*** End of Narrative A0000 ***
1. The purpose of this Amendment 0002 to Solicitation W52P1J-17-R-0006 is to provide Government responses to Contractor questions regarding various requirements contained in the subject Solicitation.
2. The Contractor questions (Q) and Government responses (R) are grouped into two categories; General Solicitation and Technical.
3. General Solicitation Questions ______________________________
Q: Reference Page 3 of 68, Paragraph 9: Is there a lot size requirement - minimum or maximum?
R: There is no lot size requirement and no minimum or maximum.
Q: Reference Page 3 of 68, Paragraph 18: What is the anticipated frequency for IPTs?
R: The anticipated frequency for IPTs is bi-weekly.
Q: Reference Page 4 of 68: The deliverable product is identified as Manufacturing Part Number/Drawing Number 10542365; however, there is no Detail Specification for the final pack configuration. How can an Offeror identify the inspection criteria for First Article
Test(FAT)/Lot Acceptance Test (LAT) without a Detail Specification?
R: The detail for the final pack configuration is on the Combination Of Adopted Items (COAI) Drawing Number 10542365. It references
Part Number 12960962-7 for the final pack configuration. Reference MIL-DTL-644A for the inspection criteria related to FAT/LAT.
Q: Reference Page 14 of 68, clause E-3: Is DCMA audit of Quality Program to ISO 9001:2008 mandatory?
R: Yes, the DCMA audit of Quality Program to ISO 9001:2008 is mandatory.
Q: Reference Page 14 of 68, clause E-3: Is DCMA audit of Quality Program to ISO 9001:2008 mandatory for sub-tier suppliers (i.e.
compliance vs. registered/audited)?
R: Yes, the DCMA audit of Quality Program to ISO 9001:2008 is mandatory for sub-tier suppliers as stated on Page 14 of 68, clause E-3
(see paragraph b).
Q: Reference Page 21 of 68, clause E-9: What areas will Statistical Process Control (SPC) be required on final assembly of the cartridge?
R: The areas of SPC that will be required on final assembly of the cartridge will be determined once the Contractor submits their SPC
Plan.
Q: Reference Page 65 of 68: How would an Offeror be rated according to Lowest Price Technically Acceptable (LPTA) and "acceptability standards" if they have not had experience (past performance) with formal Government FAT process (submission for approval of written manufacturing/test/evaluation procedures, AIE (Acceptance Inspection Equipment), etc.)?
R: At this time, it is unknown what the rating of an Offeror would be according to the LPTA and "acceptability standards" if they have not had experience (past performance) with formal Government FAT process (submission for approval of written manufacturing/test/evaluation procedures, AIE, etc.). However, it should be noted that past performance is not being evaluated as a factor in this LPTA.
Q: Reference Solicitation Attachment 0001, Component Supplier Template: This requirement seems excessive, especially considering the ___________________________ requirement of 200,000 cartridges. Is it possible to remove this requirement or exchange it for a sanitized copy of a quotation?
R: This requirement shall remain as initially stated.
Q: Reference Solicitation Attachment 0001, Component Supplier Template: The obtaining of up to thirty Commitment Letters will be ___________________________ difficult and excessively burdensome on an Offeror to obtain in thirty days time. Is an extension possible?
R: Yes. The Commitment Letters can be submitted up to thirty days after the submission date for proposals.
Q: Reference Solicitation Attachment 0001, Component Supplier Template: Can the Government clarify which items they are referring to for ___________________________ the following; M2A2 - this does not appear to be a requirement for this contract, Clip - there does not appear to be a stand-alone clip requirement, and Closure Disc - there does not appear to be one on either bullet.
R: The M2A2 container is not a requirement for this acquisition; the Clip is not a stand-alone requirement; and no Closure Disc on either bullet. All three items shall be removed.

Q: Reference Solicitation Attachment 0001, Component Supplier Template: Several of the items on the list would most likely be procured ___________________________ by the manufacturer of the end item. If a subcontractor is going to supply a "full-up" projectile, what should be entered into the chart? (N/A or part of the end item?)
R: If a subcontractor is going to supply a "full-up" projectile, the chart shall reflect the subcontractor name and material used.
Q: Reference Solicitation Attachment 0001, Component Supplier Template: Several items are regular inventory items and an Offeror has ___________________________ recent Purchase Orders for the items and the items are essentially shelf items (pallets, wire seal, marking ink, etc.). Is the
Commitment Letter absolutely necessary? Can a copy of a recent invoice suffice?
R: The Commmitment Letter is necessary. Recent invoices do not typically contain all of the information required in a Commitment
Letter.
Q: Reference Solicitation Attachment 0001, Component Supplier Template: If the work or equipment is "in-house", is a Commitment Letter ___________________________ necessary?
R: Yes; however, a single Commitment Letter can be inclusive of all "in-house" work or equipment.
4. Technical Questions ___________________
Q: Reference Drawing Number 10521997: There appears to be a requirement for a manufacturer headstamp. Is the headstamp to be reflective of the case manufacturer or of the end item manufacturer?
R: The Prime Contractor can choose to use a headstamp with their manufacturer identification symbol or the case Manufacturers
Indentification Symbol (MIS). If the Prime Contractor decides to use the case MIS, the case manufacturer will have to already have received or request an MIS from Joint Munitions Command (JMC).
Q: Reference Drawing Number 10521997: Is the headstamp year required to be the current year?
R: The headstamp is required to have the last two digits of the calendar year in which the manufacturing of the lot was initiated (per
MIL-STD-1168C, Paragraph 3.2.4).
Q: Reference Drawing Number 10522688, Note 2: The requirement is for 46 +/- 2 grains per cartridge. How is this weight to be verified?
R: Drawing Nubmer 10522688 (DUMMY CARTRIDGE, 7.62MM, M172, INERT LOADED), Note 2 requires the Charge Weight to be 46 +/- 2 grains per cartridge. The Contractor shall submit an Acceptance Inspection Equipment (AIE) for the Government to approve.
Q: Reference Drawing Number 10522688, Note 2: The requirement is for 46 +/- 2 grains per cartridge. Is there a prove-out requirement
(written plan and physical prove-out) for loading equipment to include approval to MIL-A-70625 for Automated Acceptance Inspection
Equipment (AAIE)?
R: There is not a prove-out requirement for an actual written plan and/or physical prove-out in regards to loading equipment as the
Contractor shall submit an AIE for M172. The Contractor shall follow MIL-A-70625 for all AAIE.
Q: Reference Drawing Number 10522688: Has this configuration been previously manufactured and was it able to comply with 100% with all requirements of the drawing and associated standards?
R: This configuration has been previously manufactured with an exception due to recent Engineering Change Proposal (ECP) R16S2033. This
ECP replaces the obsolete Case Mouth Waterproofing (CMWP). The current CMWP is called out as Methyl Chloroform and is classified as an
Ozone Depleting Chemical. This ECP also clarifies the note pertaining to the Inert Fill and the Black Oxide Coating. The ECP has no negative impact on recent manufacturing of the M172 round.
Q: Reference MIL-DTL-60573A, Paragraph 3.6: Does the requirement for 1168 style lot numbers apply to all or only major components? Does this include all packaging items?
R: The requirement for MIL-STD-1168C lot numbers shall only apply to cartrdige level. It does include all packaging items as marked.
Q: Reference MIL-DTL-60573A, Paragraph 4.4.2, Table IV: The critical defect appears to be only concerned on the presence of a primer
(which equals critical defect per 4.5.4). So if a 7.62mm x 39 Dummy Inert was present at LAT, would that be a Critical, Major, or
Minor?
R: If a 7.62mm x 39 Dummy Inert was present at LAT with the presence of a primer, the Government would consider that to be a Critical
(not a Major or Minor). Please reference MIL-STD-636A, Page 5 as well.
Q: Reference MIL-DTL-60573A, Paragraph 4.4.2, Table IV, Major 117 Weight Minimum: Is this the weight of the charge or total cartridge?
In either case, what is the target minimum weight?
R: This requirement is for the total cartridge weight. The target unit weight is 362 grains - 385 grains per Drawing Number 10522688.
Q: Reference MIL-DTL-60573A, Paragraph 4.4.2, Table IV, Major 118 Missing Lead Slug: If cartridge is weighed, how does one distinguish between missing lead and incorrect charge weight?
R: If the cartridge is weighed, for Bullet Drawing Number 8595667, the Slug weighs 113 grains - 114.5 grains and the total cartridge weight will not be within specification. For Bullet, Alternate Drawing Number 10522711, the Slug weighs 96 grains to 97.5 grains and the total cartridge weight will not be within specification. To distinguish the incorrect charge weight for a missing Slug, the
Contractor shall pull a cartridge from production and check for a missing Slug. Please also see MIL-DTL-60573A, Table V, Note 3.

Q: Reference TDPL 1052365:19200: Drawing 11836917 is included in the Technical Data Package List (TDPL); however, there does not appear to be any significance of this drawing. Can you please clarify its use?
R: The Government could not verify that Drawing 11836917 is listed in the TDPL. The Government can confirm that it has no use for the purposes of this procurement.
Q: Reference TDPL 1052365:19200: Drawing 12990882 lists Hernon as a suggested source. This item requires a "system" for the application, which might be cost prohibitive for a small requirement of 200,000 cartridges. Can other/older alternative sealants be added to the TDPL?
R: Proposed alternative sealants will be considered by the Government on a case by case basis.
Q: Reference TDPL 1052365:19200: Multiple drawings are provided for inspection equipment. Are these items required or are Contractor designs acceptable?
R: The multiple drawings provided for inspection equipment are required.
Q: Reference TDPL 1052365:19200: MIL-DTL-60573A refers to a Profile gage; however, this does not appear to be in the TDPL. Can the
Government clarify which gage is to be used?
R: The Profile gage that needs to be used is Drawing Number 8648501, "Gage, Receiver, Profile and Alignment, 7.62mm Cartridge", from the
Gage Inspection Equipment List (Drawing Number 8654165).
Q: Reference MIL-DTL-45403E with Amendment 1: It appears that live fire of the links is required as part of the specification. If a recent FAT cannot be rolled-over for the resulting contract, is the Contractor required to furnish weapons and test ammunition, or is it possible for the items to be Government furnished?
R: GFE (weapons) and GFM (ammunition) could be supplied as part of the resulting contract to complete the link acceptance required by
MIL-DTL-45403E with Amendment 1.
Q: Reference Subcomponent Written Manufacturing and Acceptance Plans: The quantities for this requirement are small enough that standard requirements might be excessively burdensome. Will all subcomponents or only major subcomponents require submission of a detailed written Manufacturing and Acceptance Plans? Will any prior Government approved plans be allowed to roll-over to the resulting contract?
Will any prior approved FAT be allowed to roll-over to the resulting contract?
R: Manufacturing and Acceptance Plans should be inclusive of all components/subcomponents that will be used in the manufacturing of the
M172 cartridge. No prior Government approved plans and/or prior approved FAT will be allowed to be rolled-over.
Q: Reference Drawing Number 10522688: Drawing references 800 cartridges linked. Is there a drawing of the linked 100-round belt?
R: COAI Drawing Number 10542365 references 800 cartridges linked. On this drawing, it states the drawing of the linked 100 round belt is Drawing Number 7268389.
Q: Reference Drawing Number 10534204, Zone D-1: Can you clarify what "cartridge in double loop" means?
R: For Drawing Number 10534204, Zone D-1 (Method of Packing), a "cartridge in double loop" refers to the order that the belt shall finish in the carton.
Q: Reference MIL-DTL-60573A: Has critical defects and the solicitation has clause E-7. Are Critical Characteristics Control Plans
(CCCP) and Critical Plans of Action (CPOA) required document creation and submission?
R: Yes, the CCCP and CPOAs are required document creation and submission.
5. All other terms and conditions of Solicitation W52P1J-17-R-0006 remain unchanged.
6. There is no change to the proposal receipt date/time as a result of this Amendment 0002.
