1. The purpose of this Amendment 0006 to Solicitation W52P1J-17-R-0006 is to provide Government responses to Contractor questions regarding various requirements contained in the subject Solicitation. These are above and beyond the questions and answers provided in
Amendments 0002 and 0005.
2. The Contractor questions (Q) and Government responses (R) are outlined below and relate to Technical.
3. Technical Questions ___________________
Q: The First Article Test (FAT) requirement for the M172 Inert acquisition consists of five (5) component FATs to include Cartridge, Link, Bandoleer, Ammunition Can, and Wirebound Box. The Government has already stated in Amendment 0002 of the subject Solicitation that previously approved FATs cannot be rolled-over from other Government contracts to the subject acquisition. Would the Government consider breaking out the five (5) component FATs so that if any of the component FATs could eventually be waived, it is easier to remove the cost associated with the waived component FAT?
R: The Offeror shall propose the costs for all component level First Article Tests (FATs) by completing the attached spreadsheet
(incorporated as Solicitation Attachment 0006, Proposal First Article Price Matrix, dated March 23, 2017). There are five (5) component ___________________________________ level FATs listed to include Cartridge, Link, Bandoleer, Ammunition Can, and Wirebound Box). The total price for all component level
FATs shall equal the total FAT price in both Attachment 0006 and CLIN 0001 in Section B. The Offeror shall not assume a waiver will be granted for any of the five (5) component level FATs. The total evaluated price for the Government evaluation will remain the total FAT price entered for CLIN 0001 in Section B (which should match the total FAT price in Attachment 0006) and the extended unit price for
CLIN 0002 (proposed unit price multiplied by quantity of 200,000 EA). However, the Government, at their discretion, may waive any of the five (5) component level FATs and award the required FATs as priced in Attachment 0006.
Section L under Volume II - Price Factor (page 61 of 68): Paragraph a. is hereby revised to include submission of Attachment 0006 above for the breakdown of the CLIN 0001 FAT cost. Section B CLIN 0001 has also been updated to reference Attachment 0006 as part of the CLIN
0001 unit price submission.
Q: Is the Government aware of any issues/concerns with Black Oxide scratching off?
R: The Government is not aware of any issues/concerns with Black Oxide scratching off during the manufacturing process.
4. All other terms and conditions of Solicitation W52P1J-17-R-0006 remain unchanged.
5. There is no change to the proposal receipt date/time as a result of this Amendment 0006. (NOTE: Amendment 0005 inadvertently referred to Amendment 0002 for this particular statement about no change to proposal receipt date/time. Amendment 0005 should have been referenced instead).

1. Technical Factor
The Technical factor has three subfactors.
Subfactor 1: Production
Subfactor 2: Management
Subfactor 3: Quality
Each subfactor will be evaluated separately and assigned a rating of Acceptable or Unacceptable. If an offeror receives an Unacceptable in any of the three subfactors, an Unacceptable will be received for the overall Technical factor.
