The Offerors proposal, as required by Section L, will be evaluated as set forth in Section M of this solicitation.
L.1.2 The Government will not assume the Offeror possesses any capability, understanding, or commitment not specified in its proposal. It is an Offerors responsibility to submit a well-written proposal, with detailed information, which clearly demonstrates an understanding of and the ability to comply with the solicitation requirements to allow for a meaningful evaluation. The Government does not assume the duty to search for data to cure problems it finds in proposals.

L.2.1.3 Each volume of the Offerors proposal shall be consistent with the other proposal volumes and shall demonstrate the understanding and ability to perform according to the statement of work of the contract. The Offeror should provide supporting documentation in sufficient detail to permit a complete evaluation of the proposal. The Government may conduct a crosswalk between the information provided in Offerors proposal volumes to assess whether the Offeror submits consistent proposal information.
L.2.2 PROPOSAL FORMAT
L.2.2.1 The submission shall be clearly indexed, logically assembled and comply with the instructions contained in this section. Each volume shall be clearly identified. All copies of the proposal shall be submitted using Microsoft Office (MS) Word or Adobe
Acrobat software. The use of hyperlinks in proposals is prohibited.
L.2.2.2 The Offeror's proposal shall be submitted electronically and formatted based upon the use of standard 8.5 x 11 inch paper, 12 Point, Ariel font, and single-spaced and with a minimum of 1-inch margins. Proposals in response to this solicitation shall be valid for 180 days.
L.2.4.1 Offerors are cautioned that e-mail is not instantaneous. We recommend you submit your proposal prior to the closing date, allowing enough time to ensure the entire proposal is received on time to be considered for award. If all portions of any e-mail proposal are not received by the RFP closing deadline, the proposal shall be rejected as late. Offerors are responsible for confirming with the Procuring Contracting Officer (PCO) and/or Contract Specialist (CS) to ensure that the proposal submitted has been received by the USG. This must be done by the date/time set in the solicitation for receipt of offers. Failure to confirm receipt will result in the waiver of any argument of an offer being timely sent, but not delivered.
Note: Received means receipt in the e-mail inboxes of the above mentioned email box which will be monitored by the responsible individual, not merely arrival at a USG server.
L.2.4.2 Due to USG exchange size limitations, we cannot receive individual e-mails that exceed 15 MB, including the e-mail itself plus all attachments. If your electronic proposal, including all attachments, is larger than 20 MB, you shall segment your proposal into a series of two (2) or more separate e-mails that individually are no larger than 15 MB. Self-extracting .exe and .zip files are not accepted and will be blocked by our security software.
L.2.4.3 Should an Offeror have difficulties with the delivery of proposals, please immediately notify the Contract Specialist as danette.d.wilson.civ@mail.mil and the PCO at amanda.k.struve.civ@mail.mil.

For example, “This is message 3 of a total of 5 messages constituting the delivery order proposal of XYZ Company. This message provides attachments 2 and 3 of a total of 6 attachments to our complete Proposal.”
L.2.5.3 No classified information shall be included in this solicitation and the use of hyperlinks in proposals is prohibited. If classified material is received, it will not be reviewed and the proposal will be removed from the competition.

L.3 SINGLE PROPOSAL SUBMISSION

An Offeror is defined as an entity competing independently that does not share a common parent, does not have a parent/subsidiary relationship with any other Offeror, and is not affiliated with any other Offeror (as defined in Federal Acquisition Regulation (FAR) 19.101).
L.4 CONTRACT AWARD
L.4.1 The Government intends to award a single-award, hybrid Time and Materials, Cost Reimbursable, and Firm Fixed Price contract using the Best Value Trade-Off evaluation criteria as outlined in this solicitation.
L.4.2 The Government reserves the right to conduct discussions. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
L.5 THE FREEDOM OF INFORMATION ACT (FOIA).
L.5.1 FOIA and its amendment have resulted in an increasing number of requests from outside the USG for copies of contractors' proposals and other documents submitted to federal agencies. If an Offeror's submission contains information that it believes should be withheld from such requestors under FOIA on the grounds that it contains trade secrets and commercial or financial information [5 USC 552(b)(4)], the Offeror should mark its submissions in the following manner:
L.5.2 The following notice shall be placed on the title page: “Some parts of this document, as identified on individual pages, are considered by the submitter to be privileged or confidential trade secret or commercial or financial information not subject to mandatory disclosure under the Freedom of Information Act. Material considered privileged or confidential on such grounds is contained on page(s) ___.”
L.5.3 Each individual item considered privileged or confidential under FOIA should be marked by placing the text within {brackets} with the following notice placed in the right margin: Privileged or Confidential. Failure to do so may result in an involuntary release via a FOIA request.

The Offeror shall fill in only areas of the matrix that are highlighted green. Please note that the Price Matrix has eight (8) separate tabs; six tabs require price entries – Base Period, Option Period 1, Option Period 2, Option Period 3, Option Period 4 and CLIN 0001 – T&M Labor Breakdown. The Summary tab requires only the Offerors Name, DUNS Number and Cage Code and the Instructions tab provides information only to the Offeror.
L.6.6.2 Offerors shall completely fill out the Price Matrix by entering the required information in the green highlighted cells. No action is required by Offerors in relation to any other color shaded cells, they are information only, totals, or formula’s that have been provided/calculated by the Government.
L.6.6.3 All cost reimbursable CLINs will use a Government-provided surrogate figure to ensure equal effect on Offerors price proposals.
L.6.6.4 The Offeror’s narrative support shall be in MS Word format for all Price/Cost assumptions.
L.6.6.5 All prices for this acquisition shall be stated in U.S. dollars, rounded and displayed to two decimal places. (ex. $20.50)
L.6.6.6 Digital files must be compatible with Microsoft (MS) Office 2013: Word, Excel, PowerPoint and/or Access.
L.6.6.7 All personally identifiable information must be redacted up to the point of allowing and ensuring traceability and/or audit of the information.
L.6.6.8 Your cost quote shall be a separate volume from your technical proposal.
L.6.6.9 The Price proposal must be consistent with the Offeror’s Technical factor proposal. Inconsistencies between the Offeror’s Cost/Price and Technical proposals reflect on the Offeror’s ability to perform the effort required within the amount proposed.
These inconsistencies, if unexplained, raise the fundamental questions as to the Offeror’s inherent understanding of the work required and the ability to perform the contract.
L.6.6.10 The Offeror’s 90 day transition-in total cost (as part of the base period) shall include all price elements for transition performance from start of performance until full operational capability within the time allotted in the PWS.
L.6.6.11 Price proposals are assumed to represent the Offerors best efforts, as final proposal revisions might not be requested from Offerors. Any additional information considered necessary to explain the proposed pricing shall be submitted with the initial proposal.
L.6.6.12 Proposals in MS Excel macro enabled (*.xlsm) or binary format (*.xlsb) and/or incorporating macros are prohibited.
L.6.6.13 Certified Cost or Pricing Data/Data Other than Certified Cost or Pricing Data – The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. However, the Government reserves the right to request certified cost or pricing data or data other than certified cost or pricing data necessary to determine price reasonableness if competition is not adequate for that purpose. Certified cost or pricing data and data other than certified cost or pricing data, if required, must be submitted in accordance with the instructions specified at FAR 15.403-5.
L.6.6.14 The Option to Extend Services (FAR 52.217-8) has been added to the Total Evaluated Price on the Summary – Total Proposed Price tab. It has been calculated as one-half of the Offeror’s Total Evaluated Price for the final option year price (Option Year 4).
L.6.6.15 For all Contract Line Item Numbers (CLINs), Offerors shall enter their Fully Burdened Hourly Labor Rates for the Base Year and all Option Years on the T&M Labor Breakdown tab in accordance with FAR 16.601. All proposed fully burdened hourly labor rates shall be expressed as a dollar value and rounded to two decimal places when proposed on the T&M Labor Breakdown tab and used in the computation of the Total Evaluated Price for each labor category. Failure to include a fully burdened hourly rate for all of the proposed labor categories within the Pricing Sheet will result in the proposal being determined unacceptable, resulting in the Offeror’s proposal being rejected.
The Price Matrix shall be completed as follows:
Summary tab Offerors shall complete the Summary tab by entering its Name, DUNs Number and Cage Code in the green highlighted cells. The remaining cells on the Summary tab are linked to totals in other areas of the Price Matrix, which allows this tab to act as a summary of the proposal.
Base and Option Periods (1-4) tabs
Signed proposals must indicate the total price for each CLIN. For evaluation purposes only, the Government has provided surrogate dollar amounts for all cost reimbursable CLINs in the Price Matrix; the Offeror shall not change these dollar amounts.
Price Information: All information relating to the proposed price, including all required supporting documentation, must be in files separate and apart from those containing non-price information. Under no circumstances shall this information and documentation be included elsewhere in the proposal. Inclusion of pricing information within other proposal files will result in elimination from consideration.
Specific directions on each CLIN are also available on the Instructions tab of Attachment 0003 – Pricing Matrix.
The price factor will be evaluated but not adjectively rated. The FAR requires that contracts be awarded at prices that are fair and reasonable. The Contracting Officer is responsible for the determination of price reasonableness. The price proposals will be evaluated using price analysis in accordance with FAR 15.404-1, Proposal Analysis Techniques.
The Government intends to evaluate price reasonableness in accordance with FAR Part 15.404-1(b), relying primarily upon competition. The Government expects adequate competition and a comparison will be made of total evaluated prices received in response to the solicitation. Recent Director of Defense Policy states that Contracting Officers will no longer use the standard at FAR 15.403-1(c)(1)(ii) or (iii) to determine that the proposed price is based on adequate competition when only one proposal is received. In the event where only one proposal is received in response to the solicitation, certified cost or pricing data or other than certified cost or pricing data may be required.
