COMBINED SYNOPSIS / SOLICITATION NUMBER W52P1J-18-T-3005 –
AMENDMENT 0002
Purposes of this amendment follow:
1. The solicitation closing date is extended
FROM Friday 09 February 2018 TO Monday 12 February 2018
The closing time -- 1:00 PM Central Time -- is unchanged. Vendor offer submittals received after the solicitation closing date and time shall be considered LATE and WILL NOT be considered for award.
2. Vendor questions and Government responses follow:
Q: Is there an installation map available?
A: An installation map is not available. Upon award, the Contracting Officer’s Representative (COR) will assist the Contractor with route planning. It is noted that the current refuse collection round-trip performance route – namely, departure from the Alderson, OK landfill to the MCAAP facility for refuse collection and then return to the Alderson, OK landfill for refuse disposition -- is approximately 50 miles.
Q: Please define what the roadside litter bins are, what size containers, and the quantity/locations.
A: The Roadside Bins are no longer a requirement. Therefore, Technical Specifications for Refuse Removal Paragraphs 8.3 and 10.3 are hereby deleted and no longer apply.
Q: How is contaminated 8 CY Paper Waste handled currently, and how is it billed? Our research identifies that there is a significant amount of cross contamination in the 8 CY White Paper Containers. If a White paper container is contaminated, it cannot be transported to the recycling facility.
A: The current contractor treats everything as refuse. Paper and cardboard are collected at the administration buildings and the Morale, Welfare and Recreation (MWR) organization is responsible for all containers, collection and sales.
Q: Should we conclude prior approval is granted for Fridays based on requirement for Friday pickups in opposition to hours of operation?
A: Yes. The contractor will have approval to collect on Fridays.
Q: No technical requirements/specifications are listed for paper. Are we correct to assume this is recycle and what is the required removal outcome….i.e., Installation recycle program, contractor’s choice, or other?
A: Some recyclable paper, like copy paper, may be accidently mixed in with the refuse, but 10.2 "Paper" would be classified more as construction waste, such as paper packaging around a bundle of shingles or an empty sack of cement mix. Items like this may be recyclable, but we do not require that degree of segregation.
Contractor's choice.
3. Submit a signed copy of this Amendment with any proposal submittal. See area below #4.
4. All other solicitation terms and conditions are unchanged. Submit any questions in writing to the point of contact for this solicitation -- Mike Perez, 309-782-3360, E-mail michael.e.perez24.civ@mail.mil.
