SECTION M - EVALUATION FACTORS FOR AWARD

M.1 Basis for Award:

A Lowest Price Technically Acceptable (LPTA) Source Selection Process IAW FAR 15.101-2 will be utilized to select the successful

Offeror. Award will be made to the Offeror who provides the lowest price with a technically acceptable proposal. The U.S. Government will evaluate proposals submitted IAW this section and will make a determination considering the following factors: (1) Price and (2)

Technical.

a. The U.S. Government plans to award one Firm Fixed Price (FFP) contract.

b. The U.S. Government will evaluate each proposal strictly IAW Section M.

M.1.1 Discussions:

a. The U.S. Government intends to award a contract without discussions. The Contracting Officer may contact Offerors for clarification, as described in FAR 15.306(a) and FAR 52.215-1, without opening discussions. However, the U.S. Government reserves the right to conduct discussions and to permit Offerors to revise its proposal if determined necessary by the

Contracting Officer.

b. If the Contracting Officer determines discussions are necessary, they will be held IAW FAR 15.306.

c. Clarifications will not constitute as discussions, and will not obligate the U.S. Government to open discussions or establish a competitive range.

M.1.2 Other Evaluation Considerations:

a. Proposals that are unrealistic in terms of technical or contain unbalanced prices may be considered an indication of a lack of understanding of the complexity of the contract requirements and may be determined unacceptable.

b. Pursuant to FAR 9.103, a contract will only be awarded to an Offeror that the Contracting Officer determines to be responsible. Separate from the LPTA source selection criteria, an Offeror must be able to demonstrate it meets the standards of responsibility set forth in FAR 9.104. To assist in the Contracting Officers Determination of Contractor Responsibility, the U.S. Government may conduct a pre-award survey on any Offeror whose proposal is considered for award.

M.2 Factors:

Award will be made to the Offeror based on the instructions set forth in Section L, and the evaluation of the factors IAW Section M. If

Option A is chosen by the Offeror, the award will be based on the following Factors:

Volume 1: Price

Volume 2: Technical (Submission of required data IAW Section L.4.2, fulfills Sub-factor 1: Teardown Plan; Sub-factor 2:

Reassembly/LAP Propellant Plan; Sub-factor 3: Reassembly/LAP Bonding Plan; and Sub-factor 4: Integrated Master Schedule (IMS) requirements)

If Option B is chosen by the Offeror, the award will be based on the following:

Volume 1: Price

Volume 2: Technical

Sub-factor 1: Teardown Plan

Sub-factor 2: Reassembly/LAP Propellant Plan

Sub-factor 3: Reassembly/LAP Bonding Plan

Sub-factor 4: Integrated Master Schedule (IMS)

M.3 Evaluation Procedures, Criteria, and Ratings:

The U.S. Government will evaluate the prices IAW the information included in the Section B narrative in the solicitation. Once the total evaluated price has been determined for each offeror, the total evaluated prices will be ranked from low to high. The technical evaluation will then be conducted on the lowest priced proposal for acceptability. If the lowest priced proposal is determined to be unacceptable, the next lowest proposal will be evaluated for acceptability. This process will continue until a proposal is deemed to have the lowest price and is technically acceptable.

8 10

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Each Offeror's proposal will be evaluated against the evaluation criteria to determine whether the Offeror has the technical expertise required to successfully deliver the product IAW the delivery schedule as delineated in Section B of the solicitation. The U.S.

Government will assign a rating of Acceptable or Unacceptable for the Technical Factor. The definition of each rating is below:

Acceptable/Unacceptable Ratings

Acceptable: Proposal clearly meets the requirements of the solicitation.

Unacceptable: Proposal does not clearly meet the requirements of the solicitation.

M.3.1 Price Factor Evaluation

The U.S. Government will evaluate Offerors proposed price as set forth on the Price Evaluation Sheet (Attachment 0001) and any Use of

Government Owned Property (FAR 52.245-9).

The U.S. Government intends to award one firm fixed price contract.

a. Price Evaluation Spreadsheet (Attachment 0001) - For each proposal, the U.S. Government will first calculate each CLIN Total

Evaluated Price. The Total Evaluated Price will be calculated by summing the individual CLIN Total Evaluated Prices plus the

U.S. Government Property Evaluation Factor, if applicable.

If an Offeror fails to submit unit prices for any proposed CLIN, its proposal may be considered unacceptable and the U.S.

Government may reject the proposal.

b. If applicable, the U.S. Government will add the calculation of Government owned real property and/or production and research property as required by the provisions contained in Section L.4.2 of the solicitation.

The Total Evaluated Price will be calculated by adding the following price factors together:

CLIN Total Evaluated Price from Attachment 0001, Price Evaluation Spreadsheet

+ Total of U.S. Government Property use calculation as identified IAW Section L.4.1 of the solicitation

= Total Evaluated Price

Price Analysis shall be used to determine price reasonableness. Additional analysis techniques may be used as determined necessary by the Contracting Officer. As part of the evaluation, proposals may be reviewed to identify any significant unbalanced pricing. In accordance with FAR 15.404-1(g), i.e., Unbalanced Pricing, a proposal may be rejected if the Contracting Officer determines the lack of balance poses an unacceptable risk to the U.S. Government.

M.3.2 Technical:

The U.S. Government will evaluate the technical proposal to determine if the Offeror demonstrates a clear understanding and ability to comply with the requirements of this solicitation. The Technical factor is comprised of four sub-factors: Sub-factor 1: Teardown Plan;

Sub-factor 2: Reassembly/LAP Propellant Plan; Sub-factor 3: Reassembly/LAP Bonding Plan; and Sub-factor 4: Integrated Master Schedule

(IMS).

M.3.2.1 OPTION A, TECHNICAL FACTOR EVALUATION CRITERIA:

If Option A is chosen by the Offeror to address the technical factor, evaluation will be conducted at the factor level. The U.S.

Government will assign a rating of Acceptable or Unacceptable for the Technical factor. If an Offeror fails to achieve an Acceptable rating under Option A, the Offeror's proposal will receive an Unacceptable for the Technical factor and will not be considered for award. The minimum requirements have been met for the Option A proposal approach if the Offeror submits documentation identifying previous successful recapitalization of 120mm M865 TPCSDS-T Tank Ammunition IAW the following criteria.

a. The Offeror provided adequate documentation for the M865 TPCSDS-T.

b. The Offeror's documentation identifying previous successful recapitalization of 120mm Tank Ammunition is dated within 12 months prior to the date of issuance of this RFP.

M.3.2.2 OPTION B, TECHNICAL FACTOR AND SUB-FACTOR EVALUATION CRITERIA:

If Option B is chosen by the Offeror for the Technical factor and sub-factors, evaluation will be conducted at the sub-factor level with an overall Technical factor rating assigned based on the individual sub-factor ratings and findings. The U.S. Government will assign a rating of Acceptable or Unacceptable for each sub-factor.
