AMENDMENT 0003 NARRATIVE
The purpose of this amendment is the following:
1. To answer the following Contractor questions:
Q1-Q8 were answered on amendment 0001.
Q9. Will the vented windows require screens?
A9. NO.
Q10. Will the lower level of windows require Security Screens? If Yes please provide a spec.
A10. No, in Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019, see General Note
11 on the Window Schedule on Sheet A-502. The note reads as follows: THE BOTTOM 6'-0" OF
WINDOWS A-N SHALL HAVE LAMINATED SECURITY GLAZING IN ADDITION TO THE
NORMAL REQUIREMENTS.
Q11. Per drawing C2/A-101 where is this part of the building located?
A11. Drawing C2/A-101 is in Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019.
The floor plan shown is on the end of the building that connects to Arsenal Island. The door indicated for repair is the primary entrance door into the facility from the arsenal.
Q12. Per A-101 Note #21 Remove and Re-install 750 sf brick. Repoint 750 sf of masonry. Please clarify.
A12. A-101 Note #21 is on Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019.
During the contractor’s repair of the windows and masonry façade, the Contractor is required to note additional areas of the masonry requiring repair. This note provides a square foot allot for repairing these damaged masonry areas across the general façade.
Q13. Will the delivery dates for both CLIN’s be adjusted due to bid date being pushed back?
A13. The delivery dates as listed on the CLINs are placeholder values. These were estimates created at the time the solicitation was issued. These will be adjusted at contract award. The contractor will be allowed the time period detailed in the scope of work (Attachment 0001 - Revised Scope of Work dated 19
December 2019) to complete the requirement.
Q14. At what time does the government expect work to start on this project? There are several weather dependent items that would require winter conditions costs that need to be factored within our estimate/prior to bid submission. It is imperative we know this timeline to figure if any additional costs need to be considered to meet proposed delivery dates.
A14. The delivery timeline within the Scope of Work (Attachment 0001 - Revised Scope of Work dated 19
December 2019) has been amended to provide for 360 calendar days for the project delivery.
Q15. Can the proposal submissions be emailed in lieu of dropped off in person?
A15. An email proposal may be submitted in lieu of a mailed proposal. However, sealed bid bonds must be mailed or delivered in person.
Q16. On Sheet A-502 general notes # 09. Note # 09 states see sheet G-004 for window specifications.
There are no window specifications on sheet G-004. Please advise if there is a window spec somewhere.
A16. See revised note on Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019.
Specification for windows added to Attachment 0002 – Attachment A – Revised Specifications dated 19
December 2019.
Q17. On drawing sheet A-501 : Note 16 calls for temporary support of conduit, gas lines, fire lines, etc while the existing C channel is removed . How are all the lines to be permanently supported? Do all these lines need to be rerouted so that are not in the way of the windows?
A17. See revised note 16 on Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019.
The lines do not need to be re-routed. The majority of these lines will be located along the new wall infill between the new windows. Re-install items by securing new supports to steel studs within the new wall infill system. Also See General Note 9 on the window schedule on Sheet A-502.
Q18. Previous question (Question 10) was the requirement Specifications for Security Screens on vented
Vinyl Windows. After Reviewing the documents A-101 note #15 for windows A to N demo security screens. I did not find a note to replace Security Screens. Further attachment of Security Screens will void some manufacturer warranties. Will Security Screens be required for this project?
A18. See answer to question 10.
Q19. Per A-101 Bid Option #1 New Paint of Roof, Truses, walls, etc. On H-101 Lead Base Paint removed is in the Base Bid or should it be part of Option #1?
A19. See Attachment 0003 – Attachment B – Revised Plans dated 19 December 2019. Primarily lead base paint removal would be part of Bid Option #1. Bid option 1 notes that paint shall be applied according to manufacturer’s instructions. This means that the contractor will need to prepare the surfaces according to the manufacturer’s instructions. The existing lead based paint is peeling in numerous areas, which will require scraping and removal. Sheet H-101 only provides the identification and location of known hazardous materials within Building 160. Sheet H-101 does not describe any type or amount of work to be performed. Please note: Lead based paint removal may not solely be part of bid option one. The contractor will encounter some removal and cleaning of lead based paint as part of the base bid. An example of this would be the moving of existing utility penetrations through windows, to pass through adjacent walls. The core drilling of these walls will obviously disturb lead based paint and this needs to be removed.
Q20. What is the normal depth of Upstream river?
A20. The government is assuming the question pertains to the depth of the water directly at the dam near the intakes. The normal depth of the river upstream is 18.2’ directly at the dam.
Q21. What is the normal depth of Downstream river?
A21.The government is assuming the question pertains to the depth of the water directly at the dam near the discharge area. The normal depth of the river downstream is approximately 25’ directly at the dam.
Q22. Is there any time of the year the river floods?
A22. The river can flood at any time over the course of the year. Flooding is dependent upon rainfall that is local and/or within the water shed of the Mississippi north of the Quad Cities.
Q23. Will the various contractors be allowed to move material and equipment thru the building from the
RIA land base to the turbine room work area?
A23. Yes.
Q24. Will containerized asbestos waste be allowed to move thru the building from the turbine room work area to the RIA land base?
A24. Yes, as long as the waste is immediately placed in a dumpster/truck.
Q25. Will scaffolding be allowed to be built within the turbine room to access the ceiling level for paint mitigation and new paint?
A25. Yes.
Q26. Would RIA relocate certain equipment if it would allow hydraulic lift access – at a significant cost savings over scaffolding?
A26. The Government will not relocate equipment. Upon request, coordination, and approval the
Contractor may temporarily relocate equipment at their expense. Please note that the hydro-dam will remain in operation during the construction project. Moving of any equipment necessary for continuous operations must be coordinated. Please reference General Notes for BLDG 160 Operations on Sheet G-003.
Q27. If equipment relocation to allow lift access is not possible, can the scaffolding quote be a separate bid item?
A27. No, the Government is requesting only one proposal containing a total cost for the base bid and a total cost for the bid option.

3. To incorporate Attachment 0002 – Attachment A – Revised Specifications dated 19 December 2019
