SUMMARY OF CHANGES
SUMMARY OF CHANGES
SECTION SF 1449 - CONTINUATION SHEET
The following items are applicable to this amendment:
A. SOLICITATION/CONTRACT FORM
The required response date/time has changed from 12-Jan-2018 08:00 AM to 17-Jan-2018 10:00 AM.
B. Provide Responses to the follwing submitted questions:
1. Is there an incumbent performing generator maintenance at this time?? If so, please provide the contractor name, contract number, and contract amount for the current contract.
W22G1F-15-P-0050, contract amount is $101,000
2. Please post the attendance list for the 28 November 2017 site visit.
Attendees list is not for public release.
3. With regard to repairs (Routine/Urgent/Emergency), the SOW states that
"an additional line item is included for breakdown repairs (time & materials) which are not considered a part of routine maintenance." Does this mean that all repairs including repair labor, repair parts and materials, service calls, and other repair related costs are not to be included in the fixed-firm pricing for the base year and option years??
The quoted sentence from the SOW has been removed. Major repairs not covered under the base contract will be added to the contract, as needed, as contract modifications. These out-of-scope repairs shall not be included in the firm-fixed pricing.
4. We do not find the mentioned repair line item in the solicitation pricing section. Please provide an amended pricing schedule.
See question response #3.
5. Do generator maintenance technicians working on this contract need to obtain Level 4 security badges to access all the generator units within the program??
Yes
6. The SOW indicates that load testing shall only be performed on Friday.
Allowing for an average of 4 Fridays per month, is it the expectation that all generators denoted on the equipment list as "Load Test Required" will be annually tested during these 4 days in order to complete the annual generator service in 30 days??
This is correct
7. Automatic Transfer Switch (ATS) testing is required at a minimum every 3 months and during major testing/servicing of each generator. What is the length of time this test shall be for??
Contractor to determine. There is no specific length of time, but the length of time should be long enough during each test for the contractor to comfortably assure that each ATS is fully functional.
8. With respect to the newly stated requirement for a certified master electrician, does the certification need to be specifically for work on generator engines i.e. trained on Caterpillar, Olympian, Kohler, and Generac equipment??
No
9. Additionally, can the certified master electrician be a sub-contractor??
No. The prime contractor must have a certified master electrician on staff who also works on this contract.
10. Can we perform the major PM prior to the Load Test?
11. Do the quarterly ATS tests need to be done on Fridays as well?
12. Will we have free access to the units once we arrive, or will we be escorted to each unit?
You will have free access so long as background checks are complete and
"no escort required" badges are in hand.
13. Is it possible to get pictures of the battery tags on the UPS
Systems?
Yes. BGAD will provide during the first week of January.
14. How many batteries do you have for the UPS Systems?
Unknown at this time. BGAD will provide an answer during the first week in January.
15. Will all batteries for UPS Systems need to be removed, disposed of, and replaced; or just inspected?
Batteries will need to be removed, disposed of and replaced by the contractor.
C. All other terms and conditions remain unchanged.
D. No other questions will be accepted at this point. According to ammendment 0002 dated 19 December
2017, the final date for questions was 28 December 2017.
