaluation of past performance would not be a discriminator for source selection purposes. | ||
| 10 | The RFP indicates the contractor has 60-days to mobilize, transition, and begin performing the contract per PWS Section 9.2; however, it also states the required mobilization timeframe is 30-days within Sections L and M. Will the Government please confirm that the mobilization/transition period is 30 days? | The PWS shall be updated to reflect 30-days to mobilize, transition, and begin performing the contract per PWS Section 9.2. | ||
| 11 | The pricing sheet (Attachment 003) includes a plug number for R&R with a set value of $3,000.00. Section L.6.5 describes the Cost Reimbursable not-to-exceed (NTE) ceiling for the R&R CLIN with a value of $30,000.00. Would the Government clarify this discrepancy? | Due to an administrative error, the Cost Reimbursable not-to-exceed (NTE) ceiling for the R&R CLIN shall reflect a value of $3,000.00 in Section L.6.5. | ||
| 12 | The current security situation in Kabul, Afghanistan precludes ground movements and only rotary or fixed-wing MILAIR movements between military installations is authorized presently. This security posture prevents the use of the up-armored vehicle for medical care visits the PWS affords the contractor (PWS 11.4). Acknowledging that RFP Section C-2 (f) states that routine and primary medical care are not authorized, numerous Government contracts are now authorizing primary care to ensure contractor personnel have access to non-emergency medical care. |
Recommend the Government amend the solicitation to include routine and primary medical care.
In accordance with military directives (DoDI 3020.41, DoDI 6000.11, CFC FRAGO 09-1038, DoD Federal Acquisition Regulation Supplement (DFARS) PGI 225.74), resuscitative care, stabilization, hospitalization at Level III (emergency) military treatment facilities and assistance with patient movement in emergencies where loss of life, limb, or eyesight could occur will be provided. Hospitalization will be limited to emergency stabilization and short-term medical treatment with an emphasis on return to duty or placement in the patient movement system. Subject to availability at the time of need, a medical treatment facility may provide reimbursable treatment for emergency medical or dental care such as broken bones, lacerations, broken teeth or lost fillings.
Routine and primary medical care is not authorized. Pharmaceutical services are not authorized for routine or known, routine prescription drug needs of the individual. Routine dental care, examination and cleanings are not authorized.
| 13 | PWS 5.2.1.1 | p.3 | The Government anticipates Afghanistan-specific news alerts from, “a mix of international news wire services (AFP, Xinhua, AP, and Reuters), media aggregators, and other online and broadcast news sources.” Technical Exhibit 1 does not further delineate the scope of the media monitoring effort. To appropriately price the media monitoring effort, recommend the Government provide a list of all required media sources, including provincial Afghan sources. | Sources should cover but not be limited to all major national U.S. and European outlets, the major outlets in Afghanistan, Pakistan, India, Russia, China, and Iran, and shoud include all major wire services. Alerts should hit on anything from those sources that mentions Afghanistan. |
| 14 | PWS 5.1.2 | p.3 | Would the Government clarify if the media monitoring online portal and integrated mobile app indicated in PWS 5.1.2 already exists and will be provided to the contractor as GFP? | The integrated mobile app does not exist. The Media Monitoring Data Base is transferrable. . |
| 15 | M.1, Basis for Contract Award; M.5.3 Award Decision | p.58; p.62 | The Government has recognized that when it is procuring certain types of services, LPTA procurements can be risky when trying to ensure that the Government is getting what it is paying for. The services being purchased under this procurement fall into such a category. Specifically, the language in Section 813 of the 2017 National Defense Authorization Act that was signed in December of 2016 looks to limit the use of LPTA proposals for “knowledge-based training or logistics services.” |
As such, will the Government consider changing the evaluation criteria for the proposal to a Best Value tradeoff?
| LPTA is appropriate for this contract because both the requirements and the source selection factors are well defined; the risk of an unsuccessful contract due to contractor performance is minimal; and there is no tradeoff value, need, or willingness to pay for higher performance. | ||||
| 16 | PWS 3.1 PWS 11.4 PWS 11.1 to 11.9 | p.1, p.25, p.26 | Section 3.1 of the PWS references section 11.4 of the PWS as the only exception to what the contractor must provide. However, sections 11.1 through 11.9 include items, which the Government has the responsibility to provide. Will the Government please change the reference in PWS Section 3.1 to Section 11 (11.1 to 11.9) instead of limiting the reference to only Section 11.4? | PWS 3.1 will be changed to show Section 11, to include 11.1-11.9, as items the Government has the reponsibility to provide, rather than just 11.4. |
| 17 | PWS 5.1.1 | p.3 | The Government states the mediums to be monitored include, but are not limited to, internet, radio, audio, video, and print. The Afghan population is witnessing an increase in television viewership and social media usage. Recommend the Government amend the solicitation to include television and social media monitoring. | The PWS will be updated to reflect television and social media monitoring. |
| 18 | PWS 5.1.1 | P.3 | The PWS indicates that international, regional, and Afghan media outlets should be monitored by the media monitoring service. To obtain a comprehensive picture of the media and information environment within Afghanistan, provincial-level media monitoring is required. |
Recommend the Government amend the solicitation to include monitoring of local Afghan media (radio, satellite TV, terrestrial TV, print, etc.) at the provincial level.
| PWS 5.1.1 already includes a requirement to monitor Afghan provincial media outlets mentioned in the quetions but will be updated to include both satellite and terrestrial TV at the provincial level. | ||||
| 19 | PWS 5.1.5; PWS 5.2.1.3 | P.3; P.4 | The Government states that media monitoring information will be displayed and that an online archive of media monitoring reports is required. Will the Government confirm that it is looking for a web-based platform capable of visualizing media monitoring data as well as storing it with a searchable interface for data recall? | PWS 5.1.5 will be updated to reflect the requirement of a searchable online archive. Will change "repository" in PWS 5.2.1.3 to "web-based patform." |

| 22 | PWS 5.1 | P. 3 | Does the current portal transfer to the awardee or does the awardee have to create a new portal? If the Awardee creates a new portal, will the contents of the current portal be transferred to the new portal? | The Media Monitor Data Base transfers, but a new online portal will likely need to be developed to access it. |
| 23 | PWS 5.1 | P. 3 | Media Monitoring Database: Will the current Media Monitoring Database transfer to the awardee or will have to create a new database? If the Awardee has to create a new database, will the contents of the current database be transferred to the new database? | The Media Monitoring Data Base can transfer to the awardee. |

| 28 | RFP L.6.5 | P. 57 | What does the government expect to fall into the $10,000 NTE amount? Based on past experience, there could be significant Other Direct Costs that would exceed this amount. Can the Proposer add other costs to the Pricing Matrix that will support the Technical Proposal? | These NTE Yearly amounts are for evaluation purposes only and are not a guarantee of the NTE Yearly amount to be awarded during any performance period.
